In accordance with the decision of the Council of State, which has been presented by the Ministry of Transport and Communications, (2011) Pursuant to:

Chapter 1

General provisions

ARTICLE 1
Scope

This Regulation lays down further provisions on driving licences (2011) On driving licences, driving licences, driver training and the driving licence and driving licence procedure.

ARTICLE 2
Derogations from the scope of the right to drive in Finland

The holder of a driving licence may, in addition to the extent of the right to drive, in Article 7 of the driving licence, drive other vehicles in Finland other than in the province of Åland as follows:

(1) an E-class examiner with a driving licence equivalent to the class of tractor, and a D1 and D class examiner who has a category C driving licence may drive the vehicle or combination of vehicles used for the examination; and The shortest route back;

Automatic vehicle vehicle

Automatic vehicle within the meaning of Article 7 (3) (2) of the driving licence is a vehicle without a coupling pedal or, in the case of a motorcycle, hand-operated coupling lever to be used by the driver upon departure or When stopping and changing gears.

Driving licence and driving licence

§ 4
Identification of the applicant when using electronic services

In accordance with Article 9 (3) of the Driving Licence Act, the use of electronic services in accordance with Article 9 (3) of the driving licence requires the user to be reliably identified by the law on strong electronic identification and electronic signatures. § 5
Report on the licence issue

In order to obtain a driving licence for the purposes referred to in Article 5 (4) of the driving licence, the applicant shall, within the meaning of Article 10 (1) (5) of that Law, present:

(1) a certificate issued by a civil protection establishment certifying that the applicant has been approved for training in the field of civil protection, which requires a Class C driving licence, or a certificate issued by a civil protection body certifying that a person belonging to the contract fire department needs to: A driving licence for that category;

(2) a certificate issued by a nurse certifying that the applicant needs a Class C driving licence in the course of the primary care service;

(3) a certificate issued by a repair or maintenance undertaking that a person works in an undertaking where maintenance and repair work is required for maintenance and repair activities requiring a category C or D driving licence;

(4) the law on professional qualifications of drivers of other trucks and buses (273/2007) A certificate issued by the body referred to in paragraph 3 (2) that the person acts in the function referred to in that paragraph, which requires a driving licence within the meaning of the law.

The author of the report referred to in paragraph 1 shall immediately inform the police if the person referred to in the report no longer has the right to drive or the driving licence referred to in the report is no longer necessary.

ARTICLE 6
Driving licence markings and codes

Harmonised codes for driving licences to be issued in the EU or EEA State and only the national codes used in Finland are attached to this Regulation. Harmonised code 05 is not available in Finland. Code 44 shall use the subcode. For the purpose of changing the driving licence issued in another EU or EEA State, the codes in the driving licence shall be transferred to the driving licence.

The markings shall be made on the back of the licence form next to the relevant class mark. The space under the driving licence categories may be entered into a code relating to all categories, including, where appropriate, a single category or individual category code, which shall be accompanied by the category or categories concerned.

The date on which the driving licence is issued shall be the date on which the driving licence was issued on the licence register, which may, prior to the centralised registration of driving licences, deviate from the actual The date of issue. § 7
Transmission of driving licence by post

The licence shall be sent to the applicant by post if the conditions for the release of the driving licence are satisfied, the identity of the applicant is certified in accordance with Article 9 (3) of the driving licence procedure and the police do not consider Article 26 (1) of the driving licence The barrier referred to in paragraph 1.

However, by way of derogation from paragraph 1:

(1) a driving licence issued with a driving licence issued in another EU or EEA State or abroad;

(2) the driving licence referred to in Article 5 (3) and (4) of the driving licence;

(3) a driving licence for which the applicant does not have an address referred to in paragraph 2 or whose mailing is an obstacle within the meaning of paragraph 1.

The Transport Safety Agency shall be responsible for the posting of driving licences to the applicant and in the case of point 3 to the police.

§ 8
Return of the previous driving licence in the context of mailing

If the holder of a driving licence has a prior driving licence, he shall return it in accordance with the instructions of the Transport Safety Agency accompanying the mail consignment. However, the holder of a short-term licence with a prior driving licence may, in the course of a driving licence, transfer his driving licence to the examiner for the purpose of supplying the police.

