In accordance with the decision of the Ministry of Transport and Communications, (175/2003) (2) and Article 15 (2):

Chapter 1

General provisions

ARTICLE 1
Scope

These Rules provide for the Ministry of Transport and Communications (hereinafter referred to as Ministry ) The organisation, management and management of the Ministry, the functions of senior officials, the establishment of staff and the preparation and settlement of matters, in addition to the Ministry of Transport and Communications In the Council Regulation (2003) Provides.

ARTICLE 2
Ministry organisation

ARTICLE 3
Senior officials

The duties of the Secretary of State are laid down in the Council's Statute (2002) .

The department head is head of the department. As Head of Communication of the Ministry, the Director of Communications, the Head of the Economic Unit, is the cfo and the Head of Administration is the Administrative Manager. The minister will be appointed by the Heads of Unit.

Chapter 2

Ministry management

§ 4
Steering and management principles

In the management of the Ministry, the Ministry's values and the policies agreed with the staff will be implemented.

In the Ministry's administrative sector, profit and loss management are applied.

The Minister is headed by the Ministry of Administration and the Ministry of Directors.

§ 5
Ministry management team

For the purpose of dealing with a broad-based or otherwise important business in the Ministry and its administration, a management team of the Ministry, chaired by the Minister of Transport and Communications and other members of the Permanent Secretary, Department of Directors and Communications director. When dealing with economic matters, the Executive Director shall participate in the management team.

The Secretary of State's State Secretary and special adviser to the Minister have the right to be present at the meeting of the Executive Committee of the Ministry.

The Minister and the Chief of Staff may invite experts to the Executive Board meeting.

The Chief of Staff shall assign a management team's secretary.

ARTICLE 6
Civil Service Management Group

There is a Civil Service Management Group for the coordination of the Ministry of Justice and the Ministry of Administrative Affairs of the Ministry. The Civil Service Group shall be chaired by the Chief of Staff and as other members of the department heads and of the communication director. When dealing with economic matters, the Executive Director shall participate in the management team.

The Civil Service Group shall deal with matters relating to:

1) issues to be presented to the Minister in the management group;

(2) the implementation and monitoring of ministerial decisions and instructions;

(3) the drafting and steering process of the Ministry and the quality of the preparation of officials, in particular the quality of the drafting;

(4) coordination of departments;

(5) the Ministry as an employer; and

(6) other issues raised by members.

The Chief of Staff shall assign a management team's secretary.

§ 7
Management Board of Management

The management group in the management sector deals with the operational and economic planning of the administrative sector, strategic issues and legislative plans, as well as coordinating management activities and dealing with management and employers' policies.

The chairman of the Board of Directors is the Chief of Staff. The other members are heads of departments of the Ministry and the Communications Director and Directors-General of the Transport Agency, the Traffic Safety Agency, the Communication Office and the Institute of Aeronautics.

Chapter 3

Parts and units and their functions

§ 8
General

Each department and unit shall be responsible for its activities and in cooperation with other departments:

(1) the achievement of the performance targets set for the department;

(2) the use of appropriations allocated to the department;

3) the development of legislation;

4. On matters concerning the European Union, other international cooperation and international agreements; and

(5) research, forecasting, evaluation and settlement.

The departments are involved in the preparation of the activities and the economy of the administrative sector, the preparation of the draft budget and performance targets, and the governance of the sector.

The departments shall support and assist the Ministry's management in matters of preparedness and prepare matters relating to the safeguarding of the continuity of the Ministry and its administrative activities in its activities, management and training activities.

§ 9
Installation of staff in departments and units

The Secretary of the Office shall be appointed by the Ministry for the deployment of posts and staff in departments and departments.

ARTICLE 10

(9) corporate governance, funds and business development;

(10) economic impact assessments;

(11) staff policy and management systems;

(12) general administrative and judicial affairs and information management;

(13) the coordination and procurement of research, forecasting, evaluation and settlement activities; and

14) other matters which do not belong to the rest of the department or unit.

ARTICLE 11
Group control unit units

The group control compartment shall comprise the following entities:

1) the financial unit;

(2) the management unit; and

3) the control unit.

