Order of 11 February 2005 approving the constituent agreement of a public interest group

By order of the Minister of Economy, Finance and Industry, Minister of Equipment, Transportation, Land Use, Tourism and the Sea, Minister of Ecology and Sustainable Development, and Minister Delegate to Budget and Budget Reform, Government spokesman, dated 11 February 2005, the constituent agreement of the public interest group known as " Alabaster Coast Observatory-Picard Coast " Is approved.
The constituent agreement of the grouping can be consulted By any person concerned at the headquarters of the group and with the Minister responsible for the environment.
Extracts from the constitutive agreement shall be published in the Official Journal of the French Republic in accordance with Article 2 of Decree No. 95-636 of 6 May 1995 as amended relating to public interest groups established for the purpose of carrying out activities in the field of the environment.
The general paymaster of the département of the Somme is designated as the State Comptroller Grouping.

GIP's Purpose and Missions" Alabaster Coast Observatory-Picard Coast " Declare as follows:
-gather The set of knowledge available on the coast line of the cape of Antifer to the Bay d' Authie, up to the limit with Nord-Pas-de-Calais, in the fields of water and environmental quality, sedimentary transfers, protection and The prevention of risks, the interactions between coastal socio-economic activities and their environments;
-to enhance this knowledge, consolidate it and disseminate it so as to make it available to the various stakeholders concerned, In order to help them define an integrated coastal management strategy;

Head Office

Convention Duration


The grouping is constituted until December 31, 2006, except extension Or early dissolution decided in accordance with Article 7.1. Member rights and obligations


The rights and obligations of the initial members of the group are distributed as follows: State (41 %), Conservatoire de l' espace littoral and Lake shores (5.37 %), regional council of Haute-Normandie (10.2 %), regional council of Picardy (10.2 %), General Council of the Somme (10.2 %), General Council of Seine-Maritime (10.2 %), mixed union for the development of the Picardy coast (5.1 %), community of agglomeration of Le Havre (0.27 %), community of interregional communes of Gros Jacques (0.27 %), communes of Criel-sur-Mer (0.27 %) and Tréport (0.27 %), Chamber of Commerce and Industry of the Tréport (3.2 %), Electricité de France Haute-Normandie (3.2 %), Union nationale des industries des careers et des materials de construction de Picardie (0.27 %), association Littoral Picard-Bay of Somme " (0.11 %) and economic interest grouping " Somme Bay Products " (0.11 %).
The number of votes cast for each member in votes on the board of directors is proportional to the statutory rights as set out above as a percentage. Management Mode


Clustering is managed according to the rules of public law, in accordance with the provisions of Decree No. 62-1587 of 29 December 1962 relating to the Public industrial and commercial establishments. Its accounts shall be kept by an accounting officer appointed by order of the Minister responsible for the budget, whose remuneration is borne by the group.
In accordance with Article 21 of Law No. 82-610 of 15 July 1982, the group shall be subject to the Supervision of the Court of Auditors and the Regional Board of Auditors under the conditions laid down in Article 6 bis of Act No. 67-483 of 22 June 1967 and in Article 87 of Law No. 82-213 of 2 March 1982
II of Decree No. 55-733 of 26 May 1955 on the codification and development of the texts relating to the economic and financial control of the State and, where appropriate, Decree No. 53-707 of 9 August 1953 on State control of public undertakings And certain bodies having an economic or social object are applicable to it.
