Having regard to Decree No 88-342 of 11 April 1988 laying down the remuneration scheme applicable to Certain posts in the management of educational or training institutions under the Minister of National Education, as amended by Decree No. 2002-87 of 16 January 2002 and by Decree No. 2005-994 of 17 August 2005;
Given the Decree No. 90-50 of the 12 January 1990 imposing a administrative premium and a premium on administrative burdens attributed to certain staff of higher education, as amended by Decree No 2003-1317 of 23 December 2003, by Decree No. 2005-454 of 4 May 2005 and By Decree No. 2006-783 of 3 July 2006;
In the light of Decree No. 91-1108 of 24 October 1991 on the system of administrative expenses allowances for certain staff in the university institutes for the training of Masters;
In view of Decree No 92-356 of 27 March 1992 establishing an Administrative Expenses Allowance for the Secretaries-General of the Academy and the Secretaries-General of Higher Education, as amended by Decree No. 2002-467 of 4 April 2002;
In view of Decree No. 94-1067 of 8 December 1994 establishing the new index subsidy in establishments reporting to the Minister responsible for higher education, as amended by Decree No. 2004-876 of 26 August 2004,

Staff involved in the direction and management of a university institute for the training of integrated masters in a university, and previously appointed in a position as Deputy Director The university teacher training institute may, if they find it advantageous, retain, on a personal basis, the benefit of the index bonus, the premiums and allowances that they received in their old situation.
Public servants appointed in the position of secretary general of academic and academic administration and in particular ensuring the management of a university institute for the training of integrated masters in a A university, previously appointed in a position as Secretary-General of a higher education institution in the university teacher training institute, may, if they find it advantageous, retain, in a personal capacity, the premiums and Compensation they received in their old situation.
Public servants transferred to universities, and who previously performed the duties of accounting officer of the university teacher training institute, may, if they find it advantageous, retain, On a personal basis, the benefit of the new index bonus, the premiums and allowances they received in their old situation.
Staff in the situations referred to in Articles 1 and 2 of this Decree shall not collect the premiums imposed by the provisions of the aforementioned decree of 12 January 1990.
For the purposes of Articles 1, 2 and 3, the payment of premiums and allowances and, where applicable, the index subsidy or the new index bonus, previously collected, shall be maintained Until the end of the period for which the staff transferred to the universities have been appointed in their previous functions, and within the maximum of three years from the effective date of the integration of the university institute Training of masters at the university concerned.
For the purposes of Article 4, premiums, allowances and the new index bonus shall be maintained on an interim basis, for a period of up to one year from the date of effect Of the integration mentioned above, if the attributors perform their duties in the university in which they are assigned.
The provisions of this Decree shall apply until 31 December 2011.
The Minister of Economy, Finance and Industry, the Minister of National Education, Higher Education and Research, the Minister of the Public Service, the Minister of the Budget and the Minister The reform of the State, a spokesman for the Government, and the Minister Delegate for Higher Education and Research shall each have responsibility for the execution of this Decree, which shall be published in the Official Gazette of the Republic French.