ARTICLE 12
Economic Unit

The financial unit is responsible for the financial and economic activity of the group.

ARTICLE 13
Administrative unit

The management unit is responsible for ensuring that the Group's personnel policy is good and that the administration operates legally and effectively.

ARTICLE 14
Control unit

The steering unit shall be responsible for the strategic, efficient and coordinated management of the group.

Service Department
§ 15
Duties of the Services Department

The activities of the Ministry of Services fall within the remit of the Ministry of Industry concerning:

1) services and services markets;

2) universal service, public service and users' rights and consumer protection;

3) business policy in services and the development of the internal market;

4) electronic commerce;

(5) tools and equipment for the use of services;

(6) training, qualifications and social issues; and

7) weather services.

ARTICLE 16
Services department units

The services compartment shall comprise the following entities:

1) the market unit; and

2) the basic services unit.

§ 17
Market unit

The market unit is responsible for ensuring that the market is functioning and competitive.

ARTICLE 18
Basic services unit

The basic service unit shall be responsible for ensuring that the services are available to all available quality standards.

Information Division
§ 19
Duties of the Information Division

The activities of the Ministry of Information shall cover matters relating to the Ministry's activities:

1) digitalisation and data repositories;

(2) the use of information in business and the right to information;

(3) security of service users, behaviour regulation and sanctions, privacy protection and confidentiality of services;

(4) freedom of expression of services;

(5) identity and electronic identification; and

6) automation and robotics.

§ 20
Information Division units

The information section shall comprise the following entities:

(1) the Communication Unit; and

2) the security unit.

ARTICLE 21
Data business unit

The Data Protection Unit is responsible for ensuring that information can be widely used as a raw material for business.

§ 22
Security Unit

The safety unit is responsible for ensuring that services and networks are safe for users and business operators.

Directorate-General
ARTICLE 23
Role of the network

The domain of the Directorate-General of the Ministry includes matters relating to the Ministry's activities:

(1) networks and networks used for the transmission of people, goods, services and information, as well as online markets;

(2) network coordination with land use, housing, services and livelihoods;

3) environment and climate policy;

(4) energy issues and propulsion;

5) mobility and the management and control of the use of networks;

(6) spectrum policy;

(7) authorisation to build and operate networks;

(8) network protection; and

9) Internet governance.

§ 24
Directorate-General Unit

The network shall comprise the following entities:

1) the development unit; and

2) the operational safety unit.

ARTICLE 25
Development unit

The Development Unit is responsible for ensuring that networks and online markets provide a sustainable platform for services.

§ 26
Operational Unit Unit

The operational unit shall be responsible for ensuring that the networks operate in all conditions without interference and in an environmentally friendly manner.

Ministry communications
§ 27
Responsibilities of the Ministry

The Ministry's communication is in line with the fact that the Ministry's communication is open, centralised and effective.

The Ministry's communication is directly under the authority of the Chief of Staff, which supports and assists the Ministry's management in the Ministry's communication and stakeholder activities. The Ministry's communication plans, implements and develops the Ministry's overall communication. The communication strategy is governed by the communication.

In addition, the Ministry's communication deals with matters concerning:

(1) external communication of the Ministry, media communication and media relations, stakeholder activities and social campaigning;

2) Ministry of Employment Communication;

3) network communications and social media communication channels;

(4) communication cooperation within the Council of State and the Ministry of Justice;

(6) visual expression; and

7) Ministry of Communications.

ARTICLE 28
Responsibilities of the Controller

The tasks of the Controller function are in force, as set out below, from the controller of the transport and communications services.

Chapter 4

Duties of certain officials

§ 29
Head of Division

Head of Division

(1) take part in the management of the Ministry and the administrative sector and lead the activities of its departments in such a way as to carry out the tasks assigned to it;

(2) is responsible for planning the operations of the department and preparing the operational and economic plan and the draft budget for the Group Steering Committee;

(3) is responsible for the quality of drafting of legislation and for the steering of legislative drafting;

(4) assist the Minister and the Chief of Staff in matters falling within the remit of the department;

(5) ensure the development of its staff;

(6) take initiatives, where appropriate, for legislative and administrative reform in the department's field of activity; and

(7) is responsible for the achievement of the performance targets set for the department and the use of appropriations allocated to the department.

