The presentation of the Minister for Education is governed by the Law of 21 August 1998 on vocational training (30/1998) Pursuant to:

Chapter 1

Qualifications and teaching (9.10.2014/00)

ARTICLE 1 (22.10.2003/881)
Training areas

Basic vocational training will be organised and funded in the following fields of education: (9.10.2014/00)

1) the humanist and educational sector;

2) the cultural sector;

(3) social sciences, business and administration;

(4) natural sciences;

(5) technology and transport;

(6) natural and environmental sectors;

(7) social, health and physical; and

8. Tourism, nutrition and economic sectors.

Training plan for training organiser

The training course shall be decided by the training organiser at least on the following training issues:

(1) the methods of training;

(2) implementation of training in the workplace in the context of practical work-related tasks;

(3) the individual choice of students and the organisation of the components and the training elements of the training, in cooperation with other training providers and working life; (26/05/2013)

(4) implementation of study guidance and the quality of the student's personal study plan;

(5) implementation of specific training and the drawing up of a plan for the organisation of personal study;

(6) the general principles of the student evaluation; and

(7) procedures for the identification and recognition of previously acquired know-how.

In addition, the training course shall be decided by the organiser in his/her syllabus for the purposes of his/her education and training:

(1) the provision of qualifications and training elements;

(2) the order of the parts of the qualification and the training part of the training;

(3) ways and means of training and learning environments; and

(4) the law on basic vocational training (30/1998) An assessment of the student's competence under the plan referred to in Article 25 (4).

Agreement on training and demonstration of professional skills in the workplace in the workplace

Law on basic vocational training (30/1998) In accordance with Article 16, the contract between the organiser and the employer shall agree:

(1) the role of the parties;

(2) the organisation of student guidance, learning and knowledge and the organisation of professional skills in the assessment of skills;

(3) any compensation to the employer; and

(4) other relevant aspects of the organisation of training and professional knowledge.

In addition, the duration and timing of training in the workplace, as well as the skills acquired in the workplace, shall be agreed in accordance with the criteria. Where appropriate, the matters referred to in this paragraph shall be agreed for each student separately.

The provisions laid down in this Article shall also apply where the student is in contract with the employer.

Scope of work learning

The initial vocational qualification in vocational education and training shall include the acquisition of knowledge through work learning at least 30 points of expertise.

ARTICLE 6
Educational contract

The training organiser decides whether or not to organise an apprenticeship as a leading qualification or an examination certificate. The apprenticeship contract shall indicate the duration of the contract, the length of the probaing period, the degree to which apprenticeship training is carried out or where the apprenticeship training is carried out and the basis for the student's remuneration.

The student contract shall be accompanied by a student's personal study programme showing:

(1) carry out a degree, the degree of qualification and the scope of the degree or the objectives of the education and training objectives; (9.10.2014/00)

2) key work tasks;

(3) educational information in education;

(4) the timing of the study period for the training period;

(5) responsible trainers; and

(6) other aspects necessary for the organisation of studies.

The study programme shall take into account and read in favour of the student's past training and professional experience. The student, employer and training organiser shall be drawn up jointly by the student, employer and training programme in such a way as to be connected to an apprenticeship contract when the contract is approved.

Apprenticeship training is paid to the employer for the purpose of organising training in the workplace, depending on the cost of training to the employer. An assessment of costs shall take into account the field of education, the degree of qualification and the experience of the student and the stage of studies. The training organiser and the employer agreed on the remuneration for each apprenticeship contract prior to the conclusion of the contract, taking into account the amount of the Ministry concerned under Article 46 of the Professional Training Act.

§ 7
Management and control of apprenticeship training

If, in accordance with Article 9 of the Vocational Training Act, the organiser organises apprenticeship training, the training organiser shall be responsible for apprenticeship training and for the supervision of apprenticeship contracts.

The training organiser shall inform the syllabus about the organisation of the contact information register responsible for the organisation of apprenticeship training.

On a personal instruction plan

The plan for the organisation of the personal education of a student receiving special education must be reflected in:

(1) information on the examination or training to be carried out;

(2) a decision on the organisation of teaching as a special education if the training is not organised on the basis of the specific training function of the specific training referred to in Article 20 (2) of the Basic Vocational Training Act;

(3) information on which, by virtue of Article 19a (1) of the above Law, teaching is provided as a specific teaching;

(4) the period of completion of the training referred to in Article 31 of the abovementioned Law;

(5) a decision on the adaptation of skills requirements or skills objectives or the assessment of skills;

(6) a student's personal study plan showing how the qualifications or knowledge objectives of the components of the degree or the assessment of skills have been adapted, as well as information on pedagogical support for the organisation of special education; As well as specific training and learning arrangements;

(7) information on the educational advantages referred to in Article 38 (1) of the abovementioned Act in the field of education or training; and

8) an indication of the other personal service and support activities of the student.