If the licence cannot be returned, as it is no longer recoverable due to loss, anasoning, destruction or any other similar cause, the licence holder shall make a written report to the police. If a driving licence is later found, it shall be transmitted to the police pursuant to Article 25 (3) of the driving licence.

The information on the refund of a driving licence or of the obstacle referred to in paragraph 2 shall be entered in the vehicle register.

In addition to driving licences within the meaning of Article 26 (3) of the driving licence, the police must also retain a driving licence issued in accordance with Article 5 (4) of that law in the case of the surrender of a driving licence to the police for its return, if the applicant holds The conditions for obtaining a driving licence are no longer fulfilled or no other driving licence shall be issued to the applicant at the end of the period of validity of the driving licence. The licence shall be returned if it is still valid. § 9
Identified the foreign driving licence

For the purpose of exchanging a foreign driving licence, the entry for the issuing State shall be made in the case of the EU and EEA States for the country code and for other States, primarily by means of the United Nations country code.

ARTICLE 10
Return of non-EU or EEA State driving licence

By way of derogation from the procedure laid down in Article 62 (3) of the driving licence, the licence issued in Japan shall be returned to the issuing driver by way of derogation from the procedure laid down in Article 62 (3) of the driving licence.

Mutual recognition of driving licence issued in the EU or EEA State

Chapter 3

Driver instruction

ARTICLE 11
The theoretical instruction required for the driver's degree

Theoretical instruction is:

1) to obtain a driving licence for a moped or a light quadricycle:

(a) for the driving licence of a moped for at least 6 hours, of which at least 4 hours is exclusively training for the transport of mopeds;

(b) for the purpose of driving a light quadricycle, at least 6 hours, of which at least 2 hours shall be exclusively teaching of a light quadricycle;

(2) for the purpose of obtaining a motorcycle licence:

(a) in category a1 for at least 12 hours;

(b) in category a2 for at least 12 hours;

(c) in category A for at least 12 hours;

3) category B for at least 19 hours;

4) in category C1 for at least 9 hours;

(5) in category C for at least 12 hours or, if the student has a category C1 driving licence, at least 3 hours;

(6) in the C1E category for at least 8 hours;

(7) in the ce category, at least 15 hours or, if the student has a category C1E entitlement, at least 7 hours;

(8) category D1 for at least 15 hours or, if the student has a category C1 or C driving licence, at least 9 hours;

(9) in D category, at least 27 hours or, if the student has a category C1 or C driving licence, at least 15 hours or, if the student has a category D1 driving licence, at least 6 hours;

(10) in D1E for at least 8 hours;

(11) DE category for at least 8 hours.

The number of complementary theoretical knowledge in addition to professional qualifications is: (15/05/1264)

1) C1 class at least 1 hour;

(2) in category C for at least 1 hour;

(3) in the C1E category for at least 3 hours;

(4) in the ce category for at least 5 hours;

(5) category D1 for at least 3 hours;

6) in D category for at least 5 hours.

(7) In D1E for at least 3 hours:

8) in DE for at least 3 hours.

Paragraph 3 has been repealed by A 15.10.2015/1264 .

In accordance with the provisions of the Traffic Safety Agency referred to in Article 37 (3) of the Law on Driving Licenses, it is permissible to derogate from the minimum amounts of paragraph 1 other than those referred to in paragraph 1 for the carriage of a moped or a light quadricycle Executing a driving licence. However, the minimum amount of instruction in the theoretical instruction of paragraph 1 (4) to (11) shall not be subject to the amount of supplementary teaching in the corresponding category mentioned in paragraph 2.