The tasks of the Communication Director shall apply mutatis mutandis, as laid down in these Rules of Procedure.

ARTICLE 30
Head of Unit

Head of Unit

(1) participate in the management of the compartment and lead, supervise and develop the activities of its services in accordance with the policies and performance targets set;

(2) ensure that the functioning and economic plan and the budget proposal are prepared and monitored by the unit and the administrative organisations within its sphere of responsibility; and

(3) is responsible for initiating, implementing and monitoring projects in the service, as well as on the quality of legislation and other drafting.

ARTICLE 31
Transport and communications management

Secretary of the Transport and Communications Administration to assist the Chief of Staff

(1) supervise the quality of the planning, monitoring and reporting systems of the Ministry and its industry agencies and agencies, as well as risk management;

(2) assess the economy, efficiency and effectiveness of the operational units in the administrative sector;

(3) develop administrative reporting, risk management and anticipation as reliable, high quality and adequate;

(4) produce expert services, as requested by the Chief of Staff, and reports on the economy, efficiency and effectiveness of the activities of the administrative sector;

(5) provide expert services to departments and administrative agencies and institutions in matters of economic importance for risk management; and

6) take care of other tasks assigned to the Chief of Staff.

Chapter 5

Preparing things

ARTICLE 32
Deviation from strengthened division of labour

In spite of a reinforced division of labour, the official shall be required to carry out the duties which the Minister or Chief of Staff or Head of Department or Head of the Department concerned shall assign.

If the question of preparatory liability is unclear or discretionary, the Secretary of State shall decide which title to refer to. Similarly, the head of the department or the head of the relevant department shall determine who is to be referred to the department or the unit.

§ 33
Demonstration authorisation

The presentation of the President of the Republic, the General Assembly of the Government or the sitting of the Committee on Monetary Affairs shall not be distributed until the Minister has approved the presentation of it, unless the Minister has approved any other procedure.

The presentation

Before the matter is presented to the Minister or Chief of Staff, the rapporteur must submit the documents, together with the proposal for a decision, for approval by the Head of Unit and the Head of Unit.

When the matter is resolved by the Head of Division, the same method shall be applied to the head of the unit. The Head of Division and the Head of the Department may, for a specific reason, order certain items to be presented or included in the display list without being provided for or without explanation.

ARTICLE 35
In the Parliament hearing

If an official of the Ministry is referred to as an expert in the parliamentary committee, he shall inform the Minister and the Director of his services in advance.

A report shall be drawn up for consultation to the Minister, members of the civil service group and the head of the service.

Chapter 6

Transmission of information

§ 36
Information for chief of staff and department heads

In the case of the Chief of Staff and his department, the department manager shall be kept aware of the important issues raised and pending.

As for the Chief of Staff and the Head of Department, the Director of Communications and the Head of Unit shall apply mutatis mutandis.

ARTICLE 37
Coordination of the preparation of sections and units

Cases shall be prepared in close cooperation between all departments and departments whose tasks they concern.

The unit shall forward the decisions and opinions addressed to the other departments and entities concerned for information.

ARTICLE 38
Publicity and transparency

The Ministry is open and interactive. The communication follows the Ministry's communication strategy and communication instructions. Communication is part of management and preparation. Communication and stakeholder activity are the basic tasks of each official. The Ministry's communication and departments and departments shall cooperate closely in matters related to internal and external communication. The tasks of the Ministry's management, the officials and the Ministry's communications, as well as the division of labour, are presented in the Ministry's communications guidelines.

Each person who works at the Ministry is obliged to comply with good information management and is responsible for the documentation and information processed in accordance with the rules on the handling of the public law and the Ministry documents. Chapter 7

Settlement of cases

ARTICLE 39
Opinion of the Minister

The Minister shall decide the matters to be decided by the Ministry, unless the authority has been delegated to officials of the Ministry. Opinions and explanations to other authorities shall be presented to the Minister unless otherwise specified below.

ARTICLE 40
Opinion of officials

In accordance with Articles 44 to 52, the Secretary of State, the Heads of Department, the Director of Communications and other officials shall decide on matters of non-social or economic importance to be decided by the Ministry.

