Decree of 24 April 2002 on the programme and the modalities of the admission competitions for the training cycle of directors of social and medical institutions organised by the Ecole Nationale de la Public health

Item 1


The two entrance competitions to the training cycle Directors of social and medico-social institutions, as provided for in the decree of 28 December 2001, shall be opened by order of the Minister responsible for health.
They shall be announced at least two months before the date of the tests by publication in the Official Journal.

Article 2


The two competitions referred to in Article 1 of this Order shall contain written tests Eligibility, oral admission tests and an optional written test.
The test program is appended to this Order.
Eligibility tests and the optional test take place in the centres established by the order Opening of competitions; admission tests take place in Paris.

Article 3


The written tests of eligibility of each person Competitions include:
1 ° The choice of the candidate after communication of subjects:
-a four-hour essay on a general subject relating to the evolution of political, economic, social and political ideas and facts Cultural in France and around the world (coefficient 5);

Economy (Annex VIII);
Public Law and Administrative Questions (Annex II);

Public Health (Annex VI).

Article 4


The oral tests for each competition include:
1 ° An interview with the board having as its starting point, at the choice of the candidate at the time of the test, is his reflections on a subject relating to the political, international, economic, social, cultural or technical problems of the current world, or The comment of a text of a general character (duration: twenty-five minutes after a preparation of twenty-five minutes; coefficient 4);

Article 5


Candidates for both competitions may apply for an optional test English, German, Italian, Spanish.

Article 6


The jury is appointed by order of the Minister responsible for health. It includes:
-the Director of hospitalization and the care organization or his/her representative;
-the Director General of Social Action or his/her representative;
-an Inspector General of Social Affairs;
-the Director General health or the Director of Social Security or their representative;
-the Director of the National School of Public Health or his or her representative;
-a representative of the General Council Chairs' meeting;
-one Representative of the Association of Mayors of France;
-four members of the management staff of the establishments referred to in Article 2 (4 °, 5 ° and 6 °) of the aforementioned Act of 9 January 1986, designated by the Minister responsible for health;
-two Lecturers or master lecturers chosen from among the teachers of the following disciplines: law, economics.
It may be used, if necessary, for retired public servants.

Article 7


The written tests of the two competitions are anonymous, each composition is marked by two Correctors. The first and third oral admission tests are appreciated by the board as a whole.
The second oral admission test and the optional test are scored by specialised examiners assistant to the jury.

Article 8


It is assigned to each event a score of 0 to 20 which is multiplied by the corresponding coefficient provided for in Article 3 And 4 above.

Article 9

Article 16
