In accordance with the decision of the Ministry of Employment and the Economy, (175/2003) Pursuant to paragraph 2:

Chapter 1

General

ARTICLE 1
Scope

ARTICLE 2
Adoption of the Rules

ARTICLE 3
Definitions

Chapter 2

Steering and management

§ 4
Steering and management principles

The Minister for Economic Affairs and the Ministry of Labour will be led by the Ministry of Finance and the Ministry of Public Administration, the Group's Management Unit, the Ministry of Management and the Secretaries of State.

§ 5
Promoting a horizontal approach

ARTICLE 6
Establishment of projects and appointment of representatives to projects

The Ministers and the Chief of Staff may set up strategic and broad-based projects for the activities of the Ministry and its administration, as well as projects for the management of sudden structural changes. The strategic projects operate under the responsibility of the Minister and the Chief of Staff.

§ 7
Ministry management team

The ministry's management team shall act as the support of the Ministers for the preparation, coordination of activities and the operational aspects of strategic matters and policies related to the administrative and administrative aspects of the Ministry. Preparation.

Civil Service Management Group

The Ministry of Civil Service Executive Board shall act as a preparatory body for the deliberations of the Ministry of Directors and the Chief of Staff. § 9
Foreman forum

The Forum shall serve as a forum for discussion and preparatory work on strategy, guidance, management, organisation and staff.

ARTICLE 10
Print management at the Ministry

ARTICLE 11
Control of government agencies and agencies

ARTICLE 12

ARTICLE 13
Strategy processes

Chapter 3

Organisation and tasks of the Ministry

ARTICLE 14
Operational Units

The Ministry of Employment and the Economy has the Directorate for Regional Affairs, Energy, Enterprise and Innovation, Information Division, Department of Labour and Market and Employment and Entrepreneurship. § 15
Method of action and burden-sharing

The role of the department is to assume responsibility for preparing and managing the content of the activities in its areas of responsibility. The Group Steering Unit will support and coordinate policy preparation and implementation.

Each action unit shall be responsible for the EU cooperation required for its area of responsibility and for other international contacts.

ARTICLE 16
Group Control Unit

§ 17
Regional Directorate

The regional section deals with the following issues:

(3) territorial divisions for the allocation of regional policy measures;

(4) provincial development money;

(5) coordination of national rural policy;

(6) promoting the objectives of Finland in the European Union's cohesion policy;

(7) coordination between the European Union and national regional and employment policies in Structural Fund programmes;

8. The preparation and guidance of the implementation of the Structural Funds and the coordination of implementation with national policies;

(9) Sustainable growth and jobs 2014-2020 The tasks of the Finnish Structural Funds Programme and the Regional competitiveness and employment objective 2007-2013 of the ERDF and the ESF operational programmes, the budgeting and distribution of funds and the intermediate Tasks in respect of projects financed by the Ministry;

(11) the management authorities of the 2000-2006 programming period in Objective 1, 2, and 3 programmes and in the equal Community Initiative programme;

(13) Member States of the Fund for low-income assistance and budgeting;

ARTICLE 18
Energy Directorate

§ 19
Directorate for Food and Innovation

The Directorate for Food and Innovation deals with the following issues:

1) business policy;

(3) natural, resource-efficient and mineral policies and sustainable development;

(4) promoting the internationalisation and export of enterprises, internationalisation of the innovation environment and the supervision and control of Finpro ry;

(5) promoting foreign investment and controlling foreign takeovers;

§ 20
Information Division

The information department handles the following issues:

(8) professional services;

11) electronic services of the Structural Funds.

ARTICLE 21
Directorate for Labour and Market

The Directorate-General for Employment and Markets deals with the following issues:

1) regulation of working life;

2) International Labour Organisation;

3) internal market policy;

(4) technical safety and reliability, conformity and standardisation policy;

5. Consumer policy;

(6) competition policy;

7) public procurement;

(8) State aid control in the European Union;

(9) industrial protection systems;

(10) accounting and auditing activities;

(11) the administration of registers for undertakings and entities;

(12) general regulation of business and business environment;

13) security of supply;

14) civil service;

(15) combating discrimination and promoting equality in employment;

16. The fight against the black economy;

17) corporate social responsibility;

(18) development of the Ministry's legislative drafting and better regulation action programmes and projects;

(19) Control and supervision of the Competition and Consumer Agency, the Government of the Patent and Registration Board, the Safety and Chemicals Agency, and the Maintenance Centre, as well as the guidance and supervision of the seamen's office and the State aid agencies in the area of responsibility;

The Directorate-General for Employment and the Market is also responsible for coordinating the Competitiveness Council with regard to the Ministry. As regards the coordination of the Competitiveness Council, the Minister for Employment and Industrial Policy, as well as the Minister for Industry, Research and Innovation, will lead the Minister for the Internal Market.

