In accordance with the decision of the Council of State, which has been presented by the Ministry of Education, the Law of 29 December 2009 on the financing of teaching and cultural activities (1705/2009) Pursuant to:

Unit prices in high school

Calculation of unit price for high school education

§ 5
Staggering of unit price on the basis of performance

The unit price of basic vocational training shall be staggered on the basis of performance, using a performance index calculated for the organisers of training. The score for the profit index is calculated by combining the standardised values of performance indicators set out in Article 25 (2) of the Law on the financing of teaching and cultural activities.

Students' employment, post-graduate studies, completion and suspension of studies shall be measured by the effectiveness meter. For the purpose of calculating the income index, the weighting of the effectiveness meter shall be 90 %, the teacher's qualification shall be 7 % and the weighting of the staff development meter shall be 3 %.

On the basis of the results, the variation is made to four-fifths of the training organisers involved in the calculation of the performance index by determining the value of the profit index (score) from which the unit price is staggered. The unit price of the training organiser shall be staggered by the euro, provided that the above mentioned value of the performance index of the training provider is multipled by the Law on the financing of the education and cultural activities of the organiser of education and training 25 § 1 point of the unit price and the number of students, as referred to in paragraph 2 of this Article, and a single point of the profit index referred to in paragraph 4 of this Article, divided by the total student population of the training organiser. ARTICLE 6
Basic range and meter calculation to be used for the calculation of the effectiveness indicator

Training organisers are excluded from the calculation of the profit index

The State grant is granted on application. The project shall include a project project plan, a cost estimate and a timetable for implementation.

The application for appropriations entered in the State budget for 2014 and 2015 shall be submitted by 31 October 2015 at the latest. The application for the years 2016 to 2018 shall be submitted by the end of the year preceding the year for which the State contribution is requested on the basis of the budget.

The State contribution is paid in two instalments each year and as final instalment. The payment of the final instalment shall be subject to the submission by the recipient of the State aid of the project of the project, referred to in Article 41 of the Law on the Financing of Education and Culture. The report shall be submitted within six months of the completion of the label, but no later than 31 December 2019.

In other respects, the provisions of Chapter 7 of the Law on the financing of education and culture are to be applied to the refund and the suspension of the payment of the State aid to the project.

With A 10/2015 Article 28a is temporarily valid from 1 September 2015 to 31 December 2019.

State aid authority in certain cases

The Ministry of Education and Culture is a State Aid Authority:

(1) Article 1 (1) (4) to (7) of the Law on the financing of education and cultural activities, as well as in the areas of establishment under the Law on Cultural Activities of the municipalities;

(2) the implementation of the education and training policy objectives referred to in Article 44 (1) of the Law on the financing of primary education, primary education, high school education, daytime and evening activities and arts and arts; And the strategic development, experimentation, start-up and operation of the activities in the form of State grants and State grants referred to in paragraph 2 of that Article;

(3) State aid for the implementation of the training policy objectives referred to in Article 2 (1) of the vocational training programme and in the State grants referred to in paragraph 2 of that Article;

(4) State grants for cultural activities, museums, theatres and orchestras, as well as for sports activities and youth work, as referred to in paragraph 2 (1) and (2);

(5) state grants referred to in Article 2 (1) and (2) of the General Library, relating to national experimentation and development activities;

(6) For the purpose of carrying out the library and provincial library activities referred to in paragraph 2 of the Library Act, in the State grants referred to in paragraph 3.

The Board of Education is the State Aid Authority:

(1) operational development of primary education, primary education, secondary education, morning and afternoon activities and arts and arts in state grants under Article 44 (1) of the Law on the financing of teaching and cultural activities;

(2) State aid for the development, experimentation and operation of vocational training referred to in Article 44 (1) of the Law referred to in Article 44 (1) of the Law.

The Regional Administrative Agency is a State aid authority in the State grants referred to in Article 1 (1) (1) of the General Library, relating to regional and local development activities. The Regional Administrative Agency of Southern Finland is the competent State aid authority in matters relating to the establishment of educational institutions when teaching is organised abroad. Under Article 45 (1) of the Law on the Financing of Education and Culture, the Lapland Regional Administrative Agency is a state aid authority.

ARTICLE 30
Student Year of Vocational Education and Training

The student working year on the basis of the State funding for vocational training referred to in Article 10 (1) of the Law on the financing of education and culture is equal to or equal to 190 working days per student.

The part of the examination, carried out without taking part in the training preparatory to the qualification, shall be equivalent to 8 % of the full student working year.

ARTICLE 31
State aid for the organisation of training courses in the absence of preparatory training

Under Article 46 of the Law on the Financing of Education and Culture, State aid for the organisation of training courses in the absence of preparatory training may be equal to or less than the degree of training without preparation The value of the part of the certificate to be carried out is the provision of additional vocational training for the purpose of determining the financing of the State contribution.

Chapter 4

Entry and transitional provisions

ARTICLE 32
Entry into force

This Regulation shall enter into force on 1 January 2010.

This Regulation repeals the Regulation of 6 August 1998 on the financing of teaching and cultural activities (18/06/1998) With its subsequent modifications.

This Regulation shall apply for the first time in the allocation and payment of funding for 2010.

Before the entry into force of this Regulation, measures may be adopted for the implementation of the Regulation.

The financial provisions in force at the time of entry into force of this Regulation shall apply to the financing of the 2009 and previous years.

Notwithstanding Article 4 (1) to (5), the variation in the unit price of initial vocational training and Articles 5 to 8 provide for funding based on the effectiveness of vocational training, in 2010, before this Regulation Provisions applicable to entry into force.

Entry into force and application of amending acts:

25 MARCH 2010:

This Regulation shall enter into force on 1 April 2010.

Before the entry into force of the Regulation, measures may be taken to implement it.

This Regulation shall enter into force on 1 January 2011.

The Regulation shall apply for the first time on the allocation of unit prices for 2011.

Pending the entry into force of this Regulation, the provisions in force at the time of entry into force of this Regulation shall apply.

This Regulation shall apply for the first time in the allocation of unit prices for the financial year 2016. The provisions in force at the time of entry into force of this Regulation shall apply to the fixing of the unit price for 2015 and previous financial years.
