Decree of 12 February 2007 on the organisation of external and internal competitions for access to employment by the Secretary of Foreign Affairs (general framework)

The Minister for Foreign Affairs,
Due to the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, the Act No. 84-16 of 16 January 1984 amending the statutory provisions relating to the public service of the State;
Having regard to Decree No. 69-222 of 6 March 1969 concerning the special status of diplomatic and consular officials, in particular its Item 19,

The external and internal competitions for the employment of the Secretary of Foreign Affairs (General Framework) provided for in Article 19 of the aforementioned Decree of 6 March 1969 include written tests for eligibility and Admission.

The written tests for the eligibility of external and internal competitions for the employment of the Secretary of Foreign Affairs (general framework) are as follows:
1 ° Composition on a current subject Political, economic, social or cultural (duration: four hours; coefficient 7; any note less than 8 out of 20 is eliminatory).
2 ° a) External competition:
Composition on international issues: society International, public international law and international relations since 1914 (duration: four hours; coefficient 6; any score of less than 8 out of 20 is eliminatory).
b) Internal competition:
Writing a summary note to From a file relating to international affairs, international society, public international law and international relations since 1914 (duration: four hours; coefficient 6; any note less than 8 of 20 is Eliminatory).
3 ° Depending on the choice expressed by the candidate on registration:
-composition dealing with international economic problems;
-composition dealing with European issues (duration: three hours; Coefficient 5; any score of less than 8 out of 20 is eliminatory).
4 ° Composition on civilisation, history, institutions, political, economic and social life of the countries of the American continent or Western Europe (duration: Three hours; coefficient 2; any score less than 6 out of 20 is eliminatory).
5 ° English:
a) Response to a multiple-choice questionnaire on the grammar, structures and uses of the English language (duration: Time 30);
b) Writing in English of a note from documents or information in English;
c) Writing a summary sheet in French from documents in English (total time: three hours; coefficient 3; any note Below 12 out of 20 is eliminatory).
Any eliminatory note to this test will result in the non-correction of other written tests of eligibility.
6 ° Second Foreign Language Protest:
At the time of registration, the candidate The general framework will select a second foreign language among the following languages: Spanish, Italian or Portuguese.

The oral tests for admission of external and internal competitions for the employment of the Secretary of Foreign Affairs are as follows:
1 ° Comment of a general text drawn from the fate of a Ten minutes, after thirty minutes of preparation, followed by a forty-five-minute interview with the jury to assess the candidate's abilities, personality and motivations (coefficient 6; any score less than 10 out of 20 Is eliminatory).

When registering, candidates for external and internal competitions may apply for an optional test for a third foreign language selected from the following languages, not Selected for the written test of eligibility (test 6): German, Dutch, Romanian, Chinese, Russian, Greek, Polish, Oriental, Spanish, Italian or Portuguese.
The optional language test consists of reading, translation and Comment of a text written in the language (preparation: twenty minutes; duration: twenty minutes; coefficient 1).
Only count, for admission, points above 10 out of 20.

Only candidates who have obtained, after applying the coefficients, a total of points in the written eligibility tests cannot be admitted to the oral tests. Less than 250. The jury shall establish in alphabetical order the list of candidates admitted to participate in the oral admission tests.

At the end of the oral admission tests and the optional tests, the jury establishes in order of merit the list of successful candidates. Where applicable, an additional admission list is established.
If several candidates received the same number of points, the highest ranking was awarded to the highest ranking candidate in the first eligibility test. New equality, by the mark obtained in the second written test of eligibility.

The composition of the selection board for access to employment of the Secretary of Foreign Affairs (General Framework and the Eastern Framework) is fixed by order of the Minister for Foreign
. :
-the Deputy Secretary-General, the Director General of the Administration or his representative, President with a casting vote;
-officials of the Ministry of Foreign Affairs belonging to the bodies of the Plenipotentiary Ministers, Foreign affairs advisers or secretaries of foreign affairs;
-professors or designated figures because of their speciality and knowledge.

At the date of this Order, the decree of 26 December 1995 fixing the organisation, nature and programme of the tests of the external and internal competitions for access to the employment of the assistant secretary of affairs Foreign (General Framework) is repealed.
