Job Secretary General of Public Institution of Higher Education (SGEPES) of the University of Rouen will be vacant from 1 September 2003.
The University of Rouen is a public institution of higher education Multidisciplinary. It has eight main components:
Six UFR, Humanities, Law, Economics and Management, Science and Technology, Psychology, Sociology, Education, Medicine, Science and Technology Physical and sports activities, and two IUT.
It also manages two research laboratories with component status, as well as a business administration institute and a general administration preparation institute.
It welcomes 26,000 students on 7 university sites with the help of 1,300 teacher-researchers and 860 IATOS and library staff. Its overall budget, excluding salaries, is EUR 55 million. The developed area of its heritage is 275,000 square metres. It comprises 41 research teams, of which 37 are certified, and a federal research institute with a staff of more than 300.
Under the authority of the President, the Secretary-General is responsible for the management of the institution. He is a member of the management team and attends the Bureau meetings. It participates in the development and implementation of the establishment policy. It ensures its operational application with the administrative team, technical services and similar personnel of the components. It ensures the regularity of the acts and decisions and the administrative, technical and financial management of the university.
It is supported by a Deputy Secretary-General whose profile is more particularly focused on teaching and life
He has a role as an advisor to the President, in particular on all aspects relating to the organization and the administrative, financial and technical operation of the university. He manages all the IATOS staff and provides direct supervision of the university's services, including financial management, teaching and student life management, human resources management, management of the Real estate resources, the legal and statutory affairs department and the IT department.

-to officials of the corps recruited through the National School of Administration;
-to appointed officials:
-in a job as Secretary-General of the Academy;
-in a job as Secretary-General of establishment Public of higher education in Group II;
-in a position of secretary general of academic and academic administration;
-in a job as assistant director or in a job as deputy director of the National Centre for Works Academics and academics;
-in a job as a regional or local centre director for academic and academic works;
-school and university administration consultants who have completed at least ten years of service Class A personnel who are members of the outside class of the body, have reached at least the fifth step of the normal class.
