The Minister of National Education, Higher Education and Research,
In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-16 of 11 January 1984, amending the statutory provisions relating to the public service of the State, and Article 15;
In view of the amended Decree No. 82-452 of 28 May 1982 relating to the Joint Technical Committees, in particular Articles 8 and 11, 2nd paragraph;
In view of the Order of 16 August 2002 establishing, composition and powers of the Committee Central parity of public establishments reporting to the Minister of National Education or the Minister responsible for higher education, as amended by the decree of 15 September 2003;
In the light of the decree of 16 August 2002 laying down the terms of the Consultation with staff of public establishments reporting to the Minister of National Education or the Minister responsible for higher education to determine the representativeness of trade unions The Central Joint Technical Committee of each institution;
Due to the minutes of the March 25, 2004 vote on the consultation of the staff of the Ecole nationale supérieure d' arts et métiers,
