On the report of the Minister of Agriculture, Food, Fishing and Rurality,
Given Law No. 83-634 of 13 July 1983 on rights and obligations Officials;
Due to Organic Law No. 2001-692 of 1 August 2001 on financial laws;
In light of the amended Decree No. 82-452 of 28 May 1982 relating to the Joint Technical Committees;
In view of Decree No. 87-389 of 15 June 1987 on The organisation of central administrative services, as amended by Decree No. 2005-124 of 14 February 2005;
Having regard to Decree No. 99-555 of 2 July 1999 establishing the organisation of the central administration of the Ministry of Agriculture and Fisheries, Amended by Decree No. 2003-238 of 17 March 2003;
Having regard to Decree No. 2002-897 of 15 May 2002 on the powers of the Minister for Agriculture, Food, Fisheries and Rural Affairs;
Given the decree n ° 2003-89 of 3 February 2003 Establishing joint technical committees in the Ministry of Agriculture, Food, Fisheries and Rural Affairs;
In view of the opinion of the Central Administration Joint Technical Committee of the Ministry of Agriculture, Food, fishing and rurality as of December 2, 2004;

Articles 1 and 2 of the Decree of 2 July 1999 are replaced by the following provisions:
" Article 1. -The central administration of the Ministry responsible for agriculture, food and fisheries includes, in addition to the general inspection of agriculture, the General Council for Rural Engineering, Water and Forestry, the General Veterinary Council, the top Defence official and the office of the Cabinet that are directly attached to the Minister
(a) The General Secretariat;
" (b) Food Directorate-General;
" (c) Education and Research Branch;
" (d) The Forest and Rural Affairs Branch;
" (e) Maritime fisheries and aquaculture management;
" (f) Economic and international policy
. Art. 2. -The Secretary-General assists the Minister in the administration of the ministry. To this end, it coordinates and participates in the evaluation of all departmental services. It allocates them the means of their activity. It organises the preparation of the Ministry's budget and ensures its implementation. It leads the strategic thinking on the organisation and administration of the Ministry, proposes its developments and implements the modernisation policy. It develops and ensures the implementation of general human resources management principles. It sets the general guidelines for the communication policy and coordinates its implementation. It defines the modalities for the treatment of legal issues and ensures their implementation. It ensures the development of agricultural statistical information.
" The Secretary General directs the following management and services activities:
" (a) Financial and logistics management;
" (b) Legal affairs;
" (c) Human resources service;
" (d) The modernization service;
" (e) Delegation to information and communication;
" (f) Central office for statistical surveys and
. I.-The Directorate of Financial and Logistics Affairs is responsible for the preparation and implementation of the Ministry's budget and for monitoring the programming and management of appropriations. It shall ensure the maintenance of the accounts provided for in Article 27 of Organic Law No. 2001-692 of 1 August 2001 on financial
. It ensures that interventions of all origins have an impact on the financing of agriculture.
" It prepares and implements the Department's policy on banking finance for agriculture
It defines and implements farm protection systems against agricultural risks and calamities.
" It studies and coordinates the Department's interventions in the field of taxation and other compulsory
. It analyses public support for agriculture, marine fisheries and marine
. It shall provide financial follow-up to all institutions under the supervision of the Ministry, with the exception of education and research
. It exercises the powers of the ministry in relation to the permanent assembly of the chambers of agriculture, regional and departmental chambers of agriculture
It is responsible for the supervision of the central agency of intervention agencies in the agricultural
. It defines and ensures the implementation of the department's logistics and real estate policy. It shall develop the multi-annual forecasting programme for the implementation of all the services of the

" II. -The Legal Affairs Department advises the Minister on legal matters. It carries out a function of design, advice, expertise and assistance to the central administration of the Ministry, decentralised departments and public institutions under the supervision of the

" He is responsible for the quality of regulation.
" It participates in the preparation of legislative or regulatory projects and controls the development.
" It is associated with the preparation and preparation of Community and international

" In the context of Article 11 of Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, it provides for the protection of public

" It shall ensure the allocation of the means of the decentralised services to the exclusion of veterinary
. It conducts the policy of technical support for the department's deconcentrated services to the benefit of local and various agencies.
" It facilitates and coordinates the development of new technologies and ensures the organization and operation of the Department's communications and information
. It defines the terms and conditions of management control within the department and coordinates its implementation.
" V.-Information and communication delegation develops, implements and evaluates the department-wide internal and external information and communication policy.
" For the performance of its missions, it relies on the network of heads of mission information from headquarters directorates and hosts the network of communications officers for the department's decentralised services.
" It develops the department's document policy and archival policy and coordinates the network of Central Administration Directorate Documentation Officers.
" She heads the department's press service. It provides editorial management and coordinates the production of all the department's written, audio-visual and electronic media. It conducts communication campaigns and public relations operations. It defines the rules for using the Internet in the department.
" She is the department's correspondent for the Government Information Service.
" VI. -The central office of statistical surveys and studies ensures the development of agricultural statistical
. It is responsible for the programming, coordination and compilation of statistical information, in liaison with the National Institute for Statistics and Economic Studies. It is responsible for relations with international statistical agencies and is the national authority for the production of Community statistics in the field of competence of the Ministry, with the exception of maritime
. It ensures relations with the National Statistical Information Council. "

In the first, eleventh and fourteenth paragraphs of Article 3 and in the first, eleventh and twelfth paragraphs of Article 4 of the Decree of 2 July 1999, the words: Agriculture and Fisheries' Are deleted. In the first paragraph of Article 6 of the same decree, the words: "Agriculture" Are deleted. In the seventh preambular paragraph, the words: " Responsible for agriculture " Are deleted.

Article 9 of the Decree of 2 July 1999 is amended as follows:
I.-The first paragraph of this Article is supplemented by the following sentence: It ensures the consistency of the department's assessment and foresight work. It coordinates the work of the Department's branches and services in community and international relations. "
II. -The twelfth paragraph shall be replaced by the following provisions:
" It shall carry out or coordinate the conduct of economic studies and of the assessment and foresight work of the Ministry, in particular those which meet the obligations of the European Union. It is responsible for their programming, consistency, monitoring and evaluation of their results. It participates on behalf of the Ministry in the work of the European and International Prospective Council for Agriculture and Food. "

In Article 1 of the aforementioned decree of 3 February 2003, the words: " Director General of Administration " Are replaced by the words: " Secretary General ".
