Decree of 12 February 2007 on the organisation of external and internal competitions for access to employment of foreign affairs adviser

The Minister for Foreign Affairs,
Due to the amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, the Act No. 84-16 of 11 January 1984 amending the statutory provisions relating to the public service of the State;
Having regard to Decree No. 69-222 of 6 March 1969 concerning the special status of diplomatic and consular officials, and in particular Article 11,

Item 1
The external and internal competitions for access to employment of foreign affairs adviser (East framework) established by Article 11 of the decree of 6 March 1969 are divided into three sections:
Europe Central and Eastern;
South Asia and Far East;
Eastern Mediterranean, Maghreb, Africa.
Candidates must indicate, at the time of registration, the section under which they are seeking admission to compete.

An order of the Minister for Foreign Affairs fixes the number of places opened in each competition and for each section, the date of the tests and the registration details.

The written tests for the eligibility of external and internal competitions for the employment of foreign affairs advisors (Eastern Framework) are as follows:
1 ° Composition The general economic and social world of the world as well as the movement of ideas from the mid-nineteenth century to the present day (duration: five hours; coefficient 7). Any score less than 10 out of 20 is eliminatory.
The program is listed in Appendix I to this Order and will be published in the Official Journal.
2 ° a) External Competition:
Composition on International Issues: International society, public international law and international relations since 1871 (duration: four hours; coefficient 6). Any score less than 8 out of 20 is eliminatory.

2 ° b) Internal Competition:
Writing a Synthesis Note from a File On international issues: international society, public international law and international relations since 1871 (duration: four hours; coefficient 6). Any score less than 8 out of 20 is eliminatory.
The program is listed in Appendix II to this Order and will be published in the Official Journal.
3 ° Proof of option consisting of:
-in writing, from a file, A note aimed at verifying the aptitude for legal analysis and reasoning for candidates who have chosen the public right option.

-in the drafting of a memorandum of presentation and interpretation of economic documents, which may include simple calculations and allowing to assess knowledge in the field of quantitative techniques, for the purposes of The

4 ° Composition relating to civilization, history, institutions, political life, social facts, economic and human geography, and the culture of the countries of the selected section (duration : five hours; coefficient 6). Any score less than 8 out of 20 is eliminatory.
5 ° English:
a) Response to a multiple choice questionnaire concerning the grammar, structures and uses of the English language (duration: one hour thirty);
b) Writing In English a note from documents or information in English;
c) Writing a summary sheet from English documents.
Total time of the test: three hours; coefficient 3.
Any score lower than 12 of 20 is eliminatory.
Any eliminatory note to this test will result in the non-correction of the other written tests for eligibility.
6 ° Required language of the selected section:
-Central and Eastern Europe section: German, Dutch or Russian;
-South Asia and Far East section: Chinese, Hindi or Japanese;
-Eastern Mediterranean section, Maghreb, Africa: literal Arabic, Swahili or Turkish.

The oral tests for admission of external and internal competitions for the employment of foreign affairs advisor (East framework) are as follows:
1 ° Conversation with the jury, from a Question drawn on the fate of the modern world, allowing to assess the candidate's abilities, personality and motivations (duration: forty-five minutes, after twenty minutes of preparation; coefficient 8). Any score less than 10 out of 20 is eliminatory.
2 ° Ten-minute presentation, after thirty minutes of preparation, on a question drawn by lot, of a general character, relating to civilisation, history, institutions, life Political, social, economic and human geography, as well as the culture of the countries of the section, followed by a twenty-minute conversation with the jury (coefficient 6). Any score of less than 8 out of 20 is eliminatory.
3 ° Oral query on one or more questions based on the material not selected by the candidate for the third written eligibility test: public law or economy (preparation: thirty minutes; duration: thirty minutes; coefficient 4). Any score less than 6 out of 20 is eliminatory.

