Opinion on the publication of the recruitment calendar for 2004-2005 (Public Service of#039State, Armed Forces, City of Paris and the European Communities)

WARNING


This calendar includes contests, as of the date of publication, in the public service of the state (that is, in the central or decentralised departments of the ministries, as well as in national public institutions), The armies and the city of Paris. The dates for these competitions are forecast and may be subject to change. Applicants are advised to confirm the registration dates directly to the relevant services.
In addition, the opening of other competitions may be decided during the year.


Conditions Access to public employment


I.-Candidates must meet the general conditions of access to public employment, as laid down in Article 5 of Act No. 83-634 of 13 July 1983, as amended The rights and obligations of civil servants:
-be of French nationality; however, certain categories of employment are open to nationals of other States of the European Union and of the States party to the agreement on The European Economic Area (cf. Appendix);
-enjoy its civil rights;
-not subject to convictions in Criminal Records Bulletin No. 2 that are incompatible with the performance of duties;
-be in position Due to the code of the national service;
-fulfil the physical fitness requirements for the performance of the function.
II. -Candidates must also fulfil the conditions laid down, for each competition, by the special status of the body concerned. These are:
1 ° For external competitions: age and diploma conditions.
The required degree of degree varies according to the category of the competition concerned:
Category A competition: open to the holders of a degree in education Higher (in most cases, the minimum level of the required degree is that of the 2nd cycle of higher education).
Category B competition: open to candidates with a bachelor's degree.
Category C competition: Competition is open either without a degree of qualification, or to the holders of a college certificate, or a certificate of professional competence, or a professional certificate of study.
The third competition is a small category Of external competitions for which the condition of a diploma is replaced by a condition for the exercise of a professional activity as a worker in the private sector, or for the exercise of a term of office of a member of an elected assembly of a Territorial community.
Derogation from graduation conditions: no qualification is required for the following two categories of candidates:
-mothers who raise or have raised at least three children;
-top sportsmen Level, appearing on the list of high-level sportsmen fixed each year by the Minister responsible for youth and sports.
This derogation is not applicable to competitions which give access to jobs involving the possession of a Diploma legally required for the practice of the profession (e.g. for state government nursing competitions).
Equivalence of degrees: for certain competitions, candidates who do not possess the required degree, but who Justify a title or equivalent training, may file an application for a derogation from a committee; this committee shall be placed with the service responsible for organising the competition and must be entered at the time of the Enrolment.
Age limits vary according to the relevant competition; some competitions are open without age conditions (e.g., teaching competitions), but most Category A competitions are subject to an age limit (28 to 40 years). For category B and C competitions, the limit is usually set at age 45.

2 ° For closed competitions: these competitions Shall be open to candidates already belonging to the administration; the precise category of agents to which the competition applies and the conditions of service which they must fulfil shall be determined by the special status of the body of Official concerned. For some competitions, internal candidates must also meet age and possibly academic qualifications.

  • COMPLEMENTARY PRECISIONS


    Deconcentrated contests: These are competitions for access to the public service of the state, intended to fill positions in a specific geographic district (region, department, Academy ...). If successful, candidates are appointed to this electoral district. The deconcentrated competitions are listed in the calendar in a separate table for each category. The registration dates and the dates of the tests shall be fixed by the administrative authorities responsible for organising the competitions. Candidates must therefore apply directly to the service concerned in the electoral district of their choice.
    The joint competitions: these competitions, which mainly concern the bodies of categories B and C of general administration (secretaries Administrative assistants), are jointly organized by several departments. Candidates undergo a single series of tests and are assigned, in case of success, according to their wishes and ranking. Some competitions can be both common and unconcentrated: candidates can be assigned to multiple jurisdictions, located within the same geographic area.
