The presentation of the Minister for Education is laid down in the Basic Education Act of 21 August 1998. (18/08/1998) Pursuant to:

Chapter 1

Education and working time

ARTICLE 1
Method of organisation of teaching

The basic teaching is provided by teacher teachers, as a teacher of the various subjects, as a teacher training, as a guide for pupils, as a guide for pupils and by special teaching staff.

Formation of teaching groups

In the case of an extended period of compulsory schooling referred to in Article 25 (2) of the Basic Education Act, there shall be no more than eight pupils in the teaching group. However, the maximum number of pupils in the school-based education group shall not exceed six pupils. ARTICLE 3
Annual and weekly amount of education

The instruction must be used for at least 45 minutes per hour. The time to be used shall be divided into appropriate periods of instruction.

§ 4
Daily workload

In primary education and in the first two years of primary education, the working day of a student shall be limited to a maximum of 5 lessons and in other years, as well as in addition to a maximum of 7 lessons.

If the appropriate organisation of teaching is required, the working day of the pupil may be temporarily longer than provided for in Article 7 (1).

The foreign language teaching and the teaching abroad referred to in Article 10 (4) of the Basic Education Act may, as provided for in the permit for the organisation of teaching, differ from those provided for in this Article.

§ 5
Organising replacement education

A student who, in accordance with Article 13 of the Basic Education Act, does not teach religion or philosophical knowledge or who is temporarily exempted from the study of a substance pursuant to Article 18 of the Basic Education Act, shall organise accordingly: Other teaching or controlled activities.

§ 7
The end of school work

§ 8
Basic education of non-compulsory education

For primary education purposes other than compulsory education, instruction is given on average for 28 hours in different subjects. Optional courses for students may be shorter or longer than the above. The basic education syllabus contains at least 44 courses. § 9
Design of teaching and working time

Targets and content of the activities of flexible basic education

The objective of flexible basic education is to reduce the interruption of primary education and prevent exclusion.

Inclusion of pupils in flexible basic education

The student is selected on the basis of an application made by a student or by his/her legal guardians. The educational organisation decides on the selection criteria and the selection procedure. In the case of students' flexible basic education, they must be subject to equal selection criteria.

Chapter 2

Student evaluation

ARTICLE 10
Evaluation during study

Students and their guardians shall be provided with sufficient information on the progress of their studies and on the work and behaviour of the student. The provision of information is further specified in the curriculum.

At the end of each academic year, the pupil shall be issued with a certificate showing the pupil's study programme and an apprentice or group of subjects on how the student has achieved the objectives set, and an assessment of the student's behaviour. The Board of Education determines which subjects can be assessed together.

The assessment referred to in paragraph 2 shall be numbered or verbally. The digit rating uses a scale of 4 to 10. As a value, 5 shows avoidance, 6 moderate, 7 satisfactory, 8 good, 9 commendable, and 10 excellent knowledge and skills. Abandoned performance shall be entered in grade 4. A verbal assessment may be used unless the Board of Education decides otherwise:

1) in the evaluation of 1 to 7 years;

(2) the evaluation of the substance or group of substances taught as an optional substance;

(3) the assessment of pupils under extended compulsory education as referred to in Article 25 (2) of the Basic Education Act;

4) for the assessment of pupils whose mother tongue is, except in Finnish and Swedish, other than the language used in the teaching, except for the main evaluation; and

5), in addition to the numbering.

ARTICLE 11
Progress in studies and transition from the year

A student who has received at least the information or skills of the different subjects in the various subjects in the various subjects, or an equivalent verbal assessment, shall pass the school year after the academic year to the next year. ARTICLE 12
Access assessment, certificate of difference and proof of completion of the learning amount of one or more substances

A diploma will be issued to a student who has successfully completed the full amount of basic education. The completion of the learning amount of one or more substances, as referred to in Article 46 (2) of the Basic Education Act, shall be issued.

ARTICLE 13
Evaluation and evaluation criteria

For each subject or study group, the pupil's assessment shall be decided by the teacher, or if there are several teachers, teachers together. ARTICLE 14
Assessment in some cases

Chapter 4

Outstanding provisions

ARTICLE 21
Accommodation linked to accommodation

§ 22
Teaching exercises

Basic education can also be provided by a teacher in the teaching of a teacher.

ARTICLE 23
Special degree

The special degree provided for in Article 38 of the Basic Education Act may be organised by the person who is authorised to provide basic education.

A specific examination shall demonstrate that his knowledge and skills correspond to the knowledge and skills of the various subjects in the various subjects. In order to carry out the full learning amount of primary education, it must be compulsory to take part in a qualification in all the subjects referred to in Article 11 (1) of the Basic Education Act and in the language and literature of the non-compulsory language, in the second domestic language, In a foreign language, history, social studies, mathematics, physics, chemistry, biology and geography.

A certificate of complete or partial completion of the learning syllabus shall be issued to the person who has completed a special examination.

Applications for pre-school education

Pre-teaching must be sought before the beginning of the teaching, as required by the organiser. The organiser of the teaching shall report in advance on the places of pre-school education, the starting and end of the teaching and the way in which it is organised or obtained in primary education.

Under Article 6 (2) of the basic education law of the municipality, you may also apply for pre-school education to the place of primary education. The application of equal selection criteria shall apply to these pupils. However, it is up to the municipality to decide whether or not to provide pre-primary education to children who live in the municipality.

In the event of a change in the place of residence or study of the child's place of residence or of a caretaker, or any other similar reason, the time required by the organiser in accordance with paragraph 1 may be applied to pre-school.

Chapter 5

Entry and transitional provisions

§ 24
Entry into force

This Regulation shall enter into force on 1 January 1999.

Before the entry into force of this Regulation, measures may be taken to implement it.

ARTICLE 25
Transitional provision concerning the number of hours of pre-teaching and additional teaching and the provision of replacement education

The provisions set out in Article 3 (2) shall apply from the beginning of the academic year 1999 to 2000. Pending the entry into force of this Regulation, the provisions of this Regulation shall apply.

If, before the entry into force of this Regulation, the student is temporarily exempted from the teaching of a substance, the provision of replacement teaching shall be followed instead of Article 5, which shall be replaced by the replacement of the replacement teaching at the time of entry into force of this Regulation. § 26
Transitional provision on student evaluation

The provisions of Articles 10 to 12 shall apply from the beginning of the academic year 1999/2000. Pending the entry into force of this Regulation, the provisions of this Regulation and the provisions and decisions adopted pursuant thereto shall apply to the evaluation of the pupils.

In the case of certificates of mother tongue and literature, crafts and visual arts in the 1998-1999 academic year, the names of those substances may be used for the purposes of the entry into force of this Regulation.

§ 27
Transitional provision concerning specific retirement age for certain government posts

The principal, the Deputy Head of the Principal, the Deputy Head of the student and the head of the school home, the assistant manager and the teacher, whose entitlement to a pension is valid, and the State Pension Regulation (611/1966) , the pensionable age shall be determined in accordance with the provisions of that Regulation as long as he/she pursues a similar post in a State institution in accordance with the basic education law.

Entry into force and application of amending acts:

ON 30 DECEMBER 1998,

This Regulation shall enter into force on 1 January 1999.

Before the entry into force of the Regulation, measures may be taken to implement it.
