Chapter 1

Finnish Game Centre

ARTICLE 1
Finnish Game Centre

The Finnish Game Centre is an autonomous body governed by public law with the exception of the whole country, with the exception of the province of Åland. The Finnish Game Centre has regional offices whose areas of activity are governed by the Rules of Procedure of the Finnish Game Centre.

The role of the Finnish Game Centre is to promote a sustainable game economy, to support the activities of game-care associations, to take care of the implementation of game policy and to carry out the public administration tasks entrusted to it.

The Finnish Game Centre is controlled and supervised by the Ministry of Agriculture and Forestry. The Finnish Game Centre and the Ministry of Agriculture and Forestry shall each year negotiate the strategic objectives and performance targets for the activities of the Finnish Game Centre, which shall be recorded in the annual profit agreement.

ARTICLE 2
Role of the Finnish Game Centre

The public administration tasks of the Finnish game centre are:

(1) the hunting device (615/1993) And the Law on Game Management and the fishing licence fee (616/1993) The tasks laid down;

(2) the acquisition and maintenance of adequate insurance cover for the group insurance of hunters and the duties of the staff members of the game associations they appoint;

3. The appointment, control and control of game-care associations;

(4) the appointment, control and control of examiners and examiners for the hunting of game-care associations;

(5) the injury law (105/2009) § 25 The appointment, supervision and control of representatives of game management associations for the purposes of the inspections referred to; and

(6) the rest of the Finnish Game Centre, under this or other law, of public administrative tasks.

The other tasks of the Finnish Game Centre are:

(1) the promotion of a sustainable game economy and the control of the public interest in the game economy;

(2) monitoring of the condition, development, sustainability and vitality of animal populations and the development of these related activities in combination with research;

3) promotion of game management and the management of game habitats;

(4) preparation, preparation and updating of management plans for game species and management of their habitats;

5. Promoting the prevention of damage caused by game;

(6) promoting sustainable, safe and ethically acceptable hunting;

(7) promoting the activities of game societies and training of game managers;

(8) the production of expert, training and advisory services for hunting, hunting and game animals;

(9) information and communication;

(10) Maintaining and developing common information systems, data repositories and information services for the Finnish Game Centre and Game Management Associations, and the development of common information systems, data repositories and information services in the industry; Participation;

11) participation in international cooperation; and

(12) other assigned and assigned tasks which do not involve the exercise of public authority.

The Finnish Game Centre shall provide the Ministry of Agriculture and Forestry on a regular basis with information provided by the Ministry of Agriculture and Forestry on the management of public administrations and other tasks.

For the performance of the tasks referred to in paragraph 1, paragraphs 1, 2 and 6, more detailed provisions may be adopted by the Government Decree. Details of the tasks referred to in paragraphs 1 (3) to (5) and 2 (2) (1) to (11) may be laid down by a decree of the Ministry of Agriculture and Forestry.

ARTICLE 3
Government of Finland's Game Centre

The supreme institution of the Finnish game centre is the government. The Ministry of Agriculture and Forestry appoints ten members of the Board of Directors of Finland. The National Council, as referred to in Article 4, shall present six members of the Board of Directors to the Board of Directors to represent the persons who have paid for the regional meetings provided for in Article 13. In addition, one of the members of the Ministry of Agriculture and Forestry is a member of the Ministry of Agriculture and Forestry and one of the staff of the Finnish National Centre for Agriculture and Forestry and one of the staff of the Finnish Game Centre. Each member shall have a personal alternate with the same provisions as the Member. The rights and obligations of a member representing staff members shall be the same as those of other members of the Board of Directors. However, a member representing the staff shall not be entitled to participate in the proceedings of the management of the Finnish Game Centre's management, the conditions of employment of the staff or the fight against collective action.

The Government's quorum, functions, mandate and setting are laid down by a decree of the Government.

The members of the Board of Directors shall be subject to provisions relating to criminal liability when performing public administrative tasks or dealing with matters relating to the use of funds.

§ 4
National Game Council

In the case of the Finnish Game Centre, there is a National Game Council with the task of dealing with matters relating to the game. The functions of the National Council of Ministers are laid down in more detail in the Council's regulation.

The members of the National Game Council shall be appointed by the Ministry of Agriculture and Forestry. The Regional Council shall be composed of representatives of the regional meetings referred to in Article 13 below. In addition, representatives of the National Game Council shall be composed of:

(1) Ministry of Agriculture and Forestry;

2) the Ministry of the Environment;

3) Forestry;

(4) a public entity for the forestry sector;

(6) an organisation of national importance for agriculture and forestry;

(7) an organisation of national significance for hunting and game management;

(8) an organisation of national importance for nature conservation.

