To prevent the release of dangerous substances into groundwater. To this end, the setting of emission, the emission limit values and environmental quality standards.
The aim is that the water supply for the operation of the establishment does not interfere with the emissions of the hazardous and noxious substances to the aquatic environment and leaching and that can, if necessary, to calculate the level of purification treatment required in the production of drinking water.

the scope of application of article 2 of this Regulation shall apply to the water law (587/2011) the water system, referred to in the ground water, as well as noroon, a ditch and the Finnish territorial waters and exclusive economic zone. (1) CAS: Chemical Abstracts Service.
(2) This parameter is the EQs expressed as an annual environmental quality standard (AA-EQS). It shall apply to all isomers kokonaispitoisuuteen, unless otherwise stated. Average is calculated for each representative monitoring point at each point in a single year as the arithmetic mean of the results of the measurements.
(3) cadmium, lead, mercury and nickel (hereinafter "metals") the purpose of this annex, with the exception of the environmental quality standards that have been set up are expressed as total concentrations in the whole water sample. Of metals the EQs refers to the dissolved concentration, i.e. the dissolved phase of a water solution of the sample is obtained by filtering a 0.45 µm filter or any equivalent pre-treatment. When assessing the monitoring results against the EQs, may be taken into account: (a) a) natural background concentrations of metals and metal compounds, by adding the appropriate standard in the assessment of the environmental quality of the natural background concentration, in accordance with the table below, the water hardness, pH, or (b)) other water quality parameters that affect the bioavailability.
The natural background concentration, the amount of the assessment of the environmental quality standard. Where concentrations are geological reasons, high, can be used to estimate the concentration values depart from the background of expertise.

When the MAC-EQS are marked as "not applicable", the AA-EQS values are considered to provide protection for the lyhytaikaisilta from the top of the continuous emissions of pollution, since they are significantly lower than the values derived on the basis of acute toxicity. The application of the environmental quality standard, the maximum permissible concentration means that the measured concentration does not exceed the standard in any monitoring point. There may, however, be used in statistical methods, such as percentage points, so that the MAC-EQS-value can be set up to accept compliance with the level of reliability and accuracy.
(5) Bromattuihin difenyylieettereihin (No 5) as regards the substances belonging to the EQs refers to the compound numbers 28, 47, 99, 100, 153 and 154 of the concentrations.
(6) cadmium and its compounds (No 6), the environmental quality standards will vary, depending on the hardness of the water, broken down into five categories: category 1
