JORF n ° 105 of 5 May 2002 page 8865 text no. 275 Decree of 30 April 2002, laying down the procedures of the closed competition to professional for access of engineers studies and the operation of the civil aviation of the State to the corps of engineers of bridges and pavement NOR: EQUP0200851A ELI: https://www.legifrance.gouv.fr/eli/arrete/2002/4/30/EQUP0200851A/jo/texte Minister of equipment transportation and housing, having regard to Decree No. 2002-523 of April 16, 2002, relating to the special status of the corps of engineers of the ponts et chaussées, and in particular articles 6, 10, 32 and 33, stops: Article 1 the terms of the internal contest to professional access character in the body of ponts et chaussées engineers organized from the date of publication of the abovementioned decree for officials of the corps of engineers study and the operation of aviation civil, as well as the terms of the training that they need to accomplish at the National School of bridges and roads are defined in the following articles.
Article 2 the number of competitions so that the closing dates for entries are fixed by joint order of the Minister in charge of the equipment and the Minister responsible for the public service published in the Official Journal of the French Republic. Testing dates are fixed by order of the Minister responsible for the equipment.
Article 3 the competition includes two written tests, an oral examination for admission and an optional test of language English.
Article 4 the written tests include: 1 ° the drafting of a synthesis, supplemented by a summary note relating to a text of general scope (duration: 4 hours; coefficient 3);
2 ° the preparation of a report on an issue pertaining to the activities of the Directorate-General of civil aviation and intended to allow the applicant to assert its professional culture in its various components (scientific, technical, administrative, legal, financial, economic and social) (duration: 6 hours; factor 4).
For the tests mentioned above to 2 °, candidates may be offered a choice of folders. During the trials, they can use the works and reminder of their choice.
Article 5 the oral admission test is passed by candidates who have been declared eligible after written tests for eligibility.
It consists of an interview with on board, on the one hand, on personal knowledge of the candidate and on the progress of his career and activities (duration: 30 minutes; coefficient 7), on the other hand, on the tasks of engineers of the corps des ponts et chaussées Directorate-General of civil aviation and on questions of a general nature relating , or not, to these missions (duration: 30 minutes; factor 10).
Section 6 declared candidates may also request to undergo an oral examination in English (duration: 40 minutes; coefficient 1).
Only the points obtained for the facultive of English-language paper exceeding 12 are taken into account for admission.
Article 7 the jury is chaired by a general engineer of the ponts et chaussées whose voice is predominant in case of equal division of votes.
The jury may be assisted by qualified examiners for the correction of the tests, each of the written tests which are the subject of a double correction.
The list of the members of the jury, including the officials or staff of the Ministry of equipment, transport and housing, is fixed by order of the Minister responsible for the equipment.
Article 8 the jury fixed the subjects of the written tests and proceeded to their rating.
It stops the list, in alphabetical order, admitted candidates to pass the oral test for admission, then, in order of merit, of candidates admitted to the training course at the National School of bridges and roads.
For the preparation of each of the lists, the jury takes into account the totality of the events passed by the candidates at the stage where this list is established.
Article 9 it is assigned an encrypted note between 0 and 20 for each of the tests. Any lower score 6 out of 20, except for the optional test is eliminatory.
Each note is multiplied by the corresponding factor.
Section 10 nil can be worn on the list of candidates admitted to the oral test for admission when it has not obtained a total of points fixed by the jury, which shall in no case be less than half of the maximum number of points that includes all the written tests for admission.
Article 11 null may be admitted to the training course organized by the National School of bridges and pavements if he got the eligibility tests and the oral test for admission a total of points fixed by the jury, which shall in no case be less than two-thirds of the maximum number of points that includes all of these tests.
Article 12 the training course at the École nationale des ponts et chaussées is for a minimum period of six months. It includes a cycle of teachings and the completion of a personal work on option giving rise to the writing of a thesis.
Article 13 the memorandum referred to in article 12 above is supported before a jury.
The list of the Board members is fixed by order of the Minister responsible for the equipment.
The jury awards a note encrypted between 0 and 20 to all memory and oral test.
The jury shall adopt the list of the candidates having passed the oral defense successfully test. No person shall be appointed engineer of bridges and pavements if it is registered on this list with a total of points of at least 12 across the tests.
In case of lack of the memory, the candidate may be authorized by the Board, on an exceptional basis, to attend a later session of oral. It may be decided in similarly for a duly found prevention.
If unsuccessful in the oral test of Defense, the candidate may be authorized after the opinion of the Board, by the authority having power to appoint, on an exceptional basis, to start the internship the following year. It may be decided in similarly for a duly found prevention.
Article 14 the Minister of equipment, transport and housing is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.