ARTICLE 41
Socially or economically significant

The Minister shall decide on a matter which the official would otherwise have to decide if it is of social or economic significance or if it is required to obtain the opinion of the Committee on Monetary Affairs.

Where it is unclear or discretionary, whether it should be considered as such a matter of social or economic importance that it should be brought to a decision by the Minister, the Minister shall decide whether or not he considers it to be such.

Before the presentation by the Minister of a decision on a matter falling within the authority of the official, which is presented to the Minister for a social or economic significance, the Secretary of State, prior to the presentation to the Minister, shall consult with the official who The case shall be settled, as well as with the head of this department or department outside the department.

ARTICLE 42
Important for the department

The Deputy Head of Division shall decide on a case which, in accordance with the Rules of Procedure, may be resolved by an official, if it is relevant to the operation of the compartment or otherwise significant.

ARTICLE 43
The right to arrest a minister and certain officials

Under Article 7 (2) of the Council Regulation on the Ministry of Transport and Communications, the right of the Minister and certain civil servants to retain a decision on a matter which would otherwise be to be resolved by an official is laid down.

If the Chief of Staff or the Head of Department takes a decision under the authority of a civil servant, it shall always be notified to the official concerned.

ARTICLE 44
Granting of freedom

The freedom of the civil service, to which the official is entitled under the law or the term of office, by an administrator or an official appointed by the Chief of Staff.

The rest of the freedom to grant:

(1) the Secretary of State for a maximum of two years;

2) to the official appointed by the Council of State for a maximum of two years as Chief of Staff; and

3) for longer periods than 30 days of the Chief of Staff and a Administrative Manager for up to 30 days.

On the granting of freedom of service for more than two years to officials appointed by the General Assembly of the Council, unless the question of freedom of leave to which a civil servant is entitled under a law, regulation or contract of law provides for: On the statute of the Government (2002) .

ARTICLE 45
Official travel order

The Minister will give his special assistant, the Secretary of State and the Chief of Staff a mission order. The Chief of Staff shall assign to the Head of Department, the Communications Director and the other directly subordinatees of the mission order.

The Head of Division shall issue a mission order to the Head of Unit. A communications officer shall be issued by the Ministry of Communications to the Ministry of Communications. To any other official, a travel order shall be issued by the Head of Unit.

ARTICLE 46
Chief of Permanent Secretary

The Chief of Staff shall, in addition to the provisions laid down in Articles 44 and 45, determine:

(1) giving an opinion or an explanation to other authorities in matters not covered by the decision of the Minister or Head of Department;

(2) allocating appropriations from the Ministry;

(3) the internal administration and order of the Ministry, if any matter of principle or otherwise important;

(4) the creation, modification and abolition of the Ministry's post;

(5) a branch authorisation for officials from the Ministry;

(6) the appointment or appointment of a senior official or a subordinate official appointed for the appointment of a subordinate or a civil servant for a period of not more than one year;

(7) issuing a warning within the meaning of Article 24 of the Civil Service Law;

(8) the remuneration of a ministry official;

(9) the presentation by a representative of a ministry to working groups or other preparatory bodies set up by the other authorities, when the matter is prepared for a number of departments in general or in general; and

(10) the provision of a travel order to the head of the administrative department of the Ministry or of the institution if the mission is paid by a non-member agency or an institution.

§ 47
Powers of the Head of Division

The Head of Division shall decide on matters relating to:

(1) giving an opinion and an explanation to other authorities in matters of minor importance in the field of activity of the department;

(2) administrative complaint in matters of general interest falling within the remit of the department;

(3) the use or allocation of appropriations allocated to the department for use by the service; and

(4) the presentation by a representative of the ministry to working parties or other preparatory bodies set up by the other authorities, unless Article 46 falls under the authority of the Chief of Staff.

ARTICLE 48
Head of Department of Services

The department head of the services department shall decide on matters concerning:

(1) the law on the right to pursue a business (122/1919) § 4 The authorisations referred to; and

(2) Maritime law (674/1994) in Chapter 5, Article 6 A derogation from the place of residence of the master's master's master.

