In accordance with the decision of the Council of State, (19/02/2014) Pursuant to:

ARTICLE 1
Qualifications and the organisation of training in the field of vocational training

Graduates in vocational higher education are graduates with a higher education qualification and a higher education qualification. Graduate in vocational education and training is a postgraduate degree in vocational training.

The list in the Annex to this Regulation contains a list of qualifications awarded by the Polytechnic and the associated examinations.

Training leading to qualifications can be organised as international cooperation. Training leading to a qualification may also be organised in one or more degrees as a leading qualification, in combination with one or more foreign universities or Finnish Polytechnic University.

ARTICLE 2
Study structure

The studies leading to a vocational education qualification include:

(1) basic and vocational studies;

(2) freely chosen studies;

3) skilled traineeships;

4) thesis work.

The studies leading to a higher vocational education qualification include:

(1) advanced vocational training;

(2) freely chosen studies;

3) thesis work.

Vocational training courses include:

1. Basic pedagogical studies;

2) vocational pedagogical studies;

(3) training exercises;

4) other studies.

ARTICLE 3
Dimensions and scope of study

The criterion for the measure of the studies is the study point. The periods of study shall be scored according to the number of work required. The average of 1 600 hours of work required to complete one academic year of study corresponds to 60 credits.

The range of studies leading to a vocational qualification is 180, 210, 240 or 270 credits.

The range of studies leading to a higher vocational degree is 60 or 90 credits.

The list of studies leading to a qualification is set out in the Annex to this Regulation.

Vocational training courses leading to higher education qualifications will be at least 30 credits.

The scope of vocational teacher training courses is 60 credits.

The scope of specialisation training is at least 30 credits. (30/04/2013)

§ 4
Objectives of studies leading to a vocational education qualification

The aim of the studies leading to a vocational qualification is that the person who has completed the examination must:

(1) comprehensive, practical basic knowledge and skills, as well as theoretical criteria for working in the field of professional competence in their field of employment;

(2) capacity to monitor and promote the development of their profession;

(3) the conditions for their professional development and lifelong learning;

(4) adequate communication and language skills for the tasks of their sector and for international activities and cooperation.

§ 5
Objectives of studies leading to higher vocational education and training

The aim of the studies leading to a higher vocational education qualification is that the person who has completed the examination must:

(1) extensive and in-depth knowledge, as well as the necessary theoretical knowledge to act as an expert and managerial role in the development of working life;

(2) an in-depth view of the professional sector, its role in employment and social importance and the capacity to monitor and identify developments in research and professional practice in this field;

(3) capacity for lifelong learning and continuous professional development;

4) good communication and language skills for the tasks of their respective fields, as well as for international activities and cooperation.

ARTICLE 6
Objectives of vocational education and training

The goal of vocational teacher training is that the person completing teacher training has the capacity to:

(1) steer the learning of different students; and

2) develop their teaching profession, taking into account the development of working life and professions.

Objectives and demonstration of skills training

The aim of specialised training in higher education institutions is that, on the basis of their educational background and work experience:

(1) be able to operate in a professional capacity in the field of working life as defined in Article 11a (3) of the Professional Higher Education Act;

(2) to achieve the necessary in-depth knowledge of the expertise required by the expert, or the management of the horizontal package;

(3) know how to evaluate and develop professional practices in a specific field based on research or artistic activities;

4) be able to operate within communities and networks as an expert in their specific field.

Expertise is demonstrated in a manner defined in the contractual procedure provided for in Article 11a (3) of the Professional Higher Education Act.

Agreement on specialised training

The agreement referred to in Article 11a (3) of the Professional Higher Education Act requires that the parties to the contract form the majority of the professional universities who provide for a vocational qualification and a Training leading to qualifications in the area in which specialised training is organised. The working parties and the way in which the representatives of the working life have participated in the contract procedure must be included in the contract.

The specialisation training agreement shall agree at least on the name of the specialisation training, the extent of the training, the objectives, the target group and the demonstration of the student's expertise.

The professional college may also accede to the specialisation agreement after the conclusion of the contract. Originating parties shall be obliged to accept all professional higher education institutions providing training in the field of vocational education and training in the field in which specialised training is provided. Organisation of specialised training

Specialised training courses may be organised by professional higher education institutions which provide training leading to a vocational degree in vocational qualifications and qualifications in the area in which specialised training is organised. The organisation of specialised training requires the Polytechnic University to be a party to the contract referred to in Article 11a (3) of the Professional Higher Education Act.

§ 7
Language skills

The student shall, in the course of studies included in a vocational training course, show that he has achieved:

1) a knowledge of Finnish and Swedish, which is the subject of a law on language skills required by the staff of general government; (2003) Requires a university degree in a bilingual service area and is necessary for the pursuit of the profession and professional development; and

2) a written and oral knowledge of one or two foreign languages, which is necessary for the professional and professional development of the profession.

Paragraph 1 shall not apply to a student who has received his education in a language other than a Finnish or Swedish language, or a student who has received his education abroad. The language skills required for such a student are to be decided by the Polytechnic.

The Polytechnic University may, for a specific reason, exempt students from the language requirements laid down in paragraph 1 in part or in whole.

The language proficiency shown by the student is indicated in the diploma. The importance of language skills must be taken into account in the light of the provisions of the State Council Regulation on the allocation of Finnish and Swedish language skills (2004) Article 19 provides.

§ 8
Maturing sample

For the purposes of examination, the student must write a maturing sample in the field of study, showing familiarity with the industry and the Finnish or Swedish language skills. The College of Professional Qualifications shall decide on the ripening sample when the student does not require the language proficiency referred to in Article 7 (1).