Each member shall have a personal alternate with the same provisions as the Member. The Ministry of Agriculture and Forestry shall appoint a Chairperson and a Deputy Chairperson of the members of the regional meetings.

The quorum, the term of office and the setting up of the national council are laid down by a decree of the State Council.

The matters dealt with at the meeting of the National Crisis Council shall be prepared and presented by the Director of the Finnish Game Centre or by a person appointed by him.

§ 5
Regional Game Councils

Regional game councils operating within the Finnish Game Centre. The role of the Regional Game Council is to address the issue of the game economy and to support, direct and assist the activities of the regional office of the Finnish Game Centre in non-public administrative and human resources management. The tasks of the Regional Council are laid down in more detail in the Council's regulation.

The regional councils are appointed by the Ministry of Agriculture and Forestry. The Regional Game Council shall not exceed 10 members. The Regional Policy Council shall include six members of the Regional Assembly referred to in Article 13 and a representative of the Provincial Union, a representative of the Economic, Transport and the Environment Agency, a representative of the Forestry Centre and a regional representative of the land Representative. Each member shall have a personal alternate with the same provisions as the Member. The Ministry of Agriculture and Forestry shall appoint a Chairperson and a Deputy Chairperson.

The quorum, the term of office and the establishment of the Regional Council are laid down by a decree of the Council of Ministers.

The matters to be discussed at the meeting of the Regional Council are prepared and presented by the staff member of the Finnish Game Centre.

Premiums and reimbursement of expenses

The Ministry of Agriculture and Forestry confirms the fees of the President, the Vice-President and the members of the Board of Directors of the Finnish Game Centre, the National Board of Game and the members of the regional game councils, and the criteria for reimbursement of expenses. Reimbursement of fees and expenses shall correspond to fees and allowances generally payable in the public administration.

ARTICLE 6
Staff of the Finnish Game Centre

The Finnish game centre has a director, a Head of Public Administration and a necessary number of other staff. The employment of the staff of the Finnish Game Centre is a contractual relationship.

The Head of Public Administrator shall be subject to the provisions relating to criminal liability. Criminal liability shall also apply to other staff members of the Finnish Game Centre when dealing with public administrative tasks or dealing with matters relating to the use of funds.

The State Council appoints the head of the Finnish Game Centre and the head of public administration. In preparing the decision of the Council of State, the Government of the Finnish Game Centre shall be consulted. Other staff shall be appointed by the Director.

The competence of the Director of the Finnish Game Centre shall be a higher education qualification, a good knowledge of the game economy and, in practice, proven leadership. The competence of the Head of the Finnish Centre for Public Administration is a higher education qualification, a good degree of familiarity with the game economy and an administrative experience.

§ 7
Role of the Head of the Finnish Game Centre

The role of the Head of the Finnish Game Centre shall be to lead and develop the activities of the Finnish Game Centre, with the exception of public administrative tasks and the performance of the operations. The Director shall also ensure the preparation of the proceedings of the Finnish Game Centre and the implementation of government decisions.

§ 8
Managing public administration tasks

The Head of Public Administration shall be responsible for the management of the public administrative functions provided for in Article 2 (1) of the Finnish Game Centre. The Head of Public Administrator shall be independent in the performance of the public administration function.

The Head of the Public Administrator may, in writing, instruct the staff of the Finnish Game Centre to exercise public authority in the matters referred to in Article 2 (1) for which he or she may Considered to be adequate training and experience. However, the staff of the Finnish Game Centre may, for a specific reason, be able to determine the matters referred to in Article 41 (1) to (3) of the hunting law. The designated person shall be independent in the performance of the public administration function. The Head of Public Administrator may retain the power of decision independently of the written order.

Other tasks of the Head of Public Administration may be laid down by a decree of the Government.

The authorisation decision referred to in the hunting device may be signed in a machine-readable manner. An application for authorisation as referred to in Articles 10 and 26 of the Hunting Act may be resolved without an introduction.

Deputy Head of Public Administrations

The Ministry of Agriculture and Forestry determines the head of the Head of Public Administrations, acting as the head of public administration.

A person who fulfils the eligibility criteria laid down in Article 6 (4) may be designated as a substitute.