If the student has received the instruction referred to in paragraph 1 (1) in order to obtain a driving licence for a moped or a light quadricycle, the instruction may be taken into account for a maximum of 2 hours on the basis of the theoretical knowledge required to carry out the driving licence for a motorbike and a car. ARTICLE 12
Driving instruction for driver's degree

The number of driving instruction is:

1) to obtain a driving licence for a moped or a light quadricycle:

(a) for the driving licence of a moped, at least 3 hours, of which at least 1 hour is treatment instruction and at least 2 hours of driving instruction in transport;

(b) for the purpose of driving a light quadricycle, at least 3 hours, of which at least 1 hour is for treatment and at least 2 hours for driving instruction in transport;

(2) for the purpose of obtaining a motorcycle licence:

(a) in category a1 for at least 9 hours;

(b) in category a2 for at least 9 hours;

(c) in category A for at least 9 hours;

(3) category B for at least 18 hours, subject to Article 18 (3);

(4) in category C1 for at least 5 hours;

(5) in category C for at least 10 hours or, if the student has a category C1 entitlement, at least 5 hours;

(6) in C1E for at least 10 hours;

(7) in the ce category, at least 30 hours or, if the student has a category C1E entitlement, at least 20 hours;

(8) category D1 for at least 15 hours or, if the student has a category C1 or C driving licence, at least 10 hours;

(9) in D category, at least 40 hours or, if the student has a category C1 or C driving licence, at least 30 hours or, if the student has a category D1 driving licence, at least 15 hours;

(10) in D1E for at least 10 hours;

(11) DE for at least 10 hours.

The number of complementary driving instruction in addition to professional qualifications is: (15/05/1264)

1) in category C1 for at least 2 hours;

2) in category C for at least 2 hours;

(3) in the C1E category for at least 3 hours;

(4) in the ce category for at least 10 hours;

(5) category D1 for at least 3 hours;

6) in D category for at least 10 hours;

(7) in D1E for at least 3 hours;

8) in DE for at least 3 hours.

Paragraph 3 has been repealed by A 15.10.2015/1264 .

Not more than one fifth of the minimum numbers of driving instruction referred to in paragraphs 3 to 11 and 2 of paragraph 1 shall be provided in a simulator. (15/05/1264)

In accordance with the provisions of the Traffic Safety Agency referred to in Article 37 (3) of the Law on Driving Licensing, it is permissible to derogate from the minimum amounts laid down in paragraph 1 for the carriage of a moped or a light quadricycle as referred to in paragraph 1 (1) A right to carry out a driving licence. The minimum amount of teaching referred to in paragraph 1 (4) to (11) shall not fall below the level of complementary training referred to in paragraph 2.

If a student has obtained a driving instruction within the meaning of paragraph 1 (1) in order to obtain a driving licence for a moped or a light quadricycle, the instruction may be taken into account for a maximum period of one hour in the driving licence required for a motorcycle and a driving licence for a car. ARTICLE 14
Driving instruction for a motorcycle training permit

For the award of a motorcycle training exercise, the applicant shall receive a driving lesson for four hours, of which at least two hours shall be driving instruction in transport.

Increasing the driving licence for category A1 and a2

§ 17
Teaching in difficult circumstances

Training in category B for driving under difficult conditions for driving in a driving licence shall include teaching in order to identify specific requirements and risks associated with dark and slippery driving.

Teaching about dark driving

§ 19
Teaching about the slippery driving

The proportion of the minimum rates laid down in Article 11 (1) (3) and Article 12 (1) (3) of the first subparagraph of Article 12 (1) is one hour of theoretical instruction and an hour driving instruction. Driving instruction must include organised driving displays and exercises and must be provided at the aide range. § 20
Teaching of class B training and deepening;

Driver instruction

The curriculum sets out the objectives, structure and content of the driver education in the various stages of teaching and teaching principles and the practical organisation of teaching.

The training plan shall set out the teaching topics for driving instruction in the simulator referred to in Article 12 (4) and the use of a simulator in dark driving instruction.

§ 22
Implementation of driving instruction

In addition to the provisions of Article 49 (3) of the Driving Licences Act, the driving instruction referred to in Article 12 (1) (b) and (2) to (11) of this Regulation shall include road-type instruction outside the agglomeration in accordance with the curriculum Quantity, but not less than one fifth of the minimum number of driving instruction. In category B, driving instruction in the dark is included in the minimum number of road-eaters referred to above.

