In accordance with the decision of the Council of State, presented by the Ministry of Education,

Provided for by the Law of 6 June 2003 on the language skills required by the general government (2003) Pursuant to:

Chapter 1

State administrative language degrees

ARTICLE 1
Qualifications

In the case of the language examinations of the central government:

(1) oral knowledge of Finnish or Swedish;

(2) written knowledge of Finnish or Swedish; and

3) the art of understanding Finnish or Swedish.

An excellent, good or satisfactory examination of an approved test is carried out.

The examinations may be carried out jointly or separately.

If the examinations for oral and written skills have been awarded the same grade, the qualifications also show the degree of understanding of the grade. Otherwise, qualifications also show a degree of understanding of a lower level of understanding.

ARTICLE 2
Subdivisions of qualifications

The examination in accordance with Article 1 (1) (1) shall consist of the areas of understanding and talking.

The examination in accordance with Article 1 (1) (2) shall consist of elements of a comprehension and writing of the text.

In accordance with Article 1 (1) (3), the degree of understanding and comprehension of the text shall be made up.

Chapter 2

Implementation of language files in central government

ARTICLE 3
Composition and setting up of language files

The National Board of Education designates the Finnish language examiner and the Swedish language examiner for a maximum of five years at a maximum of five years. § 4
Tasks of the board

The Board of Appeal shall:

(2) issue opinions referred to in Article 8 (1) and Article 10 (1) to the Board of Education;

(3) deciding on the approval of the examination referred to in Article 7 (1);

(4) to decide on applications referred to in Article 14 of the Law on Language Competency required by the staff of general government;

(5) receive repayments within the meaning of Article 15 (3) of the Law on Language Competability required by the staff of general government;

(6) address other issues of principle or otherwise important for the development of the language files of the central government;

(7) deliver opinions and take initiatives in the field of its activities;

(8) carry out other tasks laid down by this Regulation or by the Board of Education.

§ 5
Board meetings

The meetings of the boards for the implementation of qualifications are generally held once a month.

There shall be a quorum when the Chairperson or Vice-Chairperson and at least two other members are present. In the event of disagreement, the matter shall be settled by a simple majority. In the event of a tie, the panel's support shall be the opinion supported by the President.

ARTICLE 6
Secretarial and office functions of the boards

The secretarial and office functions of the boards are carried out in the Board of Education as official work.

§ 7
Reception of qualifications

The examination of an excellent language of knowledge shall be carried out by the investigating committee.

The other examinations shall be carried out to the recipient of the examinations made by the Board of Education.

§ 8
Receivers of qualifications

On the basis of an application, the National Board of Education shall prescribe a maximum period of five years, on the basis of an application, on the basis of an opinion issued by the Profile Board. § 9
Certificates

The examination shall be issued with a certificate. ARTICLE 10
Drafting of tests

The Board of Education shall decide on the preparation and use of the tests to be used for investigations by the Qualification Board.

ARTICLE 11
Premiums

Fees shall be paid to the members of the investigating boards and to the recipients of the qualifications awarded by the Board of Education.

ARTICLE 12
Executive control

The examiner shall provide the education board with information on the implementation of the qualifications required for the performance of its supervisory tasks.

Chapter 3

Designation of language proficiency in general language investigations

ARTICLE 13
The assimilation of general language files into the language of the state administration

Finnish and Swedish language examinations, which are covered by the general prohibition law (668/1994) , shall be assimilated to the language examinations of the State administration as follows:

ARTICLE 14
General language investigations in accordance with the provisions previously in force

Demonstration of language skills in studies

§ 15
Excellent oral and written knowledge of languages

An examination showing an excellent oral and written knowledge of the Finnish or Swedish language is not required in that language

(1) received training in accordance with Article 20 and carried out a maturing sample in higher education;

(2) completed the baccalaureate with at least the value of the magna cum laude approbatur in the language of the mother tongue in that language; or

3) completed the baccalaureate, which includes at least the value of exm cum laude approbatur in second language or in Swedish as a second language test.

