A consultation of staff in office at the National Institute of Scientific Police is organised in accordance with Article 4 (3) of the aforementioned decree of 9 November 2004, In order to elect representatives of staff to sit on the board of directors.
The Director of the National Institute of Scientific Police is responsible for organising the elections. It fixes the date of the poll.
Staff representatives on the Management Board referred to in Articles 4 (3) and 5 of the aforementioned Decree of 9 November 2004 shall be elected under the conditions laid down in the following Articles.
Staff representatives are elected for a term of three years.
If, before the expiration of his term of office, the representative holds the staff on the Board of Directors of the National Institute He shall be replaced, for the remainder of the term of office, by his or her alternate.
In the absence of his alternate, he shall be replaced by a new Election for the remainder of the term of office, if the period between the termination of the duties of the staff representative of the normal end of the term of office exceeds six months.
The mandate of the staff representative on the board of directors is not cumulative with that of staff representative on the scientific council
Voters and eligible for election of staff representatives to the board of directors of the National Institute of Scientific Police, with the exception of agents placed on standby or in the end Activities, staff in positions of activity belonging to the bodies represented on the board of directors and referred to in Article 58 of the Act of 15 November 2001 and in Article 3 of the above-mentioned Decree of 9 November 2004, namely:
-staff Affected by the Ministry of the Interior at the National Institute of Scientific Police;
-officials and non-incumbent agents of the city of Paris carrying out their duties in the toxicology laboratory of the prefecture of Paris Provision of the National Institute of Scientific Police under the conditions set out in Section 58 IV of the Act of 15 November 2001;

Election of staff representatives to the board of directors of the National Institute for Scientific Police takes place within the framework of four colleges attached to the Articles 9, 10, 11 and 12 of this Order. Each college shall elect its representatives during the same poll.
For the election of the representative of the active staff of the national police to the board of directors, an electoral college is set up (college B). College B comprises the officials of the active services of the national police in relation to the National Institute of Scientific Police.
For the election of the representative of administrative and technical staff of the national police to the board of directors, an electoral college is set up (college C). College C comprises the administrative and technical staff of the National Police in relation to the National Institute of Scientific Police.
For the election of the two representatives of the national police scientific staff to the board of directors, an electoral college is set up (college D). College D includes the scientific staff of the national police in function at the National Institute of Scientific Police. The two elected representatives of national police scientists will have to come from different laboratories or services, in accordance with the provisions of Article 4 (3) of the aforementioned decree of 9 November 2004.
A list of electors is established by college. The lists of electors by college shall be established and established under the responsibility of the Director of the National Institute of Scientific Police.
No one shall take part in the vote if it is not on a list of

For each college, the list of candidates and alternates shall be made available to the electors of the college by posting at least fifteen days before the date of the poll at all locations Accessible to staff assigned to the National Institute of Scientific Police.
Are eligible for membership in the college of which they are members all electors regularly registered on the lists of electors, in accordance with the above articles.
On election day, a single polling station shall be established at the National Institute of Scientific Police with the Director, who shall chair it or designate the person who will represent it for that purpose. He is assisted by two voluntary assessors on the lists of electors. Each of the bodies of staff represented on the Board of Directors may delegate a representative to the polling station. The polling station shall carry out the enumeration of the votes at the counting of the votes and proclaim the results.
All envelopes sent by post shall be returned on the day of the counting by the Secretariat of the elections of the representatives Of staff to the President of the polling station.
The enumeration and counting of votes takes place under the following conditions for each of the colleges:
(a) Receipt of Votes by Correspondence:
After the close of the poll, the President of the Bureau Vote shall proceed to the census of all votes collected by correspondence. Envelopes n ° 3, then envelopes # 2, are opened.
As the envelopes # 2 are opened, the list of electors is neat.
Envelope #1 is deposited, without being opened, in the ballot box.
The names of electors whose names are The envelopes are not cast on the voters list.
b) Counting:
When the counting of the ballots is counted, the votes cast in the following conditions are void:
-the ballots not Conforming to the standard model;
-ballots with overloads or ratures;
-ballots found in the ballot box without an envelope;
-envelopes # 3 arrived at the polling station after the closing time of the poll;
-the Envelopes n ° 2 on which the voter's name, first name or signature are not included;
-envelopes # 2 for which these identifiers are unreadable;
-multiple envelopes # 2 received under the signature of the same agent ;
-envelopes # 1 marked with a distinctive statement or sign;
-envelopes number 1 in multiple numbers under the same envelope No. 2.
c) Minutes and proclamation of results:
The Chair of the polling station Establishes the general record of the voting operations on which: the number of electors, the number of voters, the number of votes validly cast, the number of votes cast and the number of votes obtained by each candidate in Presence. Annappended to this record are the envelopes and the invalid ballots
Challenges to the validity of the consultation of staff shall be brought, within five clear days of the publication of the results by way of posting, before the Director of the Institute National scientific police and, where appropriate, before the competent administrative court.
