Decree of 15 February 2002 on the organisational arrangements, the programme and the nature of competitions for the recruitment of prison service leaders

Seals, Minister of Justice, and the Minister of Public Service and State Reform,
In the light of Law No. 83-634 of 13 July 1983 laying down the rights and obligations of civil servants, together with the law n ° 84-16 of 11 January 1984 amending the statutory provisions relating to the public service of the State;
In view of Act No. 87-432 of 22 June 1987 on public service Prisons;
Having regard to Order No. 58-696 of 6 August 1958 concerning the special status of officials of the external services of the prison administration;
Having regard to Decree No. 66-874 of 21 November 1966 on the special status of the Staff of the external services of the prison administration;
In light of Decree No. 82-886 of 15 October 1982, as amended to apply Article 18a of the Ordinance of 4 February 1959 on the General Staff Regulations;
Having regard to Decree No. 2001-730 of 31 July 2001 amending Decree No. 93-1113 of 21 September 1993 on the special status of prison administration supervision personnel, in particular Article 29;
Having regard to the order of 7 September 1995 concerning the conditions of physical and psychological fitness for admission into the body of the heads of the prison service and the conditions of physical fitness for admission into the corps of the ranks and supervisors of the Prison Service,
Stop:

Article 1


The external and internal competitions provided for in Article 27 of the Decree of 31 July 2001 mentioned above for the recruitment of Heads of prison service are opened by decree of the custody of the seals, minister of justice, and of the minister of public service and state reform, which fixes the number of posts offered to candidates.

Article 2


These competitions shall be open to candidates meeting the conditions laid down in Article 27 of the aforementioned Decree of 31 July 2001.

Article 3


The list of candidates allowed to run for these competitions is stopped by the Minister of Justice.

Item 4


Both competitions take place simultaneously. They include written tests for eligibility and oral tests or admission practices from 0 to 20.
The testing program is appended to this Order.

Article 5


Both competitions have two separate written eligibility tests for which any score less than 5 is eliminatory.
Eligibility tests are the The following:
External competition:
First event (duration: four hours; coefficient 3): dissertation on a topic using general knowledge
Internal competition:
First event (duration: four hours; coefficient 3): preparation of a summary note from the document provided.
Second joint event in the two competitions consisting of a written composition for the selection of candidates on one of the following subjects (duration: three hours; coefficient 3):
Administrative law;
Economic policies;
History;
Criminal law and criminal procedure;
Sociology;
Psychology;
Prison rules.
At the time of registration, candidates indicate the Material chosen for the second test. Under no circumstances can they change material at the time they take part in this event.

Article 6


Only candidates who Obtained for all written tests a total which cannot be less than 60 points can participate in the admission tests. This total number of points is stopped by the jury, which lists eligible candidates after Equalization, if applicable.
Admission tests consist of three mandatory tests and an optional test.


Required evidence


1. A personality interview on the suitability of the candidate to perform the duties of a Head of Service (maximum duration: thirty minutes; coefficient 5).
This interview is conducted by the Selection Board, excluding the psychologist.
The candidate is submitted, Prior to personality maintenance, to psychotechnical tests followed by a psychological examination performed exclusively by a psychologist.
The board, including the psychologist, relies on both psychological testing and maintenance To assess the suitability of the candidate and assign him a mark of 20.
Any score less than 10 is eliminatory.
2. An interview with a background paper on the problems of the contemporary world (preparation: fifteen minutes; duration: fifteen minutes; coefficient 3).
3. A series of physical tests recorded on 20 (coefficient 1) whose nature and procedures are fixed in the annex to this order.


Optional evidence


An oral foreign language test Consisting of a translation in French and without a dictionary, except for Arabic, of a written text followed by a conversation in that language.
The following foreign languages are valid: Arabic, German, Arabic, Spanish and Italian.
For this test, only the points above the average are taken into account (coefficient 1). The duration of the translation is ten minutes and the duration of the conversation is ten minutes.
At the time of registration, the candidates indicate the language in which they wish to compose. In no case can they change material at the time they take part in this event.

