Law on the Centre for Housing and Development

In accordance with the decision of the Parliament:

ARTICLE 1
Tasks

The Housing and Development Centre for Housing Conditions is for the development of housing conditions.

The tasks of the Centre shall be, unless otherwise provided for in any case:

(1) provide State aid for the production, purchase and basic improvement of housing and the implementation of grants and guarantees from the State of residence;

(2) direct and control the use of the flat-rate and interest-rate loans and, in cooperation with the State Treasury, the management of the State's risks associated with the housing and lending position;

(3) conduct expert missions and information services on housing and the housing market and carry out studies thereon; (18/03/51)

(4) carry out monitoring and information services relating to the energy certification of buildings. (18/03/51)

The tasks of the Centre are laid down in greater detail by a decree of the Government.

In addition, the Centre may be entrusted with other tasks appropriate to its remit, as provided for in the State budget.

ARTICLE 2
Administrative status

The control and control of the centre belongs to the Ministry of the Environment.

ARTICLE 3
Executive Board

The Centre shall have a Board of Directors, acting in accordance with the Law on the State Housing Fund (14/04/1989) For the management board.

The tasks of the Executive Board are laid down by a decree of the Government.

§ 4
Payments

The Centre may charge fees for its services and other direct payments as provided for in the State Payment Act (150/1992) Provides.

§ 5
More detailed provisions

The Centre's staff, posts and eligibility criteria, as well as the resolution of cases, are regulated by a Council regulation.

The internal management of the Centre and other matters within the internal administration shall be laid down in the Rules of Procedure.

ARTICLE 6
Entry into force

This Act shall enter into force on 1 January 2008.

At the time of entry into force of the law, the State Housing and Employment Service will be transferred to the Agency for the Housing and Development of Housing.

The rest of the legislation, with the exception of the State Housing Fund Act and the provisions adopted under it, provides for the functions of the State Housing Fund, with the entry into force of this law of the Centre for the Financial and Development of Housing.

Before the law enters into force, measures may be taken to implement the law.

Entry into force and application of amending acts:

This Act shall enter into force on 1 June 2013.