§ 22
Directorate for Employment and Entrepreneurship

The Employment and Entrepreneurship Directorate deals with the following issues:

(1) enterprise, employment and employment policies;

2) public employment services and business services;

3) business support, employment-based investment grants and employment work programme;

(4) the financing decisions of nationally funded investment projects and the preparation of financing decisions for investment projects co-financed by the ERDF in cooperation with the regional department;

(5) aid for employment and entrepreneurship;

(6) international placement and eures placement networks;

(7) coordinating labour migration and the free movement of labour with the Ministry of the Interior;

(10) wage security and related bankruptcy, corporate restructuring and debt arrangements;

ARTICLE 23
Personnel and Administration Unit

The Personnel and Administration Unit shall consider the following:

§ 24
Communication unit

The Communication Unit handles the following issues:

1) internal and external communication of the Ministry;

2) network communications;

(3) communication cooperation between the administrative sector and the Government;

(4) media relations and ministry communication;

(5) staff communication capabilities.

ARTICLE 25
Internal Audit

The internal audit shall cover the following:

1) internal audit of the Ministry;

2) promoting internal control and risk management;

3) Financial supervision of Finnvera Oyj.

More detailed provisions on the functioning and status of internal audit are laid down in the Internal Audit Service.

Chapter 4

Duties of senior officials

§ 26
State Secretary

The statute of the Government (262/2003) , the Secretary of State, as Secretary of State for the term of office, shall be assisted and representative of the Minister:

(1) to promote and monitor the implementation of the government programme in the Minister's field of activity;

(2) to assist the Minister in preparing matters for the Minister's business;

(3) jointly with the Chief of Staff, ensure cooperation between the Ministry and other administrative departments;

(4) assist the Minister in the preparation of international tasks, in particular in the EU;

(5) represent the Minister in accordance with his mandate;

6) to carry out the other tasks assigned to him by the Minister.

§ 27
Permanent Secretary

In accordance with Article 45 of the Statute of the Council of State, the Secretary of State shall, in accordance with Article 45 of the Statute of the Government, develop and supervise the activities of the Ministry and its administration, and for that purpose:

(1) to respond to the Ministry's activities and to ensure that the Ministry's tasks are carried out successfully;

(2) ensure the quality of drafting of legislation at the Ministry;

(3) to coordinate the preparation of officials within the Ministry;

4. Lead and develop the Ministry's personnel management and other internal management;

(5) responsible for preparing and monitoring the implementation of the Ministry's administrative objectives;

(6) responsible for the organisation and development of the administrative branch of the Ministry;

7) ensure the general safety and security of the Ministry's administration.

ARTICLE 28
Head of Division, Head of Unit and Group Chief

The Head of Division, the Head of Unit and the Head of Group shall be responsible for their respective operations:

(1) lead, supervise and develop activities in such a way as to carry out the tasks assigned to it in a successful and cooperative manner;

(2) respond to the achievement of the objectives set and the use of the appropriations allocated;

(3) provide for staff skills, development, co-operating, work protection and the working environment, as well as the implementation of development debates and the strengthening of mission images;

4) to monitor, evaluate and anticipate the development of the industry, take the necessary initiatives to reform legislation and administration and respond to the quality of the drafting of legislation.

The managers of strategic projects shall apply mutatis mutandis to the provisions of paragraph 1.

Chapter 5

Preparing things

§ 29
Information for ministers, state secretaries and chief of staff

The Ministry officials shall inform ministers, state secretaries and the Chief of Staff in principle on matters of principle or of general scope in the field of competence of the Ministry of Foreign Affairs, as well as on matters which are being discussed and presented by the Ministry.

ARTICLE 30
Special adviser to the Minister

The Minister's special assistant will serve as the Minister's assistant and only carry out the duties assigned to him by the Minister without acting as rapporteur at the Ministry.

The Minister's special assistant shall, at his request, be given all the information he needs for the performance of his duties. The special assistant shall, similarly, provide the officials with the information necessary to carry out these tasks. The Minister's special assistant shall be entitled to attend the meetings of the Executive Director of the Ministry.