ARTICLE 16
Good oral and written language skills

An examination showing a good oral and written knowledge of the Finnish or Swedish language shall not be required in that language:

(1) received its education in accordance with Article 20;

(2) completed the baccalaureate, which includes accepted values in the language of the language of the language in question;

(3) completed the baccalaureate with at least the magna cum laude approbatur in second language or in Swedish as a second language; or

4) completed a maturing sample at the university.

An examination showing a good oral and written knowledge of the Finnish or Swedish languages shall not be required from the person who, at least with a grade, has completed a university degree in this language or languages, Which show the oral and written knowledge of the second domestic language.

§ 17
Satisfactory oral and written language skills

An examination showing a satisfactory oral and written knowledge of the Finnish or Swedish languages shall not be required from the person who, in this language, has completed a university degree with a grade or a language course which is included in a university degree; Which show the oral and written knowledge of the second domestic language.

An examination showing satisfactory oral and written knowledge of the Finnish language shall not be required from the person who has completed at least 15 weeks of study or at least the approbatur of the grade referred to in Article 16 (3).

An examination showing a satisfactory oral and written knowledge of the Swedish language shall not be required from the person who has completed at least 15 weeks of study or at least the approbatur of the grade referred to in Article 16 (4).

ARTICLE 18
The art of understanding

An examination showing a good understanding of the Finnish or Swedish language is not required from having completed at least the baccalaureate of the exm cum laude approbatur in the second domestic language (a language).

An examination showing a satisfactory understanding of the Finnish or Swedish language is not required from the person who has completed at least the grade cum laude approbatur in the long learning order of the second domestic language (a language) or at least a grade of exm cum Laude approbatur in the middle of the baccalaureate of the second domestic language (b-language).

§ 19
Language skills of a higher education diploma

The diploma to be awarded for the university's basic examination shall be the language of the school education and the maturing sample, as well as the language in which the student has completed the oral and literary translation of the country's second language or language studies.

§ 20
School education

The person is considered to have received his education in the language in which he is a basic education (18/08/1998) Or high school law (19/1998) , in the language of the certificate provided or equivalent, obtained from the language of the approved grade in Finnish or Swedish as a mother tongue.

However, the person who has completed the baccalaureate in a language other than that of the school education language referred to in paragraph 1 shall, however, be deemed to have received his education in the language in which he/she has completed the approved test In English or at least obtained by magna cum laude approbatur in second language or in Swedish as a second language test.

Chapter 5

Entry into force and transitional provisions

ARTICLE 21
Entry into force

This Regulation shall enter into force on 1 January 2004.

§ 22
Transitional provisions

Before the start of the term of office of the Language Qualification Committee, the present Finnish and Swedish qualifications committees may submit to the Board of Education the opinions referred to in Article 8 (1) and Article 10 (1).

In accordance with the provisions in force at the time of entry into force of this Regulation, the language examinations and their respective grades, as well as those corresponding to those degrees and marks, shall be equivalent to those shown in the examinations referred to in Article 1 The Finnish or Swedish language skills as follows:

(1) the degree of complete control of Finnish or Swedish language is equivalent to the excellent oral and written knowledge of the language;

(2) in the case of a good examination of the oral and written knowledge of Finnish or Swedish, the good oral and literary skill of the language;

(3) a satisfactory examination of the oral and written knowledge of the Finnish or Swedish languages is equivalent to the satisfactory oral and written knowledge of the language;

(4) in the case of an excellent examination of the oral skill of Finnish or Swedish, the excellent oral skill of the language;

(5) in the case of a good examination of the oral skill of Finnish or Swedish, is equivalent to the good oral skill of the language;

(6) a satisfactory examination of the oral skill of the Finnish or Swedish language is equivalent to the satisfactory language of the language;

(7) a good review of the ability to understand Finnish or Swedish is equivalent to a good understanding of the language;

(8) A satisfactory examination of the ability to understand Finnish or Swedish is equivalent to a satisfactory understanding of the language.

Before the entry into force of the regulation, measures may be taken to implement the Regulation.