§ 9
Other activities related to education

Training in the educational institution must be accompanied by an activity which strengthens the Community dimension, which provides an opportunity to study the value and cultural heritage.

Chapter 2

Student assessment

Knowledge assessment scale

The approved skills of vocational secondary qualifications, professional qualifications and elements of a common qualification are assessed using the scale of thanks (3), good (2) and satisfactory (1). In addition, if, in accordance with Article 19a (2) of the Law on Vocational Training, the qualifications or knowledge-based objectives of the qualification criteria or the assessment of skills are adjusted, the student's competence shall be assessed in a verbal manner. The indication of the adjustment according to the assessment scale shall be indicated to the student certificate.

By way of derogation from the provisions of paragraph 1, the (12/04/2014) For the purposes of the studies referred to in Article 5 (2) (4) and (5), the competence of the training organiser shall be assessed on a scale approved/rejected.

Training in basic vocational education and training is assessed on a scale approved/rejected. Training in education and training for work and independent life is assessed verbally. Competence of a person involved in the assessment of professional skills

A person other than a teacher who participates in the evaluation of displays of professional competence shall have such training, professional experience or otherwise acquired knowledge and skills in the relevant field, which may be considered sufficient. The assessment of professional skills.

Retention of evaluation material

The student shall be given an opportunity to consult the material on which the written or otherwise stored knowledge is based. The material on which the assessment is based shall be kept for at least six months following the award of the grade.

Content and signature of certificates

The diploma referred to in Article 25e (1) of the basic vocational training law shall include:

(1) the final certificate; and

2) a certificate.

The certificate referred to in Article 25e (3) of the Law shall include:

(1) from the components of the certificate completed by the student; and

2) the certificates of professional competence carried out by the student.

The certificates referred to in paragraph 1 (1) and (2) (1) shall include the components and their grades. These certificates shall be signed by the training organiser.

Certificates referred to in paragraph 1 (2) and (2) (2) shall include the examinations of professional skills and their marks. These certificates shall be signed by the President of the institution responsible for the design and implementation of professional skills.

The certificate of training referred to in Article 25e (2) of the Basic Vocational Training Act shall include those parts of the training provided and their grades. The certificate shall be signed by the training organiser. In addition, if training is included in the training course of a vocational qualification in the field of vocational training qualifications, the certificate referred to in Article 2 (2) (2) of this Article shall be accompanied by a certificate of professional competence. The certificate of competence of a student referred to in Article 25e (5) of the Basic Vocational Training Act contains a verbal description of the degree of knowledge of the student in those parts of the diploma in which the student was not referred to in Article 19a In the light of the adaptation or the use of the specific study arrangements referred to in Article 21, the attainment of the relevant qualifications and the objectives of excellence. Annexes to the certificates

The certificates referred to in Article 25e of the Basic Law on Vocational Training must be accompanied by an extract from the credit register or any other equivalent explanation in respect of the elements of the joint examination and the knowledge acquired by the student Evaluation as well as other sections below.

At the request of the student, the training organiser shall issue an annex intended for international use containing information on the degree of knowledge acquired by the student and the level and status of the degree and status of the student in the Finnish education system.

The component parts of the certificate must be accompanied by a report on the professional qualifications of the professional sector, which the student has obtained on the basis of the qualifications obtained.

Withdrawal of the right to study

Article 32 of the Basic Vocational Training Certificate on the withdrawal of the right to study shall apply to the following studies leading to initial vocational qualifications:

(1) in the humanities and education sectors, a basic degree in child and family work, a basic degree in youth and leisure guidance, and a basic degree in sign language guidance;

§ 22
Study-indicator benefits

ARTICLE 25
Application for authorisation to organise training

No later than one year before the planned start of the teaching, the authorisation of vocational training shall be sought. If necessary, the Ministry concerned may also refer to this subsequent application.

The application for authorisation shall provide an explanation of the need for training and the fulfilment of other authorisation conditions.

Chapter 5

Entry and transitional provisions

§ 26
Entry into force

This Regulation shall enter into force on 1 January 1999.

Before the entry into force of this Regulation, measures may be taken to implement it.

§ 27
Transitional provision for the assessment of students

The provisions of Articles 10, 12 and 13 on the evaluation of students shall apply from 1 August 1999. Pending the entry into force of this Regulation, the provisions of this Regulation and the provisions adopted pursuant thereto shall apply.

Entry into force and application of amending acts:

9.12.1999/1139:

This Regulation shall enter into force on 15 December 1999.

18.6.2003/562:

This Regulation shall enter into force on 1 August 2003.

22.10.2003/881:

This Regulation shall enter into force on 1 January 2005.

Before the entry into force of the regulation, measures may be taken to implement the Regulation.

26.3.2015/329:
