According to the decision of the Ministry of Social Affairs and Health, the Law of 28 February 2003 (175/2003) (2) and Article 15 (2):

Chapter 1

General provisions

ARTICLE 1
Scope

Directorate for Administration and Planning

The administrative and planning department shall deal with matters concerning:

Duties of senior officials

In addition to the matters referred to in Article 36, the Head of Division of the Administration and Planning Department shall determine:

(1) the appointment of an official of a ministry of up to category 5, and of the reason for the dismissal of the official and the termination of the office;

(2) the award of discretionary unpaid leave to an official appointed by the Head of Department of Administration and Planning for more than one year;

3) Recovery of grants from the cash machine association and changes in the purpose and conditions of use of the grant in the event that there is no material change; and

4) European Union Structural Fund projects.

Issues to be settled by the head of the insurance department

In addition to the matters referred to in Article 36, the Head of the Department of Insurance shall rule on matters concerning:

(1) Operating instructions for agencies and bodies falling within the remit of the Title

(2) the calculation criteria for statutory occupational pension insurance; and

3. The provision of regulations and instructions relating to the activities of insurance and pension institutions and of insurance brokers.

Head of department of the Department of Welfare and Health Promotion

In addition to the matters referred to in Article 36, the Head of the Department of Welfare and Health Promotion shall rule on matters relating to:

(1) Operating instructions for agencies and bodies falling within the remit of the Title

(2) the preparation of a plan of use for the promotion of health in the State budget and the implementation of an established operating plan, the conclusion of contracts for the management of appropriations, as laid down in the establishment plan; The reallocation of funds saved by contracts and State aid decisions and the projects contained in the operational plan;

3) the adoption of decisions and agreements on the implementation of the plan for the control of communicable diseases and the health surveillance of communicable diseases; (27.2010/671)

(4) the obligation to return a State grant if it does not require the adoption of a law on social and health planning and (733/1992) Article 30 , or a declaration of prior authorisation, and

(5) provision of the provisions referred to in Article 41 of the Law on Social and Health Planning and State Aid.

Rules to be settled by Head of Department of the Directorate for the Protection of Labour

In addition to the matters referred to in Article 36, the Head of Department of the Directorate-General for the Protection of the Protection of the Health and Social Protection of the Directorate-General for Employment and Social Affairs shall decide on matters relating to:

(1) the provision of operational instructions to the Agency or to agencies or bodies falling within the remit of the compartment;

(2) the site of the establishment of profit and loss groups and officials of the Bureau;

(3) charges for occupational safety services and the use of revenues from them; and

(4) the use of the Ministry's speaking power as a Labour Inspectorate.

Head of the administrative and planning department's management team

The Head of the Administrative and Planning Department shall decide on matters relating to:

(1) the award of a discretionary paid and unpaid leave of more than one month to a civil servant appointed by the Head of State, Minister, Chief of Staff or Head of Administration and Planning Department, to a maximum of one Year

(2) allowances and bonuses based on discretionary civil service contracts, unless otherwise specified below; and

3) the exercise of the Ministry's speaking power in legal matters.

(3) the issuing of the certificate and the issuing of a work certificate.

The head of the insurance department's pension insurance office shall decide on matters relating to:

(1) insurance premiums for occupational pension insurance and accident insurance; and

The Head of the Directorate for the Protection of the Protection of Workers shall decide on matters relating to:

(2) the law on the supervision of occupational safety and the workplace (44/2006) Articles 18 to 21 The imposition of a prohibition decision, restriction or condition or obligation under Article 20 (2), except in so far as it is not of fundamental or general scope.

The Head of the Policy Department of the Directorate-General for the Protection of Occupational Safety shall determine the approval and payment of the operating and development projects to be paid out of the operating appropriations allocated to the Policy Department.

The Head of Unit of the Legal Service of the Directorate-General for Labour shall decide on the application of the EU acts to the Parliament or the content of the report of the Directorate for the Protection of the European Union to the Commission.

The Head of the International Unit shall decide on matters relating to legislation, space and practice in the field of international cooperation required by the Ministry of Social Affairs and Health.

Accessibility

Where an official is part of the administrative body of an agency or body controlled by the Ministry or of the Ministry, he shall not address or resolve matters relating to the Community, the Agency or the institution in question.

Common provisions

ARTICLE 56
Provisions relating to the internal organisation of the compartment and a separate profit group

The internal provisions concerning the internal organisation of a compartment or a separate performance group, drawn up by the Head of Division and a separate result group, shall be submitted before confirmation to the Chief of Staff. These provisions shall be communicated to other compartments and to separate profit groups.

ARTICLE 57
Replacement of certain officials

In the absence of the Secretary of State, he shall be replaced by the Head of the Department of Administration and Planning. In the absence of this, the oldest of the officers shall be the senior official. (27.2010/671)

In the case of a Head of Division or a separate group of results, his or her replacement shall be awarded by an official of the same department or a separate printing group.

The head of the group shall be replaced by an official of the same department appointed by the Head of Section.

Annual leave and absence

The Secretary of State and the Chief of Staff are confirmed by the Secretary of State.

The Chief of Staff shall confirm the annual leave of the Heads of Department and the separate printing works. These should submit their proposals to the Chief of Staff each year in good time before the start of the holiday period, but no later than 15 April.

The Head of Division shall determine the annual leave of the heads of the profit groups.

The Head of the Income Group shall establish the annual leave of the staff of its staff.

The parts of the annual leave which remain to be held in January and April of the following year shall be fixed by 30 November at the latest. The persons referred to in paragraph 2 shall submit their proposals to the Chief of Staff by 1 November at the latest.

ARTICLE 59
Travel orders

The Secretary of State, the Secretary of State and the Head of Division and the Head of the Task Force shall conduct missions at home without a travel order.

Minister for Special Advisor to the Minister for Foreign Affairs.

The Head of Division or the Head of the Separate Performants Group may decide to carry out internal missions of a compartment or a separate profit group without any amount of travel.

Head of the travel order to the heads of the teams and compartments of the compartments and to the employees shall be assigned to the Head of Section and to other officials and employees by the Head of the relevant result group or by the Head of the separate printing group.

In the case of a foreign mission from intergovernmental cooperation, the travel order shall be given to the Secretary of State and to the Secretary of State, to the Head of Division and to the Head of the separate printout to the Chief of Staff and other staff. ARTICLE 61
Entry into force

This procedure shall enter into force on 1 November 2005.

This Rules of Procedure repeals the Rules of Procedure of the Ministry of Social Affairs and Health of 26 April 2001 (2002) With its subsequent modifications.

Before the entry into force of these Rules of Procedure, measures may be taken to implement it.
