Abstract


As part of state reform, The reduction of the number of corps of civil servants is advocated, in order to simplify the management of staff and promote their mobility. With this in mind, the Ministry of Culture and Communication has already made numerous body decisions since the late 1980s. By proposing today to merge the administrative bodies of categories B and C under the central administration or the decentralised services, the Ministry of Culture and Communication responds well to this twofold objective of simplification And modernization of management. The management of these bodies will be significantly reduced. Currently, separate administrative boards are to be established for headquarters administrative assistants and administrative assistants for deconcentrated services, for example. The process of electing staff representatives to a joint administrative committee requires a minimum of ten weeks, when there is no second round. On the report of the Minister of Culture and Communication, the Minister of Economy, Finance and Industry, and the Minister of the Public Service, State Reform and Land use planning,
In view of the Civil and Military Pension Code;
As amended by Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, Act No. 84-16 of 11 January 1984, as amended Laying down statutory provisions relating to the civil service of the State;
Having regard to Decree No. 70-79 of 27 January 1970 on the organisation of careers of officials of categories C and D;
In the light of Decree No. 90-713 of 1 August 1990 on the common statutory provisions applicable to the bodies of administrative assistants of the administrations of the State, as amended by Decree No. 98-1156 of 16 December 1998;
In view of the opinion of the ministerial Joint Technical Committee of 28 October 2002;

Describes:

Article 1
The list referred to in Article 1 of the decree of 1 August 1990 referred to above and annexed to this Decree is added the following paragraph:
" Ministry of Culture and Communication. "