Accounting and auditing of the Finnish Game Centre

The accounts of the Finnish Game Centre, accounting and financial statements, are subject to the accounting law (136/1997) Provides.

The audit of the Finnish Game Centre shall be subject to the audit law (17/01/2015) Provides. (18/09/1216)

L to 1216/2015 (2) shall enter into force on 1 January 2016. The previous wording reads:

The audit of the Finnish Game Centre shall be subject to the audit law (209/2007) Provides.

The Ministry of Agriculture and Forestry determines the auditors of the Finnish Game Centre.

Chapter 2

Fish and Game Associations

ARTICLE 10
Fish and Game Management Association

The Game Management Association is an independent operator based on the ownership of the game, and the self-employed by the hunters paid by the law on the licence fee, which has its own geographical area of activity. The Finnish Game Centre directs and supervises the activities of game management associations.

The Game Management Association is responsible for promoting a sustainable game economy in its area of activity, the promotion and organisation of the voluntary activities of the hunters, and the public administration tasks entrusted to it.

Game management associations shall be subject to the association law (103/1989) As set out below.

ARTICLE 11
Line of action of the game management association

The area of activity of the game management association is one or more municipalities. The operational area may, for a specific reason, deviate from the municipality's boundaries if it is appropriate for the purpose of geographical or locality. However, the game management area shall be based on the property register law (392/1985) , in such a way that the area of activity is coherent.

The areas of action of game associations shall be established by the Finnish Game Centre on a proposal from the relevant game association or the associations of game management associations concerned.

ARTICLE 12
Connection and distribution of game-care associations

The confectionists' associations, which wish to merge, submit a joint motion to the Finnish Game Centre. It will be decided at meetings of associations of game associations. The proposal should include a proposal for an area of action and a name for the game management association to be established.

The Finnish Game Centre's division into two or more game associations is held by a meeting of the relevant game association. The proposal should include a proposal for the activities and names of game management associations to be established.

The Finnish Game Centre shall decide on the combination and division of game management associations on the basis of the proposals referred to in paragraphs 1 and 2. The new Game Management Association shall start its activities from the beginning of the following calendar year. However, the New Game Management Association must hold a meeting of the Game Management Association to select the Board within two months of the decision taken by the Finnish Game Centre.

ARTICLE 13
Regional meetings

Regional meetings are the meetings of representatives of the associations of game centres in Finland's game centre. Each game management association operating in the area of activity may select one representative and a deputy representative for the regional meeting. Each representative shall have at its regional meeting one vote. The meeting shall elect a chairman from among its members.

The regional meeting is held once a year. In addition, an extraordinary meeting shall be held if the Regional Council so decides, or if at least one third of the governments of game-care associations operating in the region, request it in writing in writing From the game centre.

The tasks of the Regional Assembly are laid down by a decree of the Government.

ARTICLE 14
Role of the Game Management Association

The public administration functions of the game management association are:

(1) the organisation of hunting and hunting examinations, as referred to in the law on game management and the Law on the fishing licence fee;

(2) participation in the off-road checks referred to in Article 25 of the Act;

(3) assisting the authorities responsible for monitoring compliance with the hunting law, under the control of the hunting; and

(4) other public administrative tasks under this or other law of the game management association.

The other functions of the game association are:

1) promoting a sustainable game economy;

2) promoting sustainable, safe and ethically acceptable hunting;

3) promoting the prevention of game management, the sustainability and vitality of game populations and the prevention of damage to wildlife habitats and game;

(4) the production of expert, training and advisory services relating to hunting, hunting, hunting and game animals, and related information and communication; and

(5) carrying out the tasks assigned to it by the other or the Ministry of Agriculture and Forestry.

For the purpose of carrying out the tasks referred to in paragraph 1, more detailed provisions may be laid down by the Government Decree. Details of the tasks referred to in paragraph 2 (1) to (4) may be laid down by a decree of the Ministry of Agriculture and Forestry.

§ 15
Membership of the Game Management Association

The person who paid for the dispute may be a member of the game association in which he or she mainly hunts or the game-care association in which he is domiciled in the municipality in the area of activity. A person cannot be a member of a multi-game association at the same time. If a person is not part of a game association, he shall be entered in the hunter register on the basis of his home country.

