The Prime Minister,
On the Report of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea,
Due to the Public Procurement Code;
In light of Order No. 47-233 dated January 23, 1947 as amended authorizing The ministers to delegate, by order, their signature;
In light of Decree No. 53-1169 of 28 November 1953 on the regulation of public administration for the application of the decree of 30 September 1953 on the reform of administrative disputes, as amended by Decree of 29 January 1957;
In light of Decree No. 85-659 of 2 July 1985 on the organisation of the central administration of the Ministry of Planning, Housing and Transport;
In the light of the decree of 21 July 2003 appointing the Director of Maritime Affairs and Seafarers;
Given the decree of 30 March 2004 appointing the Prime Minister;
In light of the amended decree of 31 March 2004 on the composition of the Government;
Given the decree n ° 2004-320 of 8 April 2004 2004 on the powers of the Minister of Equipment, Transport, Spatial Planning, Tourism and the Sea;
In view of the decree of 30 May 1997 on the organisation of the Directorate for Maritime Affairs and the Seafarers, as amended Last by the decree of 29 January 2002;

Décrète:

Article 1


In the event of the absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, the delegation provided for in Article 1 of the 15 April 2004 vests, within the limits of his powers, Mr Alain Legeai, Head of Service.

Article 2


In case of absence or Mr Michel Aymeric, Director of Maritime Affairs and Seafarers, and Mr Alain Legeai, Head of Service, the delegation provided for in Article 1 of this Decree shall, within the limits of their respective powers, devolve to Mr Gérard Houdin, Divisional Engineer of State Works, Mr Didier Baudoin, Chief Maritime Affairs Officer, Ms Florence Classen, Senior Head of Head Office, and Mr Olivier Mornet, Chief Administrator Maritime Affairs.

Article 3


In the event of the absence or incapacity of Mr Michel Aymeric, Director of Maritime Affairs and Mr. Alain Legeai, Chief of Service, Mr. Philippe Illionnet, Deputy Director, Mr. Eric Berder, Chief Armament Engineer, Mr. Olivier Noël, Deputy Director, Mr. Jean-Paul Guenole, Chief Maritime Officer, and Mr. François Rollot, Chief Medical Officer, has delegated to sign, to the exclusion of Orders in Council, all acts, orders and decisions, as well as all contracts, contracts and endorsements, within the limits of their respective duties.

Article 4


In the absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, Mr. Alain Legeai, Head of Service, and Mr. Gérard Houdin, Divisional Engineer of State Public Works, Mrs Sylvie Pastol, Senior Inspector for Maritime Affairs, and Mr Jean-Luc Laurencot, public works engineer of the State, have delegated to sign, on behalf of the Minister for Equipment, transport, spatial planning, tourism and the sea, excluding orders-in-council, all acts, orders and decisions, within the limits of their respective powers, all of which are directly under The authority of Mr Gérard Houdin.

Article 5


In the event of the absence or incapacity of Mr Michel Aymeric, Director of Maritime Affairs and Mr Alain Legeai, Head of Service, and Philippe Illionnet, Deputy Director, Mr Marc Fouliard, Professor in Chief Maritime Education, Mr Bruno Roumegou, Head of Maritime Affairs, Mr Alain Moussat, Director of Labour, and Mr. Philippe Faguet, Chief Medical Officer, have signed, on behalf of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea, excluding Orders in Council, all acts, orders and orders. Decisions, within the limits of their respective powers, all of which are directly under the authority of Mr Philippe Illionnet.

Article 6


In the absence or incapacity of Mr Michel Aymeric, Director of Maritime Affairs and Seafarers, Mr Alain Legeai, Head of Service, and Mr Eric Berder, Chief Weapons Engineer, Mr Hervé Goasguen, Jean-Luc Le Liboux, Chief Maritime Affairs Officer, Mr. Jean-Charles Cornillou, Chief Maritime Affairs Officer, and Mr. Jacques Manchard, Divisional Engineer To sign, on behalf of the Minister for equipment, transport, land use planning, tourism and the sea, excluding orders-in-council, all acts, orders and decisions, within the limits of their powers Each of these employees is directly under the authority of Mr. Eric Berder.

Article 7


In case of absence or Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, Mr. Alain Legeai, Chief of Service, and Mr. Olivier Noël, Deputy Director, Mr. Pierre-Yves Andrieu, Chief Maritime Affairs Officer, Mr. Ernest Cornacchia, Chief Technical and Administrative Officer for Maritime Affairs, Mr. Vincent Denamur, Senior Director of Maritime Affairs, and Mr. Serge Guilbaud, Civilian Administrator, have signed, on behalf of the Minister of Equipment, transport, spatial planning, tourism and the sea, excluding orders-in-council, all acts, orders and decisions, within the limits of their respective powers, all of which are directly under The authority of Mr. Olivier Noël.

Article 8


The Minister of Equipment, Transport, Land Use Planning, Tourism and Of the sea is responsible for the execution of this Decree, to be published in the Official Journal of the French Republic.
