In accordance with the decision of the Parliament:

Chapter 1

General provisions

ARTICLE 1
Police Polytechnic

Under the police department, there's a Police College. This school belongs to the Ministry of the Interior.

ARTICLE 2
Role of the Police College

The task of the Police College is to:

(1) to provide, in the field of internal security, higher education, based on research and cultural provision, on professional and managerial positions, as well as support for the professional growth of the individual and promote lifelong learning;

(2) pursue applied research and development in the service of the planning and development of police and internal security and the teaching of the Police College.

In the performance of its tasks, the Police College will cooperate with the national and international stakeholders of the police.

The training role of the Police College is laid down in greater detail by a Council regulation.

ARTICLE 3
Setting objectives

The Police Government and the Police College agree on the objectives and monitoring of the activities of the Police College for Education, Research and Development, for years at a time.

§ 4
Quality assessment

The College of Police College should evaluate and continuously develop its activities and quality systems. The College of Police College shall also be regularly involved in the external evaluation of its activities and its quality system and shall make public the results of the evaluation.

Chapter 2

Administration

§ 5
Internal administration

The internal administration of the Police College is managed by the government and the principal.

ARTICLE 6
Government

The Board of Directors is chaired by the principal. § 7
Government tasks

It is the government's task to develop the Police College's activities.

§ 8
Headmaster

The Home Office shall appoint the principal.

§ 9
Principal's duties

The principal's job is to run the Police College.

ARTICLE 11
Investigation board

ARTICLE 12
Delegation from the Police College

The Ministry of the Interior places a delegation to the Police College with the task of assisting the School of Higher Education to design and develop their activities and to assess the changes in the working environment of the Polytechnic and their impact.

The composition of the delegation is regulated by a Council regulation.

Chapter 3

Qualifications and teaching

ARTICLE 13
Teaching at the Police College

In the field of internal security, the College of Police Academy provides for higher education and vocational training and other forms of training. Part of the teaching qualification can be organised as an exercise in the services of the internal security authorities.

ARTICLE 14
Qualifications

In the field of internal security, the Police College may:

1) vocational higher education qualifications, which are university degrees;

2) higher vocational higher education qualifications, which are higher education qualifications.

The status of qualifications in the system of higher education diplomas is laid down by a Council regulation.

§ 15
Criteria, training programmes and curricula

The scope of the training courses leading to a vocational education qualification is at least 180 credits and not more than 240 credits. The scope of the training courses leading to a higher vocational education qualification is at least 60 credits and a maximum of 120 credits.

ARTICLE 16
Freedom of education and research to be held in the Police College

§ 17
Teaching language

The teaching and qualifications languages of the Police College are Finnish and Swedish.

In accordance with the decision of the Polytechnic University College, languages other than Finnish or Swedish may be used in teaching and diploma languages.

ARTICLE 18
Publicity of education

The teaching of the Police College is public, unless the law on public authorities' activities (18/09/1999) -subject. § 19
Non-payment of education

The teaching of a university degree and a higher vocational qualification is free of charge for the student. Selection and suitability tests for studies leading to qualifications are free of charge for students.

§ 20
Order training

The College of Police College may organise a university degree in university education in such a way that the State of Finland, the other State, the international organisation, the Finnish or foreign public body, the Foundation or the Private community.

Chapter 4

Student choices

ARTICLE 21
Number of students

The police authorities confirm the number of qualified students for the years to come.

§ 22
Eligibility for studies leading to a vocational degree

The studies leading to a university degree may be taken as a student by a person who has completed:

1) Law on the organisation of the baccalaureate (2006) The number of degrees or high school degrees;

(2) at least a three-year professional qualification or an equivalent previous qualification;

(3) as provided for in the Law on Vocational Training (1998) An initial vocational qualification, a professional qualification or a specialised qualification or an equivalent qualification;

(4) qualification of police officers in accordance with the provisions previously in force, a degree in police officers, a degree in police officers, a degree or a police officer's degree; or

(5) a foreign education which, in the country concerned, is eligible for higher education.

