Prime Minister,
On the report of the Minister of Equipment, Transport, Housing, Tourism and the Sea,
Given the code of the Procurement;
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by order, their signature;
In light of Decree No. 53-1169 of 28 November 1953 on the regulation of public administration for the implementation of the Decree of 30 September 1953 on the reform of administrative disputes, as amended by the Decree of 29 January 1957;
Having regard to Decree No. 85-659 of 2 July 1985 on the organisation of the central administration of the Ministry of Urban Planning, Housing and transport;
Given the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-983 of 12 July 2002 on Duties of the Minister of Equipment, Transport, Housing, Tourism and the Sea;
In view of the Order of 30 May 1997 on the organisation of the Directorate of Maritime Affairs and Seafarers, as last amended by the Order of 29 January 2002;
In light of the decree of 21 July 2003 appointing the Director of Maritime Affairs and seafarers;
In view of the decree of 1 August 2003 on the delegation of signature,
Décrète:

Article 1


In case of absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, Delegation provided for in Article 1 of the Order of 1 August 2003 vests, within the limits of its powers, Mr Alain Legeai, Deputy Director.

Article 2


In the event of the absence or incapacity of Mr Michel Aymeric, Director of Maritime Affairs and Seafarers, and Alain Legeai, Deputy Director, the delegation provided for in Article 1 of this Decree shall be vested, Within the limits of their respective powers, to Mr Gérard Houdin, the Divisional Engineer of Public Works of the State, to Mr Didier Baudoin, Head of Maritime Affairs, to Mrs Florence Classen, Senior Administrative Officer Mr. Olivier Mornet, Chief Maritime Affairs Officer.

Article 3


In case of absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, and Alain Legeai, Deputy Director, Philippe Illionnet, Deputy Director, Mr. Eric Berder, Chief Armament Engineer, Mr. Olivier Noël, Deputy Director, Mr. Jean-Paul Guenole, Chief Maritime Affairs Officer, and Mr. Francis Rollot, Chief Medical Officer, have delegated to sign, to the exclusion of Orders in Council, all acts, orders and decisions, as well as all contracts, contracts and endorsements, within their limits Respective powers.

Article 4


In the absence or incapacity of Mr Michel Aymeric, Director of Maritime Affairs and Mr Alain Legeai, Deputy Director, and Mr Gérard Houdin, Divisional Engineer of State Public Works, Mrs Sylvie Pastol, Senior Inspector for Maritime Affairs, and Mr Jean-Luc Laurencot, Construction Engineer To sign, on behalf of the Minister of Equipment, Transport, Housing, Tourism and the Sea, excluding the decrees, all acts, orders and decisions, within the limits of their respective powers, all Being directly under the authority of Mr. Gérard Houdin.

Article 5


In the event of absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, by Alain Legeai, Deputy Director, and Philippe Illionnet, Deputy Director, Mr. Marc Fouliard, Professor in Chief Maritime Education, Mr. Alain Moussat, Director of Maritime Education Work, and Mr. Philippe Faguet, Chief Medical Officer, have delegated to sign, on behalf of the Minister of Equipment, Transport, Housing, Tourism and the Sea, excluding Orders in Council, all acts, orders and decisions, within their limits Respective responsibilities, all of which are directly under the authority of Mr Philippe Illionnet.

Article 6


In the event of the absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, Mr. Alain Legeai, Deputy Director, and Mr. Eric Berder, Chief Armaments Engineer, Mr. Hervé Goasguen, Senior Director Maritime Affairs, Mr Jean-Luc Le Liboux, Head of Maritime Affairs, Mr Jean-Charles Cornillou, Senior Director Maritime Affairs, and Mr Jacques Manchard, Divisional Engineer of State Public Works, have Delegation to sign, on behalf of the Minister of Equipment, Transport, Housing, Tourism and the Sea, excluding orders-in-council, all acts, orders and decisions, within the limits of their respective responsibilities, all such officials Being directly under the authority of Mr. Eric Berder.

Article 7


In the event of the absence or incapacity of Mr. Michel Aymeric, Director of Maritime Affairs and Seafarers, Mr. Alain Legeai, Deputy Director, and Mr. Olivier Noël, Deputy Director, Mr. Pierre-Yves Andrieu, Chief Maritime Affairs Officer, Mr. Ernest Cornacchia, Chief Corps Officer Mr. Vincent Denamur, Senior Director of Maritime Affairs, and Mr. Serge Guilbaud, Civil Administrator, have signed, on behalf of the Minister of Equipment, Transport, To the exclusion of decrees, acts, orders and decisions within the limits of their respective powers, all of which are directly under the authority of Mr Olivier Noël.

Article 8


The decree of 1 August 2003 with the signature delegation is repealed.

Article 9


The Minister of Equipment, Transport, Housing, Tourism and the Sea is responsible for the execution of this Decree, which will be published in the Journal Official of the French Republic.