Driving instruction must be carried out in accordance with the following requirements:

(1) in the case of driving instruction in mopeds and when exercising the training permit of a motorcycle, persons or goods shall not be transported;

(2) on a motorcycle with a driving instruction only the teacher may be a passenger in the vehicle;

(3) on a motorcycle or on a moped or on a light quadricycle where the seats are in a row, when driving instruction, the teacher must issue directions to the student via the radio;

(4) the training referred to in paragraph 3, other than those referred to in Article 15, in the case of an increase in the category of driving licences for motorcycles, may be given only to two pupils at the same time. (15/05/1264)

(5) a lorry with a total mass of at least 60 % of its registered total mass shall be given at least half of C1 and C driving instruction;

(6) in the course of driving instruction, there shall be no more than seven driving students or teaching staff in the course of driving instruction;

(7) driving instruction must not be transported in return for reimbursement;

The teacher must be present at the time when the simulator is given. A teacher may direct several students at the same time. Requirements for the teaching space and other teaching space

If, for the purposes of Article 85 (1) of the driving licence, the driving school referred to in Article 85 (1) of the driving licence is provided for in the category referred to in Article 11 (1) (4) to (11), the training or the deepening phase of Class B training referred to in Article 20 Theoretical instruction, at least two weeks before the commencement of teaching, the teaching position of the examiner shall be provided to the examiner whose territory is situated. § 24
Vehicles used for driving instruction

Vehicles used for driving instruction shall comply with the requirements for teaching vehicles. In addition, vehicles used for driving school education must meet the requirements for school vehicles. Driving instruction shall be used:

(1) mopeds of a two-wheel category, provided that the training is provided for the driving licence for mopeds; (28 December 2012/1/2013)

(2) light quadricycle, if instruction is given for a light quadricycle driving licence;

(3) for the purpose of driving a motorcycle:

(a) a motorcycle, corresponding to a dual-wheeled category of driving, or

(b) a motorcycle which meets the requirements of a driving licence equivalent to the category of driving licence, in the case of teaching as referred to in Article 24 (2) (3) of the driving licence to increase the right to drive a motorcycle, mainly in the upper category without A new driver's degree;

4) category B vehicles if the training is provided for Class B entitlement; (15/05/1264)

(5) C1 category lorries, if the training is provided for category C1 entitlement;

6) category C lorries, if the training is provided for Class C driving licence;

(7) a category D1 bus if the training is provided for a category D1 driving licence;

(8) D-class bus, if the training is provided for Class D entitlement;

9) A vehicle combination of category E in which a vehicle of category B or group 2 corresponding to the category of teaching is used if the training is provided for Class E driving entitlement.

In the case of Class B entitlement, the instruction may also be given by means of a Class B vehicle combination which meets the requirements of Article 4 (1) (5) (b) and (c) of the driving licence, if requested by the student. Education can be included in the minimum rates of Class B teaching. If driving instruction is given for the right to drive a heavier vehicle combination of Class B vehicles referred to in Article 7 (4) of the driving licence, the vehicle combination referred to in that paragraph may be used. Teaching cannot be included in the minimum numbers of Class B driving instruction.

In the case of driving instruction, the vehicle shall be a normal structure and, except for the trailer, it shall be approved as an educational or school vehicle approved for the purpose of change, provided that the vehicle is equipped with a separate driving control device for the teacher. However, if a two-wheel vehicle is used for driving instruction in accordance with paragraph 1, a three-wheel vehicle may be used if, according to a medical opinion, a student's failure, illness or disability is required.

The provisions of paragraph 1 concerning the fulfilment of requirements for school vehicles and paragraph 3 shall not apply to the teaching of the class B training phase and of the advanced stage.

ARTICLE 25
Requirements for vehicles used for driving instruction

A school vehicle shall be equipped with separate driving controls for the teacher:

1) on a motorcycle and in a light quadricycle where the seats are in a row, a separate brake or a brake pedal for the teacher, which affects all wheels if the teacher is taught in the vehicle;

(2) in a light quadricycle other than that referred to in paragraph 1, and in the B, C1 and C category, a separate brake and switch pedal and external rear-view mirror;

ARTICLE 28

Driver's degree

§ 29
Conditions for access to a driver's qualification

For the purpose of obtaining a driver's licence for driving a moped or a light quadricycle, it is necessary to:

ARTICLE 30
Conditions for access to the test or examination test

ARTICLE 31
Derogations concerning the content of the driving licence

§ 36
Transitional provisions relating to the conduct of a moped and light quadricycle
