In light of the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-16 of 11 January 1984, as amended, amending the statutory provisions relating to the civil service The State;

In light of Decree No. 91-1067 of 14 October 1991 on the granting of the new index subsidy to certain staff of the Ministry of Equipment, Housing, Transport and Space, as amended by Decrees Nos. 95-1085 of 6 October 1995, No. 2000-137 of 18 February 2000 and No. 2001-1162 of 7 December 2001;
In the light of Decree No. 93-522 of 26 March 1993 concerning Conditions for the implementation of the new index subsidy in the public service of the State;
Given Decree No. 98-423 of 29 May 1998 on the organisation and operation of the central laboratory for bridges and roads;
In view of the decree N ° 2000-136 of 18 February 2000 on the specific service allowance for civil servants of the technical bodies of the equipment;
In view of the opinion of the Joint Technical Committee of the Central Laboratory of the bridges and pavements of 13 November 2003,
Clipping:
A new index bonus, taken into account and subject to contribution for the calculation of the retirement pension, may be paid monthly, within the limits of the available credits, to officials Assigned to the central laboratory of bridges and pavements which carry out one of the functions listed in the Annex to this Decree.
The benefit of the payment of the new index bonus is related to the performance of duties. It cannot cumulate with other index subsidies or with the payment of the specific service allowance provided for in the aforementioned decree of 18 February 2000.
Officials authorised to carry out their activities on a part-time basis may receive the new reduced index bonus in the same proportion as the treatment, In the manner laid down by the decree of 20 July 1982 referred to above.
The amount of the new index subsidy and the number of posts for each function mentioned in the annex shall be fixed by joint decree of the Ministers responsible for the budget, equipment and Public service.
Minister of Economy, Finance and Industry, Minister of Equipment, Transportation, Land Management, Tourism and the Sea, Minister of Public Service and Reform Of the State and the Minister responsible for the budget and budgetary reform, a spokesman for the Government, shall each have responsibility for the implementation of this Decree, which shall take effect from 1 January 2005 and shall be published in the Official Journal of the French Republic.