ARTICLE 23
Eligibility for studies leading to a higher vocational degree

The studies leading to a higher vocational education qualification may be taken as a student by a person who has completed a qualified university degree or other qualified university degree and who has at least three years' professional experience. § 24
Additional requirements for the training of police officers

ARTICLE 25
Safety report on student selection

§ 26
Access to information on the choice of police officers

§ 27
Student selection

The College of Police College decides on the basis for student selection. In the course of studies leading to qualifications, students can be divided into different categories based on different levels of education. Uniform selection criteria must be applied to students wishing to participate in the same group.

The choice and aptitude test may be used to justify the choice of students.

The College of Police Academy decides to accept a student. The notification of the outcome of the student election is laid down by a decree of the Government.

ARTICLE 28
Reception of the study site

Within the time limit laid down in the declaration of approval of the College of Police College, the approved student must inform the Police College of the receipt of a study.

§ 29
Loss of a study site

A student who has not, as provided for in Article 28, informed of the receipt of a place of study, has lost his place of study.

Chapter 5

Students

ARTICLE 30
Students enrolment

A student who has announced that he is taking up a place of study will have to register as a student at the Police College, as prescribed by the Polytechnic University.

Every school year, a student has to register in a manner prescribed by the Polytechnic University in order to be present or absent. The College of Police College may, for a justified reason, accept the presence or absence of registration for a shorter period of time and a change in the attendance or absence declaration. ARTICLE 31
Right to study

The student has the right to carry out the studies leading to the degree of university degree or to a higher vocational degree, in accordance with the curricula and the criteria laid down by the College of Police College.

A full-time student shall carry out the studies referred to in paragraph 1 up to a maximum of one year in a period corresponding to their scale. This maximum time does not include the time for which the student has been absent:

2) due to the suspension of their studies; or

3) due to temporary suspension.

The criteria for the maximum duration of studies referred to in paragraph 1 shall be laid down in the Police Professional Qualification Code.

ARTICLE 32
Loss of the right to study

A student who has not registered in the manner provided for in Article 30 shall lose his right to study.

Students who have not completed their studies within the period prescribed in Article 31 (2) or within the period prescribed in Article 31 (2) shall lose their right to study, unless the Police College, for special reason, grants him more time to complete his studies. Completion.

§ 33
Restoration of the right of study

In particular, the College of Police College may, on application by a student, restore the right to study, which has been lost by a student for a reason as referred to in Article 32.

The student must apply for reimbursement in writing within one year of the receipt by the student of the university's notice of the loss of the right to study.

§ 34
Credit assessment and correction procedure

The student has the right to be informed of the assessment of his credit assessment and of the application of the criteria to his study of the teacher who has carried out the assessment. The student has the right to be informed of the grounds for a decision on the exploitation of his studies.

The student who is dissatisfied with the assessment of his study or study of his studies may ask for a correction in writing from the teacher who has completed the evaluation or from a case of study exploitation. The request for adjustment shall be made within 14 days of the date on which the student has had the opportunity to obtain the results of the evaluation and the application of the criteria or the criteria for the exploitation of studies. ARTICLE 35
Right to a safe study environment

The student is entitled to a safe study environment.

§ 36
Student council

ARTICLE 37
Withdrawal of the right to study

The College of Police College may cancel the student's right of study if the student:

(1) lose Finnish citizenship;

(2) is no longer suitable for the position of the police officer or refuses to take part in the health check necessary to establish the state of health of the Police College;

(3) the penalty for an intentional offence, the nature and seriousness of which demonstrate that the student is unfit for police or internal security or to participate in the education or training of the Police College; and The judgment is final; or

The right to study may be revoked on the basis of paragraph 1 (1) or (2) only if the student is in the training referred to in Article 24.

The right to study may be withdrawn on the basis of paragraph 1 (2) only if the student's health status is assessed as permanent or long-term.

The right of study may be revoked on the basis of paragraph 1 (4) only if disciplinary action cannot be considered as an adequate sanction.

ARTICLE 38
Suspension of study

The College of Police College may suspend the student's studies if:

(1) there are reasonable grounds for suspecting that the student's right to study may be withdrawn on the grounds set out in Article 37; or

2) the student is suspected of having committed a crime within the meaning of Article 37 (1) (3), and there are very probable cause for suspicion.

A suspension decision shall be taken for a limited period of time, not more than one year at a time.

