Decree of 12 February 2007 on the organisation of external and internal competitions for access to employment by the Secretary of Foreign Affairs (Eastern Framework)

The Minister for Foreign Affairs,
Due to the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together Act No. 84-16 of 16 January 1984 amending the statutory provisions relating to the public service of the State;
Having regard to Decree No. 69-222 of 6 March 1969 concerning the special status of diplomatic and consular officials, in particular Its article 19,

The external and internal competitions for access to the employment of the Secretary of Foreign Affairs (the Eastern Framework) provided for in Article 19 of the Decree of 6 March 1969, shall include written tests for eligibility And Intake Oral.

The written tests for the eligibility of external competitions for the employment of the Secretary of Foreign Affairs (Eastern Framework) are as follows:
1 ° Composition on a current subject at Political, economic, social or cultural character (duration: four hours; coefficient 6; any score less than 8 out of 20 is eliminatory).
2 ° a) External competition:
Composition on international issues: society International, public international law and international relations since 1914 (duration: four hours; coefficient 6; any score of less than 8 out of 20 is eliminatory).
b) Internal competition:
Writing a summary note to From a file on international issues: international society, public international law and international relations since 1914 (duration: four hours; coefficient 6; any note less than 8 of 20 is Eliminatory).
3 ° Depending on the choice expressed by the candidate on registration:
-composition dealing with international economic problems;
-composition dealing with European issues (duration: four hours; Coefficient 4; any score of less than 8 out of 20 is eliminatory).
4 ° Composition on civilisation, history, institutions, political, economic and social life of the countries of the selected section (duration: four hours; coefficient 4; any score less than 6 out of 20 is eliminatory).
5 ° English:
a) Response to a multiple choice questionnaire concerning the grammar, structures and uses of the English language (duration: one hour thirty);
b) Writing in English of a note from documents or information in English;
(c) Writing a summary sheet in French from documents in English (total time: three hours; coefficient 3; any note less than 12 of 20 Is eliminatory).
Any eliminatory note to this test will result in the non-correction of other written tests of eligibility.
6 ° Second Language Protest:
At the time of registration, the candidate for the Eastern Framework Choose a second foreign language from the following languages:
-Central and Eastern Europe section: German, Russian or Dutch;
-South Asia and Far East section: Chinese, Japanese, or Hindi;

The oral tests for admission of external and internal competitions for the employment of the Secretary of Foreign Affairs are as follows:

When registering, candidates for external and internal competitions may apply for an optional test for a third foreign language selected from the following languages and not Selected for the written eligibility test:
-Central and Eastern Europe section: Polish, Romanian, Greek, Bulgarian, Hungarian, Serbo-Croatian, Swedish, Norwegian, German, Russian or Dutch;
-South Asia and Far East section: Korean, Vietnamese, Thai, Malaysian-Indonesian, Burmese, Cambodian, Urdu, Lao, Chinese, Japanese or Hindi;
-Eastern Mediterranean section, Maghreb, Africa: Hebrew, Turkish, Persian, Arab East, Arab Maghreb, Swahili, Amharic, Peul or
The optional language test consists of reading, translating and commenting on a text written in that language followed by a comment and questions (preparation: twenty minutes; duration: twenty minutes; coefficient 1).
Only for admission are points above 10 out of 20.

Only candidates who have obtained, after applying the coefficients, a total of points in the written eligibility tests cannot be admitted to the oral tests. Less than 250. The jury shall establish in alphabetical order the list of candidates admitted to participate in the oral admission tests.

At the end of the oral admission tests and optional tests, the jury establishes by frame, section and order of merit the list of successful candidates. Where applicable, an additional entry list is established in each section.
If more than one candidate received the same number of points, the highest ranking is awarded to the highest ranking candidate in the first Test of eligibility; in the case of new equality, by the score obtained on the second written eligibility test.

The composition of the selection board for access to employment of the Secretary of Foreign Affairs (General Framework and the Eastern Framework) is fixed by order of the Minister for Foreign

-officials of the Ministry of Foreign Affairs belonging to the bodies of the Plenipotentiary Ministers, Foreign affairs advisers or secretaries of foreign affairs;
-professors or designated figures because of their speciality and knowledge.

The use of the dictionary is allowed in the written tests exclusively for the following languages: literals, Chinese, Hindi, Japanese, Swahili and Turkish.

Article 11
For the languages listed in item 10 above, all types of dictionaries, excluding electronic dictionaries, from the language of the event to English or to a third language Are allowed. Candidates using a dictionary of the language of the test to a language other than English and French may use a dictionary of that third language to English or French. In addition, dictionaries written exclusively in the language of the test are allowed.
Dictionaries may be subject to tests during tests. They cannot be loaned or exchanged between candidates.

Article 12
At the date of this Order, the decree of 26 December 1995 fixing the organisation, nature and programme of the tests of the external and internal competitions for access to the employment of the assistant secretary of affairs Foreign (Middle East) is repealed.