After the examination of the hunter's degree, the person must declare the membership association's membership of the hunter's examiner, who is responsible for sending the notification in accordance with Article 7a of the Law on the Posting of Game and the Law on the fishing licence fee. Shall be entered in the hunter register. The person who has carried out the game shall declare the membership of the Association of Game Management in the hunting register. After the payment of the game, the game association cannot be replaced by the hunting year referred to in Article 4 of the hunting law.

Membership of the Game Management Association shall cease if the game management is not carried out or the person is subject to a hunting ban.

ARTICLE 16
Meetings of the Game Management Association

The decision-making power of the game association is the annual meeting of the Game Management Association. The annual meeting shall elect a chairman from among its number. The annual meeting each member of the 18-year-old has one vote. A member at least 18 years of age may authorise another member to represent himself at the annual meeting. However, no one shall represent more than five members. The members of the game association under the age of 18 are entitled to a speech and attendance at the annual meeting of the Association of Game and Game.

An extraordinary meeting of the game association shall be held when the Board of the Game Management Board deems it necessary or at least one tenth of the 18-year members of the game-care association to do so It is requested in writing by the Government of the Game Management Association. An additional meeting shall otherwise be in force, as provided for in the first paragraph of the annual meeting.

The issues to be dealt with at the meeting of the Association are regulated by a Council regulation.

§ 17
Government of the Game Management Association

The Fish and Game Association has a government. The annual meeting of the Association of Game Management Associations shall be elected by at least five members and a maximum of eight members and a personal alternate from a full member of the Board of the Game Management Board aged 18 years. The annual meeting shall be first selected by the Chairman of the Board of Directors and his alternates, and then by other members and alternates. The Board of Directors shall be elected by the Board of Directors of the Board of Directors.

In addition to the members referred to in paragraph 1, the Annual Meeting of the Association of Game Management Associations shall elect one of the members and his personal alternate from the candidates proposed by the relevant land-owned organisations. In the areas referred to in Article 8 of the Hunting Act, in addition to the members elected by the Annual Meeting of the Game Management Association, the Board of Directors consists of a member of the Forestry Board who has a personal deputy appointed by the Forestry Board.

The Government's quorum, functions, its members' term of office and severance grant are laid down by a decree of the Government.

ARTICLE 18
Application of the provisions of the Association Law to the Game Management Association

Article 26 (1) and (2) of the Association Law shall apply to the meeting of the Association of Game and the Board of the Game Management Association, Article 32 (1) and (2) of the Act, Article 32 of the contested decision, Article 33 of the Decision The invalidity and the prohibition of the implementation of Article 34. The publication of the Protocol shall be governed by the provisions of the law on the publicity of public authorities (18/09/1999) Provides.

§ 19
Operators of the Association for Game Management

The game management association has a work-related activity director.

The Executive Director shall take and dismiss the Board of the Game Management Association. The tasks of the Executive Director are laid down by a decree of the Government.

§ 20
Other staff of the Game Management Association

The game management association may consist of hunters, examiners and examiners and other agents necessary for the activities of the game association.

A member of the Association of Game Management Associates may be appointed by:

1) has reached 18 years;

(2) is full; and

3) is known as 'honest and trustworthy' and is suitable for personal qualities.

ARTICLE 21
Specific training requirements

A person may be appointed as a hunting examiner and a person who is:

(1) have successfully completed the training required by the Finnish Game Centre in question; or

(2) not earlier than six months before the date of application for a new appointment, a refresher training required by the Finnish Game Centre, provided that the applicant has previously been appointed to a similar post in paragraph 1; Based on.

The Ministerial Decree of the Ministry of Agriculture and Forestry provides for more details of the training referred to in paragraph 1.

§ 22
Restrictions on staff members

A maximum of five years at a time may be appointed for the hunting examiner of the game association and for the examiner and the examiner's examiner.

ARTICLE 23
Tasks and rights of the hunting administrator

The task of the hunting supervisor is to monitor the legality of hunting and game management within its territory and, where appropriate, to inform the authorities responsible for monitoring compliance with the hunting law, the Finnish Game Centre, To the holder of the right of hunting and to the owners of the right of hunting and, for this purpose, to assist the police and other authorities.

In the performance of its duties, the Hunting Officer shall have the right to verify the identity of the hunter, the right to hunt, the performance of game management and the performance of the amputee. In addition, the observer shall have the right to check the fishing gear and methods.

The Hunting Officer has an obligation to present a certificate of the right to act as a hunting officer on request.

§ 24
Criminal liability in the case of the Association of Game

The members of the Board of Directors of the Game Management Association and its staff shall be subject to the provisions on civil liability when they perform public administrative tasks or decide on the use of the funds of the game association.

