The Minister of National Education and the Minister of the Environment

In view of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the civil service as well as working time in the territorial civil service, in particular its Article 1;
Given the amended Decree No. 85-1534 of 31 December 1985 laying down the statutory provisions applicable to engineers and technical and administrative staff of research and training of the Ministry of National Education;
In view of Decree No. 88-646 of 6 May 1988 on the special status of specialist library shopping staff;
Given Decree No. 92-29 of 9 January 1992 on the special status of the body of librarians, as amended by the Decree N ° 2001-325 of 13 April 2001;
In view of Decree No. 92-30 of 9 January 1992 on the special status of specialised assistant librarians, as amended by Decree No. 2001-327 of 13 April 2001;
In view of Decree No. 2001-326 of 13 April 2001 Statutory provisions applicable to the body of library assistants;
Having regard to Decree No. 2001-834 of 12 September 2001 on the recognition of professional experience in equivalence of the conditions of qualifications or diplomas required To appear in competitions and professional examinations set aside pursuant to Article 1 of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the civil service As well as working time in the territorial civil service;
In view of Decree No. 2002-427 of 27 March 2002 on the organisation of recruitment competitions for officials of the State of categories A, B and C and of professional examinations of Recruitment of staff members of the category C State reserved for certain non-incumbent agents under the Ministry of National Education and allowing access to certain bodies of engineers, technical research and training personnel and In accordance with Article 1 of Act No. 2001-2 of 3 January 2001 on the reduction of precarious employment and the modernisation of recruitment in the public service, as well as working time in the Territorial public service,

Item 1


For each of the reserved professional competitions or examinations Pursuant to Article 1 of the Act of 3 January 2001 referred to above and giving access to one of the host bodies set out in the Annex to this Order, a committee shall be established pursuant to Article 3 of the Decree of 12 September 2001. Its composition shall be as follows:
I.-When the competition or professional examination is organised at national level, the committee shall comprise:
1. A representative of the Minister responsible for higher education, President;
2. A representative of the decentralised departments or administrative public institutions of the Ministry of National Education;
3. A qualified person, chosen from among the officers in charge of the decentralised departments or the public institutions belonging to the ministries responsible for national education or higher
. In addition, in an advisory capacity, one or more experts selected for their professional qualification skills.

II. -When the competition or professional examination is organized at the deconcentrated level, the commission includes:
1. A representative of the Rector under whose authority the recruitment is organized, President;
2. A representative of the decentralised departments or administrative public institutions of the Ministry of National Education;
3. A qualified person, chosen from among the officers in charge of the decentralised departments or the public institutions belonging to the ministries responsible for national education or higher
. In addition, in an advisory capacity, one or more experts selected for their professional qualification competence.

Article 2


The members of the panel, as well as, where appropriate, the expert (s), are appointed by the authority responsible for organizing the competition or professional examination. An alternate member shall be appointed for each of the full members. The term of office of the members and alternates shall run until the last session of the open competition or examination during the period laid down in the first paragraph of Article 1 of the aforementioned Law of 3 January 2001. If a member, holder or substitute, or an expert is no longer able to carry out his mandate, he shall be replaced under the conditions laid down in this Article.

Article 3


The chairman shall convene the members of the committee, as well as, where appropriate, the experts, on a proposal from the service responsible for organising the competition or professional examination, which provides the secretariat of the committee. The committee shall act by an absolute majority of its members.

Article 4


This Order shall be published in the Official Journal of the French Republic.