Article 7


The jury, including members Shall be appointed by order of the custody of the seals, Minister of Justice, shall comprise:
-the Director of the Prison Service or his representative, President;
-four judges or Category A officials within the Ministry of Justice Justice;
-two prison service leaders;
-a psychologist.
The order appointing members of the jury provides for the appointment of qualified examiners responsible for the marking of certain tests.
The jury secretariat Is provided by the office responsible for recruitment within the prison administration.

Article 8


The selection board shall, for each of the Competition, the list of candidates admitted to take part in the admission tests and, in order of merit, the final list of candidates. Only candidates who have obtained, for all the eligibility and admission tests, a number of points fixed by the selection board which cannot be less than 150 points and which do not include any eliminatory note, can be included on this list. If more than one candidate has the same number of points, priority shall be given to the person who has obtained the highest mark in the first admission event and then, in the case of new equality, to the highest mark in the first event The
shall, for each of the competitions, adopt a supplementary list containing the names of the candidates it considers fit to be admitted to the competition.

Article 9


The order of 11 March 1994 concerning the organisational arrangements, the programme and the nature of competitions for the recruitment of Heads of Prison Service is repealed.

Article 10


The Director of the Prison Service shall be responsible for the execution of this Order, which shall be published in the Journal Official of the French Republic.

ADMISSION PHYSICAL EVIDENCE TO
RECRUITMENT OF PENITENTIARY SERVICE RECRUITMENT


The Physical Events of the Prison Service Leader Recruitment Competitions Include:
For men:
-a speed race of 80 meters;
-a half-bottom race of 1,000 meters;
-a 5-kilogram weight throw.
For women:
-a speed race of 60 meters;
-one Half-bottom race of 400 metres;
-a weight throw of 3 kilograms.
Candidates may only undergo the physical tests of admission on presentation of a certificate issued by a certified medical officer on the day of the tests. That they are able to pass these tests.
Pregnant candidates, as well as those who have given birth to the post-natal period, and women who breastfeed beyond the legal deadline, are provided with physical tests. They must be in possession of a medical certificate from an approved doctor establishing their condition. They shall be credited with a mark equal to the average of the scores obtained by all the candidates in the competition in which they participate.
If a candidate, due to an injury during one of the physical tests, cannot perform the He is awarded the flat-rate mark provided for in Annex III to this Order.
Any absence from sporting events not justified by a medical certificate of temporary incapacity for sporting practice established by a Licensed physician is eliminatory. As soon as a medical certificate is provided, candidates shall be credited with a mark equal to the average of the scores obtained by all the candidates in the competition in which they participate.

BARÈMES APPLICATION PROCEDURE


The phytic tests are carried out taking into account the following indications:

Men: 5 kg weight ;
Women: 3 kg weight

Speed (individual stroke, 1 single trial):
Men: 80 m;
Women: 60 m.
The scales corresponding to the three events are staggered from 4 in 4 points. Each of these points corresponds to 0.25 point for the calculation of the average of 20.
In the case of force majeure caused by inclement weather and endangers the safety of the candidates, the jury will have the possibility to cancel one of the tests or All of these.

Prison service leaders:
30-year-old candidates: 26 points.
30-year-old candidates: 25 points
prison service leaders:
30-year-olds: 19 points;
30-year-olds: 18 Points.
In the event that the jury should cancel all the tests, all candidates will have to be reconvened within the shortest time frame.
If a candidate, because of an injury during one of the physical tests, does not Can perform the entire test, it is assigned to it the following standard score.
Prison Service Leaders:
30-year-old candidates: 26 points;
Candidates of + 30 years: 25 points.
Candidates Prison service leaders:
30-year-olds: 19 points;
Candidates + 30 years: 18 points
