In accordance with the decision of the Parliament:

ARTICLE 1 (15/05/582)
Industry

An independent expert organisation, independent of training and external evaluation, is the National Training Assessment Centre. The evaluation centre will provide information on training policy making and the development of education and early childhood education.

The Evaluation Centre is a member of the Ministry of Education and Culture.

ARTICLE 2
Tasks

The Centre shall be responsible for:

(1) carry out training and early childhood education, early childhood education, training and training providers and universities, in accordance with the evaluation plan referred to in Article 5; (15/05/582)

2. To do so in accordance with the assessment plan referred to in Article 5:

(a) the basic education (18/08/1998) Article 14 and the High School (19/1998) The assessment of learning outcomes for the achievement of the objectives of the hourly allocation referred to in Article 10 and the objectives of the curriculum;

(b) the law on basic vocational training (630/1998) Article 13 And the law on vocational adult education (631/1998) Article 13 And of the Law on the Basic Education of Art (633/1998) Article 5 Evaluation of learning outcomes for the achievement of the objectives of the educational plan referred to; (13/04/2013)

(3) support in the fields of early childhood education, education and training, higher education, evaluation and quality management; (15/05/582)

(4) develop the evaluation of training and early childhood education; and (15/05/582)

(5) provide for other tasks which are or shall be assigned to it.

ARTICLE 3
Director

The Evaluation Centre shall have a Director, who shall conduct the Centre's activities and shall be responsible for the performance of the Centre. The Director shall be appointed by the Government.

The Director shall decide the matters to be settled by the evaluation centre, if no other provision is laid down or laid down in the Rules. The decree of the Council of State provides for a more precise decision on the Director.

§ 4
Assessment Council

The Evaluation Centre shall be accompanied by an evaluation council which will monitor and develop the activities of the evaluation centre. The members of the Evaluation Council shall have the necessary expertise.

The composition, functions and quorum of the Governing Council shall be governed by a Council Regulation.

The Governing Council shall appoint the Evaluation Council for a maximum period of four years.

The Director and the staff representative shall have the right to speak and speak at the meetings of the Evaluation Council. The staff of the evaluation centre shall elect a representative from among their members to the evaluation council.

In the case of the Evaluation Council, the Chambers may be composed, including members outside the Governing Council. The Ministry of Education and Culture appoints the Chambers on a proposal from the Evaluation Council.

The composition, quorum, decision-making and decision-making powers of the Chambers are laid down by a decree of the Council of Ministers.

§ 5
Assessment plan

The Evaluation Council shall draw up a draft assessment plan to be adopted by the Ministry of Education and Culture. The evaluation plan shall include the assessment of the targets and the timing of the evaluations.

The principles to be followed in drawing up the evaluation plan are laid down in greater detail by a Council regulation.

ARTICLE 6
Payments

The fee rate and the amount of the fees for the assessment centre are laid down in the State payment law (150/1992) And the Decree of the Ministry of Education and Culture.

§ 7
Rules of procedure

The Evaluation Centre shall have Rules of Procedure, which shall be adopted by the Director after consulting the evaluation Council. The Rules of Procedure provide for the internal division of labour and the organisation of the administration.

§ 8
More detailed provisions

The assessment centre's operating principles, staff, eligibility criteria, negotiating municipalities and fees are regulated by a Council regulation.

§ 9
Entry into force

This Act shall enter into force on 1 January 2014.

ARTICLE 10
Transitional provisions for the opening of activities

University Law (558/2009) Article 87 (2) and (2004) Article 9 (2) of the Board of Education for Universities, Article 21 of the Basic Education Act, Article 16 of the High School Act, Article 24 of the Law on Vocational Training, Article 15 of the Law on Vocational Training, Free Education Of the law (182/1998) Article 7 of the Law on Education and Training as referred to in Article 7 of the Law on the basic education of art and the Law on Education and (182/1991) , the tasks assigned to the Board of Education for the monitoring of learning outcomes shall be transferred to the assessment centre on 1 May 2014. Such a date shall also be transferred to the Universities Review Board, the contracts and commitments entered into in the Education Evaluation Council and the Board of Education, as well as the rights and obligations arising therefrom and Previous evaluation dossiers relating to the transfer tasks to the Evaluation Centre, unless otherwise agreed.

The evaluation activity shall follow the assessment plan drawn up under the provisions in force at the time of entry into force of this Act until the assessment plan in accordance with Article 5 has been adopted.

ARTICLE 11
Transitional provisions for staff

With effect from 1 May 2014, the secretariat of the Higher Education Assessment Council and the transfer of staff from the Board of Education to the Review Centre shall be governed by the (18/04/1994) Article 5a.

The secretariat of the Education Evaluation Council will be assigned to the evaluation centre under contract law (55/2001) The transfer of the movement within the meaning of Article 10. The transferred staff shall be appointed as from 1 May 2014. A person employed in a fixed-term contract shall be appointed for a limited period of time as agreed in the contract.

The post of Director of the Evaluation Centre shall be established from 1 January 2014. Before the entry into force of this Act, the Ministry of Education and Culture may appoint officials to the office of the evaluation centre for the first time when they are filled.
