The President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs,
In light of articles 52 to 55 of the Constitution;
In light of the amended Decree No. 53-192 of 14 March 1953 on the ratification and publication of the international commitments entered into by France;
In view of Decree No. 97-798 of 22 August 1997 on the publication of the agreement between the Government of the French Republic, the Government of the Federal Republic of Germany, the Government of the Grand Duchy of Luxembourg and the Swiss Federal Council, acting on behalf of the cantons of Solothurn, Basel-City, Basel-Country, Argovie And the Jura, on cross-border cooperation between local authorities and local public bodies (together a statement), made in Karlsruhe on 23 January 1996,
Décrète:

Article 1


The agreement in the form of an exchange of notes between the Government of the French Republic, the Government of the Federal Republic of Germany, the Government of the Grand Duchy of Luxembourg and the Swiss Federal Council, concerning the extension of the scope of the agreement concluded in Karlsruhe on 23 January 1996 on cross-border cooperation between the Local authorities and local public bodies in the cantons of Bern, Vaud, Valais, Neuchâtel and Geneva, made in Paris, Luxembourg and Berlin on 12 January, 27 January, 12 March and 15 March 2004, will be published in the Official Journal of The French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs are responsible for each Concerning the execution of this Decree, to be published in the Official Journal of the French Republic.

UNDER EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF THE FRENCH REPUBLIC, THE GOVERNMENT OF THE FEDERAL REPUBLIC OF GERMANY, THE GOVERNMENT OF THE GRAND DUCHY OF LUXEMBOURG AND THE SWISS FEDERAL COUNCIL, RELATING TO THE EXTENSION OF THE SCOPE OF THE AGREEMENT CONCLUDED IN KARLSRUHE ON 23 JANUARY 1996 ON CROSS-BORDER COOPERATION BETWEEN LOCAL AUTHORITIES AND LOCAL PUBLIC BODIES IN THE CANTONS OF BERNE, VAUD, VALAIS, NEUCHÂTEL ET DE GENÈVE, FAITES À PARIS, LUXEMBOURG AND BERLIN LES 12 JANVIER, 27 JANVIER, 12 MARS AND 15 MARCH 2004

The Embassy of Switzerland presents its compliments to the Ministry of Foreign Affairs Hereby submit a proposal for the extension, by exchange of notes, of the scope of the Agreement of 23 January 1996 between the Swiss Federal Council acting on behalf of the cantons of Solothurn, Basle-Ville, de Bâle-Campagne, d' Argovie et du Jura, the Government of the French Republic, the Government of the Federal Republic of Germany and the Government of the Grand Duchy of Luxembourg on cross-border cooperation between the The
aims to extend the scope of the Agreement to the cantons of Bern, Vaud, Valais, Neuchâtel and Geneva.
The scope of the Karlsruhe Agreement Would therefore be extended, pursuant to Article 2 (4) of the said Agreement, to the following local and local authorities and public bodies:
in the Swiss Confederation:
-in the canton of Bern, the municipalities and the districts;
-in the canton of Vaud, communes and districts;
-in the canton of Valais, municipalities and districts;
-in the canton of Neuchâtel, communes and districts;
-in the canton of Geneva, in the communes;
- And, for recall, in the canton of Schaffhausen, the municipalities and districts,
as well as their groups and public institutions that are legally independent.
The Embassy requests the Ministry of Foreign Affairs to provide it with the Consent of the French authorities to the proposed extension. The extension of the scope will take effect on the date on which the last Party has notified its consent to the other Parties.