ARTICLE 31
Presentation procedure and rapporteurs

Cases shall be dealt with at the Ministry of Justice, unless otherwise provided for in these Rules of Procedure or elsewhere, in the case of a case or group of issues.

The Government's rapporteurs are governed by the Law on the State Council (175/2003) And the Statute of the Government.

The Ministry's rapporteurs shall act as rapporteurs of the Council of Ministers and officials who, on the basis of their written tasks, shall carry out demonstration tasks.

ARTICLE 32
Presentation of the case to the Minister

Before the matter is presented to the Minister, the rapporteur must submit the documents to the heads of the operational units in charge and to the Chief of Staff.

If the matter falls within the competence of the two Ministers, it is necessary, before the matter has been presented, to find out whether the Secretary of State, who does not resolve the matter, will approve the proposal for a decision in so far as it falls within his remit.

§ 33
Demonstration authorisation

The presentation of the President of the Republic, the General Assembly of the Government or the Committee on Monetary Affairs shall not, except for imperative reasons, be distributed before the Minister has approved it. In the case of coercion, however, the presentation may be distributed with the permission of the Chief of Staff or his deputy.

The presentation shall also be forwarded for information to the Chief of Staff, the Secretary of State and the special adviser to the Minister for Presentation.

Subject to the provisions relating to secrecy, the procedure described in paragraph 2 shall also be followed in the allocation of memos containing contributions from the Ministry of Employment and the Economy to the proceedings of the ministerial committees.

§ 34
Parliamentary questions

The reply to the written question shall be presented to the Minister no later than five days before the deadline expires.

Before submitting a proposal to the Minister, the draft response shall be submitted to the head of the relevant operational unit.

ARTICLE 35
In the Parliament hearing

If a ministerial official is invited to appear before the parliamentary committee, he shall inform the head of his/her unit of action.

Chapter 6

Settlement of cases

§ 36
Jurisdiction

The Minister for Economic Affairs and the Labour Minister shall determine the matters to be decided by the Ministry in respect of their respective fields of activity, unless the decision-making powers are delegated to officials of the Ministry of Justice.

The Secretary of State shall decide on a matter within his jurisdiction which would otherwise be resolved by an official, if it is of fundamental importance or of general scope, or if it is required to obtain the opinion of the Committee on Monetary Affairs.

ARTICLE 37
Detention of power of decision

The right of the Minister, the Chief of Staff and certain other civil servants to retain the power of decision in a matter which would otherwise be to be resolved by an official of the Ministry is in force in accordance with the provisions of the State Council's Statute and of the Ministry of Employment and Employment The Regulation provides.

If the Minister, the Chief of Staff or any other official takes a decision under the authority of a civil servant, it shall immediately inform the official concerned.

ARTICLE 38
Chief of Permanent Secretary

The Permanent Secretary shall decide on matters concerning:

(1) issuing an opinion on a matter falling within the field of competence of more than one entity;

(2) the approval of performance contracts of departments and entities;

(3) the placement of ministries and other servants in the departments and services;

(4) the ministry's contractual agreements;

(5) the allocation of operational expenditure, administrative productivity, international membership fees and State aid to the departments and entities to promote the internationalisation and growth of enterprises;

(6) the internal administration and order of the Ministry, where a matter of principle or otherwise important;

(7) requests for preliminary investigations by the Ministry;

(8) the strengthening of the Board of Directors and the Board of Directors and the Board of Directors;

(9) the approval of representative expenditure of the Head of Personnel and Administration;

(10) the performance commission of the Ministry of the Office and the Head of the Institute.

ARTICLE 39
Powers of the Head of Division, of the Head of Unit or of an official appointed by him

The Head of Division, the Head of Unit or the official designated by him shall decide on matters concerning:

(1) the issuing of an opinion, a complaint solution and instructions in the field of activity of the activity unit;

However, the euro limit referred to in paragraph 1 (2) shall not apply to the allocation of the following appropriations and powers, to the adoption of a decision or to the approval of expenditure:

1) the provincial development money;

2) funds from the Structural Funds programmes;

(3) support for business investment and development projects;

(4) employment, training and specific activities;

(5) employment-based transfer expenditure for investment;

6) allowances payable to municipalities under the Integration Act.

The Head of Unit may, in addition, accept a change in the amount of a minor in excess of the amount referred to in paragraph 1 (2) above, which does not have a material impact on the substantive content of the decision.