4 ° Oral Questioning from a Subject Community issues (preparation: thirty minutes; duration: thirty minutes; coefficient 3). Any score less than 6 out of 20 is eliminatory.

5 ° English consisting of an oral question from the translation and The commentary to a text written in the English language (preparation: thirty minutes; duration: thirty minutes; coefficient 3). Any score of less than 12 out of 20 is eliminatory.
6 ° Language specific to each section consisting of an oral question from the translation and comment of a text written in the chosen language (preparation: thirty minutes ; duration 30 minutes; coefficient 3). Any score less than 12 out of 20 is eliminatory.

When registering, candidates for external and internal competitions may apply for an optional test for a third foreign language selected from the following languages, not Selected in the written eligibility test
-Central and Eastern Europe section: Bulgarian, Greek, Hungarian, Norwegian, Polish, Romanian, Serbo-Croatian, Swedish, German, Dutch or Russian;
-South Asia and Far East section: Burmese, Korean, Cambodian, Lao, Malaysian, Indonesian, Urdu, Thai, Vietnamese, Chinese, Hindi or Japanese;
-Eastern Mediterranean, Maghreb, Africa: Arab East, Arab Maghreb, Turkish, Hebrew, Persian, Malagasy, Peul, Swahili or Amharic.
The optional language test consists of reading, translating and commenting on a text written in this language followed by a comment and questions (preparation: twenty minutes; duration: twenty minutes; coefficient 1).

Only candidates who have obtained, after applying the coefficients, a total of points in the written eligibility tests set by the jury, can be admitted to the oral tests. Cannot be less than 280. The jury shall draw up, by section and in alphabetical order, the list of candidates admitted to participate in the oral admission tests.

After the oral tests and the optional tests, the jury establishes, by section and in order of merit, the list of successful candidates.
If several candidates received the same number of Points, the best ranking is awarded to the one who received the highest mark on the first eligibility test; in the case of new equality, by the score obtained on the second written eligibility test.
In case one or Several places would remain unfilled in one or more sections of the two external and internal competitions, because of the lack of candidates or because of their inadequacy, they may, by decision of the selection board, be allocated to that or those of the candidates of the Same section of the other competition which totalled the highest number of points.
If, after application of the previous provision in each section, one or more places not provided, they may, by decision of the jury, be awarded To that of the candidates from the other sections with the highest number of points.

The composition of the Selection Board for the Employment of Foreign Affairs Adviser (Eastern Framework) is fixed by the Minister for Foreign Affairs.
This jury consists of:
1 ° Deputy Secretary-General, the Director General of the Administration of the Ministry of Foreign Affairs or his representative;
2 ° Officials of the Ministry of Foreign Affairs belonging to the bodies of the Plenipotentiary Ministers or the Foreign Affairs Counsellors;
3 ° Professors or personalities appointed because of their specialties and skills.
The President will be appointed from among the members of the jury within 1 ° or 2 ° above. In the event of a tie, the President shall have a casting vote.

The use of the dictionary is allowed in the written tests exclusively for the following languages: literals, Chinese, Hindi, Japanese, Swahili and Turkish.

For the languages listed in item 9 above, all types of dictionaries, excluding electronic dictionaries, from the language of the event to English or to a third language Are allowed. Candidates using a dictionary of the language of the test to a language other than English and French may use a dictionary of that third language to English or French. In addition, dictionaries written exclusively in the language of the test are permitted.
Dictionaries may be subject to tests during tests. They cannot be loaned or exchanged between candidates.

Article 11
At the date of this Order, the orders of 19 April 2004 fixing the organisation, nature and programme of the tests of the external and internal competitions for access to employment of foreign affairs adviser (d' Orient) and of 25 May 2004 establishing the list of languages on which the tests for external and internal competitions for access to employment of foreign affairs adviser (Middle East) are being repealed.

The Deputy Secretary-General, Director General of the Administration of the Ministry of Foreign Affairs, is responsible for the execution of this Order, which will be published in the Official Gazette of the Republic French.