ARTICLE 49
Head of the Directorate-General for Network

The Head of the Directorate-General of the Network shall decide on matters relating to the strengthening of the transport steering equipment for experimental purposes.

§ 50
Head of the Group's Guidance Section

On a proposal from the departments, the Head of the Directorate-General of the Group shall decide on the issues relating to public transport service purchases and state aids.

ARTICLE 51
Managing Director

The Administrative Manager or any other official appointed by the Chief of Staff shall decide on the internal administration of the Ministry concerning:

(1) freedom of leave, as provided for in the Rules of Procedure;

(2) benefits relating to the employment of the Ministry's staff, to which they are entitled under a law or by a collective or collective agreement; and

(3) the issuing of the certificate and the termination of the relationship.

ARTICLE 52
Economic Director

Any other official appointed by the Director-General or Chief of Staff shall rule on the implementation of the State budget and other matters relating to the management of the budget relating to the financial statements and its amendments.

Chapter 8

Other provisions

ARTICLE 53
Leaks

The Minister will confirm the annual leave of the Chief of Staff.

The Chief of Staff shall confirm the annual and annual leave order of the Heads of Department, the Media Director and the Traffic and Communications Administration.

The annual leave of the heads of unit shall be established by the department manager concerned.

ARTICLE 54
Committee and working group work

In accordance with Articles 46 and 47 of the Ministry of Foreign Affairs of the Ministry of Foreign Affairs, the Committee, the Commission or any other preparatory institution.

The official shall chair or member of the preparatory institution as a representative of the Ministry. The working group work shall respect the following principles:

(1) the Chairperson of the Working Party shall present the working party memorandum to the Minister, the Chief of Staff or the Head of Division; and

(2) as a member of a working party acting as a representative of the Ministry, he/she shall be obliged to present to his superiors the main recommendations and opinions of the group before signing the Working Party Memorandum.

ARTICLE 55
Capacity

The Secretary of State shall be responsible for preparing the Ministry's contingency and administrative capacity objectives.

The Chief of Staff shall be assisted by a standby officer, who:

(1) assist the Chief of Staff in the implementation of the precautionary and crisis management measures;

(2) contribute to the cooperation of the Council of Ministers; and

(3) take care of other stand-by cases ordered by the Chief of Staff.

The Head of Capacity shall report to the Chief of Staff as referred to in this section.

The Capacity Chief shall be assisted by a standby secretary to assist the standby.

The Chief of Staff, the Deputy Chief of Staff, and the Chief of Staff.

ARTICLE 56
The Legislative Director and the Strategic Director

The quality control and legislative process of the Ministry of Justice is governed by a legislative authority.

The preparation of the Ministry's strategies and the strategic process will lead to a strategic leader.

The head of the Legislative Director and the Strategic Director shall be the Chief of Staff. The Chief of Staff shall assign a more precise role to the legislative director and the strategic director.

ARTICLE 57
Replacement of chiefs of staff and department heads

In the presence of the Chief of Staff, he shall be replaced by a department head appointed by the Minister or by any other official appointed by the Council at the Ministry. The Deputy Head of Division shall be replaced by an official acting as a supervisor, appointed by the Chief of Staff. As a substitute for the Director of Communications in the field of economic and staff matters, all employer matters are acting as a senior officer at the ministry appointed by the Chief of Staff, and in other cases an official appointed by the Chief of Staff. Replacement of directors of department departments in the field of economic and staff matters, including all employer-related matters from officials in managerial positions of the Ministry and an official appointed by the Head of Division.

ARTICLE 58
Ministers' rapporteurs

In the Ministry of Transport and Communications, the rapporteurs, in addition to the civil servants working in the Council of Ministers, are the senior inspectors, specialists, specialist technicians and designers, officials responsible for these posts and others Officials appointed by the Ministry as rapporteurs.

ARTICLE 59
Entry into force and transitional provision

This procedure shall enter into force on 1 January 2016.

This Rules of Procedure repeals the Rules of Procedure of the Ministry of Transport and Communications of 1 July 2011 (2011) .

Before the entry into force of these Rules of Procedure, measures may be taken to implement it.
