Law on the labour market structure of the Evangelical Lutheran Church

In accordance with the decision of the Parliament:

ARTICLE 1

The labour market institution of the Evangelical Lutheran Church operates as the trustee of the Evangelical Lutheran Church and of congregations and congregations on labour market issues.

The labour market institution negotiates and agrees on behalf of the Evangelical Lutheran Church, and the churches and congregations of the Evangelical Lutheran Church, and the conditions of employment of their officials and employees under the Law of the Evangelical Lutheran Church (968/1974) And the Law on collective agreements of the Evangelical Lutheran Church (18/08/2005) , and to carry out the other tasks of the labour market institution of the Evangelical Lutheran Church under the law.

The labour market institution may make recommendations on matters which cannot be agreed upon by means of collective agreements.

ARTICLE 2

The decision-making powers of the labour market institution in matters referred to in Article 1 shall be exercised by its delegation, unless otherwise provided, or unless the delegation decides to delegate the power of decision to the Chamber or to the institution or the institution of the labour market To the incumbent.

The delegation shall have 11 members and a number of individual alternate members. ARTICLE 3

The delegation may be elected by a person who, in accordance with Article 3 of Chapter 7 of Chapter 7 of the Church Law, has a vote of confidence in the church and has given its consent to the mission. A delegation of candidates is not a member of the association or association of the Evangelical Lutheran Church, or of its members, of a person of confidence or of a permanent character.

§ 4

A person appointed by the Church Government and the bishop of a bishops' meeting shall have the right to be at a meeting of the delegation and its sections, as well as to participate in the discussion, but not to the decision.

Preparations for the work of the Labour Market Institute and for the implementation of its decisions are in the Church Government with the necessary staff in the labour market department.

ARTICLE 6

The delegation shall decide on its Rules of Procedure.

The Board of Directors shall, on a proposal from the delegation, adopt the statutes of the Office of the Labour Office and the other necessary rules.

§ 7

No appeal shall be made to the decision of the delegation or its section. The same applies to the decision of the parish, the congregationgroup and the church authority, which has been made pursuant to Article 3 (2) of the Law of the Evangelical Lutheran Church.

§ 8

Where applicable, the office of confidence of the labour market institution and of the office-holder of the office and of the employee contract staff shall apply, as appropriate, in the administrative law (2003) Provides.

§ 9

The labour market institution shall have the right to obtain the information necessary for the performance of its tasks as provided for in Article 1 by the Church, the church and the congregation.

ARTICLE 10

This Act shall enter into force on 1 January 2006.

This law repeals the Law of 20 December 1974 on the delegation of the Evangelical Lutheran Church (970/74) With its subsequent modifications.

The other law provides for a delegation from the Evangelical Lutheran Church, with the entry into force of this law of the labour market union of the Evangelical Lutheran Church.

Measures may be taken before the law enters into force.