ARTICLE 25
Accounting and auditing of game management association

The accounting records and accounts of the game management association shall be subject to the rules laid down in the Accounting Act.

The auditing association's audit shall be subject to the provisions of Article 38a of the Law on Associations.

The Ministry of Agriculture and Forestry or the Finnish Game Centre may instruct the auditor to check the accounts of the game management association.

Chapter 3

Miscellareous provisions

§ 26
Administrative procedure in the Finnish Game Centre and Game Management Association

The administration of public administrative tasks shall be governed by: (2003) , the Law on Public Access to the Activities of the Authorities, (1886/2003) And the Law on e-business (2003) Provides.

The language used in the Finnish Game Centre and in game management associations is valid. (423/2003) Provides.

§ 27 (22/02/2011/1421)
Rules of procedure

The Finnish Game Centre and Game Management Association have rules of procedure laid down by the Ministry of Agriculture and Forestry on a proposal from the Finnish Game Centre.

The Rules of Procedure of the Finnish Game Centre provide:

(1) areas of activity and their boundaries;

(2) the organisation in so far as it is not provided for in this Act or in the Council's Regulation;

(3) management and the exercise of the authority;

(4) members of staff other than the Director and the Head of Government and their duties in so far as they are not provided for in this Act or in the Council's Regulation;

(5) any surrogate other than that of the Head of Government;

(6) the procedures and procedures for convening and meeting the meetings of regional assemblies, the regional councils, the national council and government, and other relevant matters concerning these institutions; and

(7) other tasks, in so far as they are not provided for in this Act or in the Council Regulation.

The rules of procedure of the game associations provide for:

(1) the convening of the meeting of the Game Management Association and the Board of Directors and the procedures for meeting the meetings and other matters relating to these institutions;

(2) the general organisation of the activities of the game association; and

(3) other tasks, in so far as they are not provided for in this Act or in the Council Regulation.

ARTICLE 28
Decision-making procedure

The decision of the institution referred to in Articles 3 to 5, 13, 16 and 17 shall be an opinion which has received more than half of the votes cast. Elections are the ones that have been elected the most votes. In the event of a tie, the opinion of the Chairman of the outcome of the vote shall be equally decisive, except in the light of the election.

§ 29
Legal capacity, legal capacity, designers and reception of service

The Finnish game centre and game-management societies can obtain the rights of their names and make commitments, own property and claim, carry and respond to the courts and other authorities.

The name of the Finnish Game Centre shall be written by the Chairperson of the Board of the Finnish Game Centre or, in his absence, the Vice-Chair, together with the Director of the Finnish Game Centre or with the staff member under the Rules of Procedure. However, the Director of the Finnish Game Centre or the staff member provided for in the Rules of Procedure may write down the name of the Finnish Game Centre in matters of minor importance and in matters decided separately by the Board of Directors. In the case of public administrative tasks, the name of the Finnish Centre shall be written by the Head of Public Administration or by a staff member appointed by him.

The name of the Board of Directors shall be written by the Chairperson and the Vice-Chair of the Board of Directors together, or by either of them with a member of the Board of Directors or the Executive Director. However, the Executive Director may write the name of the game management association with minor importance, as well as in matters decided by the Board of Directors.

The subpoena and other service provided to the Finnish Game Centre shall be deemed to have been transmitted when it has been served on the Chairperson or Deputy Chairman of the Government of the Finnish Game Centre or the Director of the Finnish Game Centre. The summons and any other service shall be deemed to have been communicated to the game association when it has been served on one of the persons referred to in paragraph 3.

ARTICLE 30
Correction procedure

The decision of the Finnish Game Centre other than the decision referred to in Article 2 (1) (1) and the decision on the approval of a hunting certificate or of a shooting sow shall require a correction from the Finnish Game Centre as The administrative law provides.

ARTICLE 31 (31.1.2011)
Appeals appeal

The decision to appeal against the claim referred to in Article 2 (1) (1) of the Finnish Game Centre and the decision to remedy the objection may be appealed to the administrative court, as referred to in the Administrative Law Act (18/06/1996) Provides. An appeal to the decision of the administrative court shall be lodged only if the Supreme Administrative Court grants an appeal.

The decision of the Finnish Game Centre, as referred to in paragraph 1, may be implemented in spite of the appeal. However, the appeal authority may prohibit the implementation of the decision.