The Head of Division shall make the emission trading platform (311/2011) And decisions on the reduction of the number of allowances and reductions in the number of allowances.

ARTICLE 40
Head of Regional Directorate-General

The Head of the Regional Directorate or the official appointed by him shall decide on matters relating to:

1) Structural Funds Act (1401/2006) The appointment of a supervisor in the operational programme of the European territorial cooperation objective;

(2) the allocation of operational expenditure for business, transport and environmental centres and employment and business offices; and

(3) power transfers between business, transport and environmental centres, labour and business offices and their development and management centres.

ARTICLE 41
Opinion of the Head of Department of Energy

The Head of the Energy Department or an official appointed by him shall rule on matters relating to:

1) the adoption of expenditure relating to individual State aid decisions;

2) Nuclear Energy § 8 (990/1987) Shall be subject to prior information as to whether the intended activity is to be sought.

ARTICLE 42
Opinion of Head of Department of Enterprise and Innovation

The Head of Division of the Directorate for Food and Innovation or an official appointed by him shall rule on matters relating to:

(1) Credit and guarantee compensation for Finnvera Oyj;

2) a partial transfer of powers and appropriations (32.20.43) to the Ministry of Employment and the Economy (32.20.43) in the Pirkanmaa Centre for Enterprise, Transport and the Environment.

ARTICLE 43
Opinion of the Head of Department of the Department of Labour and Market

The Head of Division of the Directorate-General for Employment and Market, or an official appointed by him, shall rule on matters relating to:

(1) labour control guidance and collaboration with the Ministry of Social Affairs and Health;

(2) compensation for the travel expenses of seamen and the State contribution to the expenditure incurred by the Office for the Service of the Seamen;

3. Safety warehold (970/1982) The granting of temporary licences in accordance with paragraphs 2 and 3.

ARTICLE 44
Opinion of the Head of Department of Employment and Entrepreneurship

The Head of the Department of Employment and Entrepreneurship, or an official appointed by him, shall rule on matters concerning:

(1) payment credits for pay security;

2) employment policy grants;

3) registration of social enterprises.

ARTICLE 45
Opinion of the Director of Personnel and Administration

A Director acting as Head of Personnel and Administration or an official appointed by him shall rule on matters relating to:

(1) the Civil Service Act (750/1994) in Article 44 The conditions of employment;

(2) branches of ministerial officials;

(3) the names of the ministerial posts, the establishment and winding up of posts, staff salaries, fees and allowances and the acceptance of salary expenditure;

(4) staff rotation of the ministry and distance contracts;

(5) the internal administration and order of the Ministry, unless the matter is referred to the Chief of Staff;

(6) the approval of ministers, chief of staff, state secretaries, Heads of Department, Head of Unit, Office of the Office and the Joint Action Service;

(7) the conclusion of the expenditure decision and the approval of expenditure allocated to the staff of the Chief of Staff;

(8) branches of the Ministry of Public Administration and Head of the Institute;

(9) payment and accounting functions of the Ministry as accounting units;

(10) the amount available for the payment of expenditure on the previous year for the corresponding purpose for the financial year;

(11) the tasks of the payment and certifying authority of the European Union's Structural Funds programmes and the tasks of the certifying authority of the European Globalisation Adjustment Fund;

(12) The Act on public access to justice Articles 14 and 28 of the The adoption of a document;

(13) the provision of personal data, in accordance with Article 28 of the Law on the operation of public authorities, on the information system or civil service record of the labour administration.

ARTICLE 46
Opinion of the Legislative Director

The head of the legislative authority shall be led by the Head of Group, which shall be responsible for the tasks referred to in Article 21 (18).

A legislative Director or an official appointed by him shall discuss matters relating to the development of an assessment of the regulatory, regional development and employment impact assessment.

In addition, the legislative director is directly responsible for drawing up the Ministry's legislative programme and for monitoring the legislative acts.

§ 47
Head of the economic director

The financial director, which is placed in the control unit, will immediately lead, under the Chief of Staff, the administrative budget, the supplementary budget and development processes, and the operational and economic planning.

The Economic Director shall decide on matters relating to:

1) financial statements and changes in the budget;

(2) changes in the unallocated appropriations allocated to departments and departments by the Chief of Staff.

ARTICLE 48
Powers of the civil servant responsible for the internal audit

The official responsible for the internal audit shall decide on matters relating to the carrying out of an inspection when there is a reason for internal control.

