Signing Delegation Order of April 29, 2004 (Economic and International Affairs Branch)

The Prime Minister,
On the Report of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea,
Given the Public Procurement Code;
Due to the Finance Act of January 29, 1931, the Act No. 45-0195 of 31 December 1945 and Act No. 68-1250 of 31 December 1968 on the limitation of claims on the State, departments, municipalities and public institutions;
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the Ministers to delegate, by order, their signature;
In light of Decree No. 85-659 of 2 July 1985 establishing the organisation of the central administration of the Ministry of Planning, Housing and Transport, as last amended by Decree No. 98-141 March 6, 1998;
In light of the Order in Council dated November 23, 2001 appointing the Director of Economic and International Affairs;
In light of the Order dated March 30, 2004 appointing the Prime Minister;
Given the Amended March 31, 2004 Order in Council Relating to the composition of the Government;
In light of Decree No. 2004-320 of 8 April 2004 on the powers of the Minister of Equipment, Transport, Spatial Planning, Tourism and the Sea;
In view of the Order of 8 December 1992 Organisation of the Economic and International Affairs Directorate, as amended by the decree of 9 February 1996;
In view of the decree of 16 February 1993 on the organisation of the offices of the economic and statistical service of the Economic and International Affairs, as amended by the Order of March 11, 1996;
Given the Order of April 21, 2004, Delegation of Signing to the Director of Economic and International Affairs,
Décrète:

Article 1


In the event of the absence or incapacity of Mr. Paul Schwach, Director of Economic and International Affairs, the delegation provided for Article 1 of the Order of 21 April 2004 vests, under the same conditions, Mrs Marie Dominique de Veyrinas, Head of Service, Deputy Director.

Article 2


In the event of absence or incapacity of Mr Paul Schwach, Director of Economic and International Affairs, and of Mrs Marie Dominique de Veyrinas, Head of Service, Delegation is given to MM. Emmanuel Raoul, Head of Service, René Barlet, Deputy Director, Ms. Marie-Line Meaux and Mr. Marc Strauss, Project Managers, to sign, with the exception of Orders in Council, all acts, orders, decisions, contracts, contracts and endorsements, within the limits of Responsibilities assigned to them.

Article 3


In case of absence or incapacity of Mr. Paul Schwach, Director of Business And by Mrs Marie Dominique de Veyrinas, Head of Service, Mr Philippe Gratadour, chief engineer of bridges and roads, has delegated to sign, with the exception of decrees, all acts, orders, decisions, contracts, contracts And avening, within the limits of the powers entrusted to it.

Article 4


In the event of the absence or incapacity of Mr Paul Schwach, Director of Economic and International Affairs, Marie Dominique de Veyrinas, Head of Service, and Mr. Emmanuel Raoul, Head of Service, Mr. Alain Sauvant, Chief Engineer of Bridges and Pavements, Ms. Claudine Laguzet and Mr. Michel Barge Administrators of the Institut national de la statistique et des études économiques (INSEE), and Mr. Gabriel Vixege, a divisional engineer of public works of the State, have delegated to sign, with the exception of decrees, all acts, orders, decisions, Contracts, contracts and endorsements, within the limits of the powers entrusted to them.

Article 5


In case of absence or incapacity of Mr Paul Schwach, Director of Economic and International Affairs, and Ms Marie Dominique de Veyrinas, Head of Service, Delegation was given to Ms Hélène Bayard, Senior Head of Central Administration, to sign, within the limits of her Duties, with the exception of Orders in Council, all acts, orders, decisions, contracts, contracts and endorsements, and to Mrs. Colette Vachon, principal of the deconcentrated services, to sign accounting documents and documents.

Article 6


The Minister of Equipment, Transport, Land Management, Tourism and the Sea shall be responsible for the execution of this Decree, which shall be Published in the Official Journal of the French Republic.
