Signing delegation order of April 17, 2003

Prime Minister,
On the report of the Minister of Social Affairs, Labour and Solidarity and the Minister of Health, Family and Disabled Persons,
In light of Decree No. 47-233 of 23 January 1947, as amended, authorizing the ministers to delegate, by order, their signature ;
In view of Decree No. 2000-685 of 21 July 2000 on the organisation of the central administration of the Ministry of Employment and Solidarity and the powers of some of its departments;
In view of the Decree of 27 July 2000 on the appointment The Director of hospitalization and the organization of care;
Given the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Given the decree n ° 2002-976 of 12 July 2002 on the remit of the Minister for Social Affairs, Labour and Solidarity;
In light of Decree No. 2002-986 of 12 July 2002 on the powers of the Minister of Health, the Family and Disabled Persons ;
In view of the decree of 22 July 2002 on the delegation of signature, as amended by the decree of 20 February 2003;
In view of the decree of 21 July 2000 on the organization of the direction of hospitalization and the organization of care in Subdirections;
Given the Order of July 21, 2000, organizing the direction of hospitalization and organization of office care,
Describes:

Article 1


Articles 3, 5-1, 6, 10, 11, 11-1 and 12 of the decree of 22 July 2002 are thus written:
" Art. 3. -In the event of the simultaneous absence or incapacity of Mr Couty and Mr Debeaupuis, delegation shall be given to:
" Ms Myriam Revel, Deputy Director of Care;
" Mr. Laurent Gratieux, Deputy Director of Financial Affairs;
" Mr. Bernard Verrier, Assistant Director of Paramedical and Hospital Personnel;
" Mr Patrick Allal, Deputy Director of General Affairs,
, to sign, within the limits of their powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, to Exclusion of Orders in Council, including all commitments, accounting documents, expenditure vouchers and any documents or decisions relating to program authorities and payment appropriations.
" Article 5-1. -In the event of the simultaneous absence or incapacity of Mr. Couty and Mr. Debeaupuis, delegation is given to Ms. Marie-Claude Marel, a civil administrator, directly under the authority of Mr. Debeaupuis, to the effect of signing, within the limits of Duties of the sub-directorate of the quality and functioning of health institutions and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than decrees, Any commitments, accounting documents, expenditure vouchers and any documents or decisions relating to program authorities and payment appropriations.
" Art. 6. -In the event of the simultaneous absence or incapacity of Mr Couty, Mr Debeaupuis and Mrs Marel, delegation shall be given to:
" Ms Brigitte Haury, Head of the Office of Quality and Safety in Health Care Facilities;
" Mr Philippe Cirre, Head of the Office for Hospital Information Systems and the Medical Information Systems Programme (PMSI);
" Mr. Jean-Pierre Coll, Head of the Office of Engineering and Hospital Technology,
directly under the authority of Mr. Debeaupuis, to sign, within the limits of their duties and on behalf of the Minister of Social Affairs, of the Work and solidarity, all acts, orders, decisions or conventions, other than decrees.
" Art. 10. -In the event of the absence or incapacity of Mr Couty and Mr Debeaupuis, delegation is given to Mrs Lordier-Brault, a general public health doctor, directly under the authority of Mr Debeaupuis, to the effect of signing, within the limits of the duties The under-direction of the medical professions and hospital medical staff and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding decrees, in particular all Commitments, accounting documents, expenditure vouchers and any documents or decisions relating to program authorities and payment appropriations.
" Art. 11. -In the event of the simultaneous absence or incapacity of Mr. Couty, Mr. Debeaupuis and Ms. Lordier-Brault, delegation is given to:
" Mrs. Isabelle Venencie, Head of the Office of the Medical Exercise;
" Ms Maud Lambert-Fénéry, Head of the Hospital Medical and Hospital Policy Bureau;
" Mr Bernard Chenevière, Head of the Office of Hospital Practitioners,
directly under the authority of Mr Debeaupuis, to sign, within the limits of their powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than decrees.
" Article 11-1. -In the event of the simultaneous absence or incapacity of Mr. Couty, Mr. Debeaupuis, Ms. Lordier-Brault and Mr. Chenevière, delegation is given to Mr. Arnaud Seguin, Central Administrative Attaché, directly under the authority of Mr. Debeaupuis, at The effect of signing, within the limits of the duties of the Office of Hospital Practitioners and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in

Art. 12. -In the event of the simultaneous absence or incapacity of Mr. Couty, Mr. Debeaupuis and Ms. Lordier-Brault, delegation is given to Mr. Peter Herget, Head of the Hospital Medical Competition Bureau, directly under the authority of Mr. Debeaupuis, to The effect of signing, within the limits of its powers and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding orders, including all commitments, accounting documents, Supporting documents of expenditure and any documents or decisions relating to programme authorisations and payment appropriations. "

Article 2


The Minister of Social Affairs, Labour and Solidarity and the Minister of Health, Family and Persons with disabilities are responsible for the execution of this Decree, each of which will be published in the Official Journal of the French Republic.