ARTICLE 39
Access to information about the withdrawal of the right to study and the suspension of studies

The student who is in the training referred to in Article 24 may order the examinations and studies carried out by a qualified health professional in order to establish the state of health if there are reasonable grounds for suspecting that the student is no longer The right one for the police. ARTICLE 40

The College of Police College may issue a written warning to the student or dismiss the student for a maximum period of one year if the student is:

(1) infringed the provisions of the order of law;

(2) acted fraudulently; or

(3) behaved inappropriately during the training referred to in Article 24, which is likely to undermine confidence in the proper management of the functions of the police.

Chapter 6

Staff

ARTICLE 41
Teachers

The teachers of the Polytechnic University are in a relationship with the state. Teachers are teachers and lecturers, as well as teachers in teaching posts, Commissioners, police officers and senior officers.

In addition to teachers, there may be trainers and lecturers at the Police College.

ARTICLE 42
Eligibility requirements and tasks of teachers

The qualifications and duties of teachers in the Police College are laid down by a decree of the Council.

ARTICLE 43
Appointment

The College of Police College appoints its staff with the exception of the principal.

Chapter 7

Outstanding provisions

ARTICLE 44
Use of the name and examination title of the Police College

The name of the Police College may be used only from the professional college referred to in this Act.

The master's degree in vocational education and training carried out in the College of Police College may not be used for any other examination carried out.

ARTICLE 45
Procedure for certain students

As regards the suspension of the studies, the withdrawal of the right to study, the suspension of a period of time and a written warning to the student, the principal shall be decided by the principal, unless the examination of the case and the decision by the Police College is not appropriate. ARTICLE 46
Appeals appeal

The decision to withdraw the right to study and to suspend the study may be implemented in spite of appeals, unless the government or administrative law of the Polytechnic University does not prohibit enforcement.

§ 47
Use of police uniform

A student of the Police College shall wear a police uniform when he/she takes part in a training course if he or she carries out a professional qualification as referred to in Article 24.

In accordance with the decision of the University of Police College, students and foreign police officers who are police officers and police officers can use a police officer's uniform. Foreign police officers can also wear uniforms from their own country.

ARTICLE 48
Information kept in secret

The College of Police College must inform students about when, in the context of education, information on the authority's activities under the law or other law of the law is to be considered.

ARTICLE 49
Treatment of sensitive information

However, the information on the health of the student must not be dealt with in the case of the disciplinary proceedings.

The College of Police College shall keep sensitive information separately from other personal data. The College of Police College shall define those officials who have the right to deal with the sensitive information referred to in paragraph 1.

Chapter 8

Entry into force and transitional provisions

§ 50
Entry into force and repeal provisions

This Act shall enter into force on 1 January 2014.

This law repeals the law on police training (1920/2005) (hereinafter ' the Repealed law .

ARTICLE 51
Police College and its staff

The Police College, as referred to in the repealed Law, is transformed into a police college for the purposes of this law. Transferring staff shall retain their rights and obligations in relation to the previous employment relationship.

Without the consent of the person concerned, the position of a teacher moving to a police college shall be converted into a lecturer, a lieutenant, a sergeant or a senior officer if he fulfils the eligibility criteria laid down in the post.

ARTICLE 52
Students with basic qualifications

At the time of entry into force of this Act, the undergraduate students of the police will be allowed to continue their studies and carry out the basic police qualification at the time of entry into force of this Act until 31 December 2016.

Without prejudice to the provisions of Article 22, if the student has not completed a police undergraduate degree within the period laid down in the first subparagraph, he may move from the provisions of Article 22 to a university degree leading to the post of police officer.

ARTICLE 53
Students in police training

At the time of entry into force of this Act, the police undergraduate students may continue their studies and carry out the law on police officers at the time of entry into force of this Act, in accordance with the provisions in force until 30 June 2015.

If a student has not completed a police examination within the time limit laid down in the first subparagraph, he or she may transfer to professional specialisation studies to be carried out on behalf of the supervisory authority, without completing the vocational training qualifications referred to in Article 22.

ARTICLE 54
Law graduate students

Upon the entry into force of this Act, the law of the police officers shall be allowed to continue his studies and to complete the police officer's examination in accordance with the provisions and regulations in force at the time of entry into force of this Act until 31 December 2017.