ARTICLE 32
Financing of activities

The financing of the activities of the Finnish Game Centre and of game management associations is laid down in the Law on Game Management and on the fishing licence fee.

The Finnish Game Centre and game-management societies can apply for, receive and manage other assets and revenues.

The other income of the Finnish Game Centre and of game management associations shall be used for the expenditure incurred without producing any profit.

§ 33
Fees to be charged on performance

The fees to be charged to the Finnish Game Centre and the associations of game management associations shall be subject to the provisions of the State Payment Act (150/1992) Provides.

§ 34
Monitoring the use of funds

The Ministry of Agriculture and Forestry monitors the use of funds from the Finnish Game Centre and game management associations. For control purposes, game management associations and the Finnish Game Centre shall provide the Ministry of Agriculture and Forestry with the information and reports requested.

ARTICLE 35
The exercise of a life

The Finnish Game Centre and game-management societies are allowed to conduct a business which supports their purpose and does not jeopardise their objectivity in the management of public administrative tasks.

Chapter 4

Entry into force

§ 36
Entry into force

This Act shall enter into force on 1 March 2011.

The Ministry of Agriculture and Forestry may take action before the entry into force of this Act.

ARTICLE 37
Transitional provisions concerning tasks, rights and obligations

At the time of entry into force of this Act, the Finnish Game Centre will be dealt with and resolved by the Finnish Centre for Hunting and Game. The Finnish Game Centre will migrate to the rights, contracts, commitments and obligations of the Central and Game Management Services.

Upon entry into force of this Act, existing authorisations, approvals, prohibitions, restrictions and decisions shall remain in force on the conditions mentioned therein.

ARTICLE 38
Transitional provisions for game management associations

At the time of entry into force of this Act, game management societies will continue to operate in their areas of activity. At the latest by 31 December 2013, the Finnish Game Centre shall, in accordance with Article 11 (1), establish the areas of activity of game management associations in accordance with Article 11 (1), on a proposal from the game management association or the associations concerned.

ARTICLE 39
Transitional provisions for staff

At the time of entry into force of this Act, the employment contract staff of the central organisation of the hunting party and of the game centres shall pass through the entry into force of this Act to the Finnish Game Centre. (55/2001) in Chapter 1, Article 10 In accordance with the principles set out in the transfer. Transferring staff shall retain the rights and obligations attached to the service at the time of the transitional period and their remuneration in euro.

The Finnish Game Centre does not have the right to terminate the employee's employment contract solely on the basis of the transfer of the movement referred to in Article 10 of Chapter 1 of the contract law.

During the three years following the entry into force of this Act, the Finnish Game Centre shall invest in the same unemployment insurance law (1290/2002) in Chapter 1, Article 9 , where a person has performed his duties before the entry into force of this law, unless otherwise agreed. The tasks of the Finnish Game Centre, or new activities or tasks to be set up, with the exception of the duties of the Director of the Finnish Game Centre and the Head of Public Administrations, may be filled in without declaring the Staff, if the person agrees to the action.

Any changes in the place of activity resulting from the reform shall be carried out after a transitional period of three years, unless the worker gives this prior written consent to the changes. However, the seat may be changed by the employer's decision in the working area.

ARTICLE 40
Transitional provisions concerning the establishment of a Finnish game centre

The Government of the Central Organisation of Huntsons is the government of the Finnish Game Centre until the government has been appointed under this law. The Executive Director of the Central Organisation of Hunters shall be the Director and Deputy Executive Director of the Finnish Game Centre as Head of Public Administration until the Director and the Head of Public Administration is appointed under this law. The Head of the Finnish Game Centre and the Head of Public Administrator shall be appointed by 30 September 2011.

The offices of the game centres and the areas of operation of game centres shall comprise the regional offices and areas of activity of the Finnish Game Centre until the rules of procedure of the Finnish Game Centre are established under this Act. The Rules of Procedure shall be established by 31 December 2011.

Until 31 March 2011, meetings in accordance with Chapter 9 of the hunting law of the game of hunting law were held as regional meetings of the Finnish Game Centre. The meetings will make proposals to both the Regional Council and the National Game Council on the appointment of a list of members. The Ministry of Agriculture and Forestry appoints both the Regional Councils and the National Game Council by 30 April 2011. The Board of the Finnish Game Centre shall be appointed by 31 May 2011.

ARTICLE 41
Transitional provisions for hunters and examiners and examiners
