Order of 24 February 2005 concerning the organisation of anonymous national rankings giving access to the third cycle of medical studies

The Minister of National Education, Higher Education and Research and the Minister of Solidarity, Health and Family Affairs,
Having regard to Council Directive 93 /16/EEC of 5 April 1993 on facilitating the free movement of doctors and the mutual recognition of their diplomas, certificates and other qualifications, and in particular Articles 23 and 24 thereof;
Given the code of education ;
Given the amended Decree No. 84-135 of 24 February 1984 on the status of teaching and hospital staff in hospital and university centres;
Given the decree n ° 2004-67 of 16 January 2004 on the organisation of the third cycle Medical studies;
In light of the amended Order of 29 June 1992 setting out the list of sections, subsections and options, and the number of members of each sub-section of the National Council of Universities groups for disciplines Medical and odontology;
In light of the amended Order of 4 March 1997 relating to the second part of the second cycle of medical studies;
In view of the Order of 23 June 1998 concerning the National Centre for Interresidential Competition,

Item 1
In accordance with the provisions of the aforementioned decree of 16 January 2004, it is organised each year of anonymous national classing tests giving access to the third cycle of medical
. Take place simultaneously in each of the seven interregions defined below:
1 ° Interregion of Ile-de-France;
2 ° Interregion Nord-Est including subdivisions of Besançon, Dijon, Nancy, Reims and Strasbourg;
3 ° Interregion Nord-Ouest Comprising the subdivisions of Amiens, Caen, Lille and Rouen;
4 ° Interregion Ouest comprising the subdivisions of Angers, Brest, Nantes, Poitiers, Rennes and Tours;
5 ° Interregion Rhône-Alpes comprising the subdivisions of Grenoble, Lyon and Saint-Etienne;
6 ° Interregion Sud comprising the subdivisions of Aix-Marseille, Montpellier and Nice;
7 ° Interregion Sud-Ouest comprising the subdivisions of Bordeaux, Clermont-Ferrand, Limoges, Toulouse, the interregion of the Antilles-Guyana and the Indian Ocean Subdivision.

I. -The Minister responsible for health is responsible for the organisation of the national classing tests.
It is responsible for:
1 ° of the printing and safe transfer of the subjects of the tests in the Examination centres set out in Article 1;
2 ° The organisation of the correction seminars;
3 ° of the national procedure of choice of discipline and of the subdivision provided for in Article 10 of the decree of 16 January 2004 cited
. -The minister responsible for higher education is responsible for:
1 ° of the constitution of the national bank of questions;
2 ° draw for the files and subject matter of the tests.
It will support the Conduct of tests in each of the seven examination centres.
An order of the Minister responsible for health determines the schedule of tests.

A national bank of questions is created at the National Centre for International Internship Competition.
The Minister responsible for higher education or his representative shall draw lots of files and Questions, from the national bank, in the presence of the Chairman of the Medical Scientific Council of the National Centre for Interment Competitions or his representative, in accordance with the procedures laid down in Annex 1 to this Order.

The registration procedure is computerized. The registration provisions shall be as follows:
(a) Provisions applicable to students referred to in the second paragraph of Article 1, to the interns referred to in Article 7, to candidates who may avail themselves of the provisions of Article 8 and those provided for in Title IV of 16 January 2004.
Medical training and research units shall send to the Minister responsible for health, by 31 March of each year at the latest, the roster of candidates to be registered in the National rankings.
b) Provisions applicable to students referred to in the third paragraph of Article 1 of the decree of 16 January 2004.
Candidates shall send to the Minister of Health a compound registration dossier The following documents:
1 ° A registration form;
2 ° The copy of the national identity card or the document taking place;
3 ° The copy of the graduation diploma from the second cycle of medical studies or an equivalent title issued by One of the States mentioned in Article 1 of Decree No. 2004-67 of 16 January 2004 or, failing that, a certificate issued by the head of the institution of origin of the student certifying that the student is in the final year of the second cycle Medical studies. In this case, in order to be able to participate in the selection procedure referred to in Article 2 above, the student is required to produce the diploma, certificate or title above before the start of the procedure.

Students are distributed in the examination centres according to the following modalities:
1 ° For the students referred to in the second subparagraph of Article 1 of Decree No. 2004-67 of 16 January 2004, cited above, in The interregion, as defined in Article 1 above, where their training and connecting research unit is located or, for military candidates, in the interregion where the health school of the connecting armies is located.
2 ° For The candidates referred to in the third paragraph of Article 1 of Decree No. 2004-67 of 16 January 2004, in the following interregions:
a) North-East for candidates from Germany, Finland, Luxembourg, Iceland, Poland and the Netherlands ;
(b) Northwest for candidates from Belgium, Denmark, Norway, Sweden, Slovakia, the Czech Republic, Lithuania, Hungary, Latvia and Estonia;
(c) Rhône-Alpes for candidates from Austria, Slovenia, Liechtenstein and Switzerland;
(d) West for candidates from Great Britain, Ireland and Iceland;
e) South for candidates from Greece, Italy, Malta and Cyprus;
f) South-West for candidates from Spain, from Portugal and the Principality of Andorra.