§ 9
European Union legislation and international agreements

The training of the nurse (AMK), midwife (AMK) and the building architect (AMK), as well as vocational education and training, must meet the requirements of European Union legislation. In addition, maritime training must take into account the international agreement on the training, certification and watchkeeping of seafarers.

ARTICLE 10
Certificates

The College of Vocational Training grants a student a diploma in the course of his examination. Certificate shall also be issued for the completion of specialist training. An examination carried out in a language other than the Finnish or Swedish languages is also provided in Finnish or Swedish, and in addition to the Finnish or Swedish diploma in the Annex, the English diploma referred to in the Annex. If, in accordance with Article 1 (3), the training leading to an examination has been organised in conjunction with one or more Finnish or foreign universities, the certificate shall show the same training And other higher education diplomas awarded on the basis of diplomas and diplomas.

ARTICLE 11
Withdrawal of the right to study

University Law on the withdrawal of the right to study (19/02/2014) § 33 applies to education in the humanities, social and health sectors, physical education and vocational training. This provision also applies to vocational teacher training courses.

ARTICLE 12
Breakdown of financial criteria

97.5 % of the basic funding referred to in Article 43 (3) of the Professional Higher Education Act is determined by the quality, effectiveness and extent of the activity ( Funding based on results ) And 2,5 % on the basis of other education policies and research and development policy objectives.

85 % of the income-based funding is determined by the criteria for the calculation of training and 15 % on the basis of the criteria for the calculation of research and development.

ARTICLE 13
Funding for training and research and development activities

The financial contribution to be determined on the basis of the training shall be based on advanced vocational qualifications and vocational training courses conducted, study points completed, open vocational education or otherwise The number of studies, student feedback, international student mobility, and the number of people who have completed vocational training, as separate studies and training courses for immigrants.

The financial contribution to be determined on the basis of research and development shall be based on publications, higher vocational qualifications obtained, international mobility of staff and external financing of research and development.

ARTICLE 14
Funding based on other policy objectives and research and development policy objectives

The contribution of other training policy and research and development policy objectives will be directed towards the strategic development of polytechnics.

§ 15
Professional university index

In determining the increase in the cost level referred to in Article 43 (2) of the Professional Higher Education Act, the weight of the change in the general earnings index is 64 %, the change in the consumer price index is 21 %, and The change in the wholesale price index is 15 %.

The index for the amk index is 100 in 2000. The weighting of the costs referred to in paragraph 1 shall be adjusted periodically, at least every eight years.

ARTICLE 16
Change in cost level

In the context of the provision of State funding for the financial year of vocational institutions, account shall be taken of the increase in the level of expenditure estimated by the Ministry of Finance for the financial year and the vocational higher education index prior to the year in which the financial year was fixed. The difference between the change in the applied cost level and the change in the cost of the year indicated by the Ministry of Finance. The assessment of the change of costs should be based on the latest available data.

§ 17
Teachers' eligibility criteria

An appropriate postgraduate diploma or doctorate and a higher education qualification from the lecturer will be required by the top-teacher of the university.

For a specific reason, notwithstanding paragraph 1, a senior university degree may be taken by a person who has completed a higher education qualification and a person who has not completed a higher education qualification if the person is very familiar with the post Field of activity.

In addition, at least three years' practical experience in the field of qualifications is required for a teacher and a lecturer, whose main teaching function is the organisation of vocational studies.

ARTICLE 18
Qualifications for teachers in vocational education and training

Public list of specialist training courses

Information on the parties to the contract referred to in Article 11a (3) of the Professional Higher Education Act, the validity of the contract and the name and the name of the specialisation training, as provided for in the Agreement, shall be entered on the public list of specialist training courses. The National Board of Education shall make available to the public, by electronic means, a file on contracts for specific training courses in force.

§ 19
Application for authorisation

When applying for the licence of a professional college, it is necessary to clarify:

(1) the name and address of the professional university;

(2) the shareholders of a professional equity company;

(3) the name of the Polytechnic;

(4) the need and operational conditions of a professional college for the purposes of Article 4 of the Professional Higher Education Act;

(5) the profitability, solvency and liquidity of the professional college and their management in the year preceding the application, the year of application and the five-year period;

(6) the application of training responsibilities by degrees and diplomas, and the intended extent of the activity;

(7) the teaching and qualifications languages of the Polytechnic;

(8) the places where the professional university activities are to be organised;

(9) the facilities available for the operation of the Polytechnic and the support services and the related strategic plans;

(10) student services;

11) organisation of administration.

The application for authorisation shall also be accompanied by:

(1) a statement on the registration of a limited liability company in the register and the articles of association, the Treaty and the agreements concluded;

(2) the audited financial statements for the last year ending;

3) a plan for the organisation of the economy, management and internal control of a professional university company and other risk management.

If the information contained in the report referred to in paragraph (1) (5) has been constructed in a constructed manner, the information shall be certified by the auditor.

Where an applicant is an entity that has not acted, or has not previously been the owner of a professional university or a professional university, the application for authorisation shall, in addition to the requirement required under paragraphs 1 to 3, be clarified:

(1) an estimate of the costs of establishment and operation and the financing plan; and

2. The commencement of the operation of the Polytechnic University.

An application addressed to the State Council shall be submitted to the Ministry of Education and Culture.

§ 20
Entry into force

This Regulation shall enter into force on 1 January 2015.

Before 1 January 2014, the number of students who have completed their studies in music pedagogi (AMK) and a musician (AMK) will be 270 credits.
