Order of 11 March 2002 concerning the organisation of examinations and the obtaining of certificates of operator of radio stations within the framework of the global system of distress and safety at sea

The Minister of Equipment, Transport and Housing,
In the light of Decree No. 85-378 of 27 March 1985 on maritime vocational training ;
In view of Decree No. 99-439 of 25 May 1999 on the issue of professional maritime training qualifications and the conditions for carrying out functions on board commercial and fishing vessels, as well as armed pleasure craft with a Crew role;
In view of the decree of 12 April 1988 concerning the organisation of examinations for the procurement of certificates, diplomas and patents of the merchant navy;
In the light of the decree of 15 July 1999 on the prerogatives and the Conditions for the issuance of securities necessary for the performance of radiocommunication functions under the global distress and safety system at sea,
Stop:

Article 1


Regional commissions are set up to pass the examinations to obtain the certificate Restricted radiotelephony, restricted operator certificate, special operator certificate, and general operator certificate.

Item 2


The President and the members of the regional commissions referred to in Article 1 of this Order shall be designated by the Regional Director of Maritime Affairs concerned or the Head of Maritime Affairs in the Territories Overseas and Saint-Pierre-et-Miquelon.
The Chairman and the members of the commissions responsible for passing examinations for the purposes of obtaining the restricted operator certificate, the special operator certificate or the general operator certificate Must be holders of the general operator certificate.
It may be an assistant to each of the committees referred to in this Article a Secretary designated by the Regional Director of Maritime Affairs concerned or the Head of the business department The
may be selected from among the members of the Commission.
The Regional Director of Maritime Affairs may delegate to the Departmental Executive Director The appointment of the chairperson and members of these commissions.

Article 3


The regional commissions defined above are So composed:


a) Commission for obtaining
of the restricted radiotelephony certificate


One Qualified person designated by the Minister responsible for the sea or his/her delegate.


b) Commission for obtaining the
of the restricted operator certificate


A professor, public servant, or equivalent Contract, operating in the maritime education establishments of the Ministry responsible for the sea, or, where appropriate, a qualified State agent.


c) Commission for the obtaining of the special certificate
operator and general operator certificate


The regional committee responsible for obtaining the maritime training titles referred to in this paragraph shall consist of at least one president and one member at the Less selected from among the following persons:

Article 4


The Director of Maritime Affairs and Seafarers is responsible for the execution of the This Order, which will be published in the Official Gazette of the French Republic.