The national ranking examination consists of three editorial events of three hours each. Each event consists of three clinical files of one hour each. Each file has four to ten questions.
Each case, which is marked as an independent double correction, is rated from 0 to 100.
The score is the arithmetic mean of the two notes. Where, for the same file, the marking difference between two markers is equal to or greater than 10 points, a third correction is ensured. In this case, the resulting notation is retained.
The ex aequo is split according to the following terms:
1. By the best score obtained in the first case of the first event. If there is an ex aequo, the same rule is applied, in the order of the following folders, to share them;
2. The remaining equo is divided for age, with the oldest candidate being placed before the oldest candidate.

The jury is composed of two hundred and forty-three members, professors of hospital-based practitioners and lecturers of hospital-medical practitioners belonging to the electoral colleges of the Medical sections and sub-sections of the National Council of Universities, fixed by decree of 29 June 1992.
A chairman and two vice-presidents of the jury are appointed by the minister responsible for health, on the proposal of the chairman of the board The
of the Jury designates, for each examination centre, a member of the jury responsible for representing it.
A record of the conduct of the written tests shall be established for each centre. To the President of the Board who, after signing, the address to the Minister responsible for Health.

The draw for the jury members shall take place every year, no later than four months before the start of the tests, according to the distribution set out in Annex 2 to this Order. At least three teachers from each section and sub-section of the National Council of Universities are appointed as full members.
An equivalent number of alternate members is drawn from each ballot box.
The Replacement of the holders by the alternates shall be in the order of the drawing of lots.

A member of the selection board cannot be drawn for two consecutive years.

The participation of the jury in correcting anonymous national classing events is mandatory.
If a member of the jury ceases to be a member after the start of the tests, he cannot take up his place or be Replaced.

A correction seminar is organized by the minister responsible for health.
The proofreading of the tests is done under the responsibility of the board chair.
The jury is divided into three sub-committees , respectively, by the Chair and the Vice-Chairs.
The board chairperson distributes the files between the markers.
For each case, a correction grid is established by the corrective group with the help of the proposals. Replies from the Scientific Council of the National Centre for International Internship Competition. These correction grids are validated by the board chairperson or the vice-chairs.

Article 12
The ranking of candidates shall be validated by the chairman of the jury, who shall draw up a record of the conduct of the tests in which any anomaly found.

list of candidates listed in order of merit is published in the Official Bulletin of the Ministry of Solidarity, Health and Family.

In the event of incapacity to take part in the tests, under the conditions laid down in Article 8 of the decree of 16 January 2004, the students are required to send to the Minister responsible for health, in the month that Follows the course of these proceedings, the application for the conservation of their right to submit to the tests.

The order of 29 January 2004 concerning the organisation of anonymous national classing tests giving access to the third cycle of medical studies is repealed.

The Director of Hospitalization and Care Organization and the Director of Higher Education shall each have responsibility for the execution of this Order, each of which shall be published in the Journal Official of the French Republic.

MANAGING THE DATA BANK-
RECORD OF RECORDS - REDACTION OF QUESTIONS


A national bank of questions is set up at the National Centre for International Internship Competition. It shall include questions drawn up from the 11 transdisciplinary modules defined in I.-Part 1 of the Annex to the said Decree of 4 March 1997 and the diseases and major syndromes defined in II. -Part II of the annex to the same order.
The establishment of this bank is provided by the members of the Scientific Council of the National Centre for International Internship Competition who prepare the questions of the examination papers, by making an appeal, in Experts for the different disciplines of internat.
Expert committees set up on the initiative of the Scientific Council verify the ownership of the issues and validate them.
Managing this Bank of questions is provided by the Scientific Council.
Each year, the President of the Scientific Council draws on nine clinical and/or therapeutic case files and three reserve files.

51st section, 3rd and 4th subsection;

Forty-eight full members are drawn by lot.
3 ° The third urn is composed, in the same Conditions as at 1 °, from the following sections and subsections:

Thirty-six full members are drawn by lot.
4 ° The fourth ballot box is composed, under the same conditions as at 1 °, from the 49th section, 3rd and 4th subsection.
Twelve full members are drawn at the Fate.
5 ° The fifth ballot box is composed of all hospital-based teacher-practitioners in all sections and sub-sections of the National Council of Universities.
Eleven full members are drawn by lot.
For each ballot box, it is first drawn by the lot of the full members, and then by the alternate members.
