Minister of Transport, Equipment, Tourism and the Sea, the Minister of the Public Service and the Minister of Ecology and Sustainable Development,
Due to Act No. 83-634 of 13 July 1983 as amended bearing the rights and obligations of civil servants, together with the amended Act No. 84-16 of 11 January 1984 laying down statutory provisions relating to the public service of the State;
Having regard to the amended Decree No 94-1016 of 18 November 1994 laying down the common statutory provisions applicable to various bodies of category B officials;
Having regard to the amended Decree No. 94-1017 of 18 November 1994 laying down the statutory provisions Common to the bodies of the administrative secretaries of the state administrations and certain similar bodies;
In view of Decree No. 97-994 of 28 October 1997 on the special status of the body of the senior administrative staff of the services Deconcentrated equipment;
In light of Decree No. 2004-511 of 7 June 2004 fixing the Exceptional conditions for the integration of non-holding agents of the Conservatoire de l' espace littoral and lake shores in the bodies of category B officials;
Given the decree n ° 2004-586 of 16 June 2004 laying down conditions Exceptional integration of non-holders of public establishments responsible for national parks in the bodies of category A officials;
Given the decree n ° 2005-631 of 30 May 2005 on the special status of the body of engineers Public works in the state,

A. -Professional examination for access to the body of
engineers of state public works

Engineering access to the body of engineers Public works of the State referred to in Article 3 of the Decree of 16 June 2004 shall consist of an oral test lasting thirty minutes.
This test consists of a presentation by the candidate, lasting ten minutes, relating to His or her professional experience and duties as a non-incumbent agent. This presentation is followed by an interview with the board, including the duties performed by the candidate, based on a presentation note (four to five pages) prepared by the candidate, which was previously transmitted
In this document, without an appendix, each officer, who is a candidate for tenure, will describe his or her career path and the nature and purpose of his/her duties. The candidate will analyze the scope of her duties and clarify the relationship with the policies implemented by the department in which he or she performs his or her duties. The purpose of the interview is to clarify the information contained in the function presentation document and to assess the candidate's professional practices and the ability to adapt.
Only the presentation and the interview with The board gives rise to notation, excluding the file presented.

The oral interview with the jury is rated from 0 to 20. Only candidates who have received a total of at least 10 points may be declared admitted by the jury.
The jury will be listed alphabetically, after deliberation, on the list of candidates admitted to the professional examination.

The professional examination of tenure gives rise to the establishment of a jury whose composition is fixed by order of the minister responsible for the equipment. It shall be chaired by one or one official belonging to the Ministry responsible for the equipment chosen from among the members of the General Council of Bridges and Roads or in the body of the civil administrators and shall comprise at least two officials from the Category A, of which at least one belongs to the Ministry of the Environment, with a rank at least equivalent to the second grade of their bodies, in particular within the body of public works engineers of the State.

C. -Professional review for
access to the body of equipment administrative secretaries

Professional access to the body of the Administrative secretaries of equipment referred to in section 2 of the Order of June 7, 2004, includes:
1. The writing of a memorandum of presentation of the duties performed by the candidate (five typed pages; coefficient 1).
In this note, without an annex, each candidate for tenure will describe the nature and purpose of his or her Functions and will analyse the scope by placing them in the context of the service to which it is responsible and by clarifying the link between its functions and the policies implemented by the department in which it performs its functions.
2. With the board on the duties performed by the candidate from the mark of Presentation (duration: 20 minutes; coefficient 2).
The purpose of this interview is to clarify the information contained in the performance note of the duties, to assess the officer's knowledge of the assignment department, from the department in which he performs his duties. As well as policies implemented in the field in which it performs its duties.

The performance note and the interview with the jury are rated from 0 to 20. Only candidates who have received a total of at least 30 points, after applying the coefficients, may be declared admitted by the jury.

Article 11
Scan Establishment of a jury whose composition is fixed by order of the minister responsible for the equipment. It shall be chaired by one or one official belonging to the Ministry responsible for the equipment chosen from among the members of the General Council of Bridges and Roads or in the body of the civil administrators and shall comprise at least two officials from the Category A, one or more of which is owned by the Ministry of the Environment.