Chapter 7

Service relations

ARTICLE 49
Appointment powers

Ministers are appointed by the ministers for their managerial positions and senior professional staff in their respective fields of activity. The Director of Personnel and Administration shall appoint a staff member at a level of 7.0 or lower than that of the Ministry of Employment.

§ 50
Granting of freedom

The freedom of civil servants, to which a civil servant is entitled under a law or a contract of law, shall be granted by the Director of Personnel and Administration or by an official appointed by him.

Grants other than those referred to in paragraph 1 shall be granted:

(1) for an official appointed by the President of the Republic or the State Council for a maximum period of two years, and for an extended period of time, the Council of State;

(2) any other official of staff and administration or of an official appointed by him.

ARTICLE 51
Appointment for a fixed term relationship

The Council of State shall decide on the appointment of a fixed term of office for a period of more than one year when the President of the Republic or the Government of the Republic is appointed as such. Otherwise, it shall be appointed who, pursuant to Article 50 (2), shall decide on the freedom of office of the equivalent post.

ARTICLE 52
Annual leave and absence

The Secretary of State will confirm the annual leave of the Secretary of State and Chief of Staff. The Personnel and Administration Director shall certify the annual leave of the Head of Division, the Head of Unit, the National Authority and the Joint Action Service.

The Chief of Staff shall confirm the annual leave of the staff and administrator and of the officials mentioned immediately under the first paragraph.

The Section Chief confirms the leave of the group chiefs of his staff. The staff of the operating units confirm the annual leave of officials working under their authority.

The Personnel and Administration Unit shall ensure the monitoring and storage of personnel's leave and absence information in the personal data system.

ARTICLE 53
Official travel orders

Secretary of State, State Secretary, Head of Unit, Head of Unit, Head of Mission, Joint Action Service and Group Chief shall conduct domestic missions without a mission.

The Minister shall issue a mission to the Special Advisor and to the Secretary of State and Secretary of State for the Foreign Service.

The Director of Personnel and Administration shall issue a Foreign Service Order to the Head of Division, the Head of Unit, the National Authority and the Joint Action Officer.

The Chief of Staff, Head of Unit, Head of Unit, the National Authority and the Joint Action Service shall issue a mission order to the official.

However, the official travel order of the country of origin and the foreign travel order to Europe may also be issued by the Head of Group and the other official designated by the officials referred to in paragraph 4 above.

The above provisions on the provision of a leave order must also be followed in the provision of a training order.

ARTICLE 54
Approval of travel invoices

The Ministers, Secretaries of State and Ministers for Special Assistants are approved by the Director of Personnel and Administration.

The staff and administrator's travel invoices shall be approved by the Chief of Staff.

The Head of the Secretary of State, the Head of the Departments and Departments, as well as the National Authorising Officer and the Joint Action Service, shall approve the Staff and Administration Director.

For the rest, the approval of the travel invoices shall be complied with, as provided for in Article 53 of these Rules of Procedure.

ARTICLE 55
Sierings

In the absence of the Secretary of State, he shall be replaced by an official appointed by the Minister.

The Head of Division, the Head of Unit or the Head of Group shall be replaced by an official appointed by him.

Chapter 8

Miscellieous provisions

ARTICLE 56
Specifications for the unit and the department

More detailed provisions on division of labour, internal organisation and handling of cases shall be given by its Chief Executive.

Prior to their issue, more detailed provisions and any significant changes to them shall be treated in the management group and in the cooperation procedure with the staff and shall be presented to the Chief of Staff.

ARTICLE 57
Capacity

The Permanent Secretary shall be responsible for the preparation of the Ministry and the Administration in the event of disturbance. The operating units are responsible for preparing for their activities.

The Ministry of Foreign Affairs shall have the task of steering and coordinating the preparation and preparedness of the Ministry and its administration, assisting the Chief of Staff and the operational departments in the implementation of the precautionary approach and contributing to the Preparing for cooperation in accordance with the social security strategy. The Chief of Staff is determined by the Ministry of Staff.

For contingency planning and other exceptional circumstances, the Ministry shall have a standby team with more specific tasks and composition in a stand-by decision setting. The Capacity Group shall be chaired by the Ministry of Emergency and Secretary-General of the Ministry.

ARTICLE 58
Entry into force

This procedure shall enter into force on 15 April 2015.

This Regulation repeals the Rules of Procedure of the Ministry of Employment and the Economy (979/2011) .
