Signature delegation order of 5 February 2003

Prime Minister,
On the report of the Minister of Equipment, Transportation, Housing, Tourism and the Sea,
Given the Order in Council No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by order, their signature;
In light of Decree No. 85-659 of 2 July 1985 on the organization of the central administration of the Ministry of Planning, Housing and Transport;
In light of the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-983 of 12 July 2002 on the powers of the Minister for Equipment, transport, housing, tourism and the sea;
In view of Decree No. 2002-984 of 12 July 2002 on powers delegated to the Secretary of State for Transport and the Sea;
In view of the decree of 19 December 2002 Appointment of the Director of Marine, Ports and Coastal Transportation;
In light of the amended Order of May 30, 1997, for the organization of the Marine, Ports and Coastal Transportation Directorate;
In light of the Order of May 30, 1997, as amended The organization of the sub-directorates in the offices of the Marine, Ports and Coastal Transportation Directorate,
Describes:

Article 1


Within the limits of its powers, permanent delegation is given to Mr Didier Simonnet, Director of Transport Shall, on behalf of the Secretary of State for Transport and the Sea, sign, on behalf of the Secretary of State for Transport and the Sea, all acts, orders and decisions, contracts and endorsements, excluding Orders in Council.

Article 2


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Marine, Ports and Coastal Transport, the delegation of signature provided for in Article 1 above vests, within the limits of their duties, Mrs Martine Bonny, Head of Service, to Mr Michel Meynet, Head of Service, to Mr Jean-Claude Paravy, Deputy Director, and to Mr Jean-Baptiste Maillard, Deputy Director.

Article 3


In case of absence or incapacity of Mr. Didier Simonnet, Director of Marine, Ports and Coastal Transport, delegation is Mr. Christian Locq, Senior Central Administration Attaché, Mr. Nicolas Péhau, Maritime Affairs Administrator, Ms. Marie-Sophie Dufau-Richet, Civil Administrator, and Ms. Annette Gogneau, Central Administration Officer, at The effect of signing, within the limits of their powers and on behalf of the Secretary of State for Transport and the Sea, all acts, orders and decisions, excluding Orders in Council.

Article 4


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Marine, Ports and Coastal Transport, and Mr. Jean-Claude Paravy, Deputy Director, delegation is given to Mr. Emmanuel Vernier, civil administrator, Mr. Denis Clérin, Senior Central Administrative Attaché, and Mr. Yvon Lebascle, Central Administrative Attaché, to sign, within the limits of their duties and on behalf of the Secretary of State, Transport and the sea, all acts, orders and decisions, excluding orders-in-council.

Article 5


In the absence or prevention of Mr Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, and Jean-Baptiste Maillard, Deputy Director, delegation is given to Mr Jean-Michel Abiven, the Divisional Engineer of Public Works of the State, to sign, Within the limits of its powers and on behalf of the Secretary of State for Transport and the Sea, all acts, orders and decisions, excluding Orders in Council.

Article 6


In the event of the absence or incapacity of Mr Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, Martine Bonny, Head of Service, and Mr Michel Meynet, Head of Service, Delegation Mr Charles Bergano, a divisional engineer of public works of the State, has the effect of signing, within the limits of his powers and on behalf of the Secretary of State for Transport and the Sea, all acts, orders and decisions, excluding Orders in Council.

Article 7


In the event of the absence or incapacity of Mr. Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, of Mrs. Martine Bonny, Head of Service, and Mr Michel Meynet, Head of Service, Delegation was given to Ms Noëlle van der Hasselt, Senior Central Administration Officer, to sign, within the limits of her duties and on behalf of the Secretary State of transport and the sea, all acts, orders and decisions, other than decrees.

Article 8


In case of absence or Mr Didier Simonnet, Director of Maritime Transport, Ports and Coastal Affairs, Mrs Martine Bonny, Head of Service, and Mr Michel Meynet, Head of Service, is given to Mr Jacques Dupendant, contract agent, to the effect of Sign, within the limits of its powers and on behalf of the Secretary of State for Transport and the Sea, excluding the decrees, all acts, orders, decisions, delegations and notifications of programme authorisations, as well as all documents Expenses.

Item 9


The Minister of Equipment, Transportation, Housing, Tourism and the Sea and the Secretary of State for Transport and the Sea shall each have responsibility for the execution of this Decree, which shall be published in the Official Journal of the French Republic.
