The presentation of the Minister for Education is laid down in the Basic Education Act of 21 August 1998. Article 37 of the ec Treaty (3), second reading of the same date (629/1998) (3), of the law of the same day (630/1998) (3) of the Law of the same day on free education (632/1998) (3) and of the Law of the same day on the basic teaching of art (633/1998) Pursuant to paragraph 3:

Chapter 1

General

ARTICLE 1
Scope

This Regulation provides for the provision of basic education (18/08/1998) , the High School (19/1998) , the Law on Vocational Training (30/1998) , the law on vocational adult education (1998) , the Law on Free Education (182/1998) And the Law on the Basic Education of Art (33/1998) The eligibility criteria for teachers and teachers.

Each training covered by the law referred to in paragraph 1 shall be considered as a form of training in this Regulation. However, pre-school primary education is considered to be a form of education.

In addition, this Regulation lays down eligibility criteria for daytime and evening daytime activities as referred to in Chapter 8a of the Basic Education Act. (2) (2) (2)

§ 1a (3.11.2005/865)
Definitions

For the purposes of this Regulation:

(1) Study point The criterion of study as provided for in the Council Regulation on university degrees (794/2004);

(2) Study week The criterion of study as laid down in the Regulations repealed by the State Council Regulation on university degrees and in the previous regulations relating to examinations carried out by universities;

(3) Cross-cutting studies of subjects and subjects taught in primary education At least 60 study periods of study training, as provided for in Article 19 (1) (2) of the State Council Regulation on university degrees; and

(4) Cross-cutting studies of subjects and subjects taught at primary school 35 study week studies provided for in the Regulation on education and training in education and training (576/1995) .

Chapter 2

Headmaster

ARTICLE 2
Principal qualification

The principal is a qualified person with:

1) a higher education qualification;

(2) the qualification of the teacher of the type of training provided for in this Regulation;

3) adequate professional experience in teaching positions; and

(4) a degree in education, in accordance with the criteria approved by the Board of Education, at least 25 credits of study or at least 15 weeks of study organised by the university, or by other means of adequate education, Knowledge. (3.11.2005/865)

Where training courses are organised within the same educational establishment, or if the principal is responsible for the activities of two or more educational establishments providing training in different forms of education, in the principal Shall be the teaching qualification referred to in paragraph 1 (2).

The principal of an educational establishment providing training within the meaning of the Law on Basic Education is also eligible for a higher education qualification in the field and an adequate knowledge of the educational administration. ARTICLE 3
Linguistic requirements

The principal must have an excellent oral and written knowledge in the educational language of the educational establishment. (18.12.2003/1133)

The law on vocational adult education, the law on free education and the law on the basic teaching of art, must govern the educational language of the institution.

Chapter 3

Basic education and pre-school education

§ 4 (3.11.2005/865)
The qualification of the school teacher

Class classes are eligible to be given by a person who has completed:

(1) a master's degree in education, at least 60 credits, or at least 35 credits, at primary school or in primary education, and multidisciplinary studies for primary education, and at least 60 credits or at least 35 credits; Study week-class teacher's pedagogical studies;

(2) Regulation on education and training (530/1978) The degree of bachelor's degree and the studies referred to in paragraph 1; or

(3) in Iceland, Norway, Sweden or Denmark, a school teacher's degree in primary school based on a three-year training programme based on a training programme.

Eligibility is also provided by a person who is qualified to teach in basic education and who has completed the multidisciplinary studies of subjects and subjects taught at primary school. § 5
Qualification of the material teacher

The teaching of the material is eligible for the person who has completed:

1) a higher education qualification;

(2) in each of the subjects to be taught, the education of the teaching material of at least 60 study centres is the subject of studies of the teaching material, which is a basic study of, or equivalent to, the subject-matter; and

(3) at least 60 study centres or at least 35 study week studies.

Qualification of a material teacher in certain cases

ARTICLE 6
Student counsellor qualification

Student guidance is eligible to give a person:

§ 7
Eligibility of the teaching teacher

For a teaching group which does not include pupils receiving primary education, pre-school education is also eligible for a person who has completed:

§ 8
Eligibility of a teacher providing special education

The special education referred to in Article 16 (2) of the Basic Education Act is eligible for a person:

(1) which has completed a higher education qualification, or who has the capacity to provide classroom training provided for in this Regulation, and which, in addition to examination or qualification, has completed a course of studies; or

2), which has completed the training of special teachers in accordance with Article 14 (1) of the Education and School Training Regulation.

The special education referred to in Article 17 (1) of the Basic Education Act is eligible for a person:

(1) which has the capacity to provide classroom training provided for in this Regulation and which has completed the studies of a special teacher;

(2) have completed the training of special teachers in accordance with Article 14 (1) of the Education and Training School Certificate and the multisectoral studies referred to in Article 4 (a); or

(3) which, according to this Regulation, has the requisite qualifications from a teacher and who has completed the multisectoral studies referred to in Article 4a and the studies of a special teacher.

Notwithstanding the provisions of Article 17 (1) of the Basic Education Act, the specific teaching of the subject within the meaning of Article 17 (1) of the Basic Education Act is also eligible for the teaching of a person who, under this Regulation, is eligible for the teaching of that substance in primary education. For pupils within the meaning of Article 17 (1) of the Basic Education Act, pre-school and mentally handicapped pupils, including other special education, are also eligible to provide a person who has completed a qualified university degree and a special teaching qualification. For pupils referred to in Article 17 (1) of the Basic Education Act, students are also eligible to give a person who has the qualification of a teaching teacher under Article 7 (2) to (4) and who has completed a special teaching qualification. Special education under this section may also be provided by the person to whom the Education and Training Board has issued a certificate of competence on the basis of the training of a special teacher in Iceland, Norway, Sweden or Denmark.

Studied special teacher

§ 9 (18.12.2003/1133)
Linguistic requirements

A teacher giving primary education or primary education must have an excellent oral and written knowledge in the school language.

Chapter 5

Vocational training

Eligibility of vocational education teachers

The teaching of vocational training in vocational education and training is eligible for a person:

(1) has completed a university degree suitable for the teaching function decided by the organiser of the training;

(2) who have completed at least 60 study centres or at least 35 study week teaching studies;

(3) has a practical experience of at least three years of practical experience in the content of the teaching task; and

(4) which has a qualification or licence, or the right to exercise the profession of health as a legitimate professional, if it is necessary to carry out a qualification or licence or to legalise it.

§ 15
Eligibility of the guidance counselor

Guidance is eligible to give a person who has

Eligibility of a teacher providing special education

Chapter 6

Freedom of culture and the basic teaching of art

ARTICLE 18
Eligibility of a free education teacher

A teacher, as provided for in the Law on Free Education, is a qualified person with a qualified university degree and a teacher's pedagogical studies of at least 60 credits or at least 35 credits. (3.11.2005/865)

§ 19
Eligibility of a teacher providing primary education in accordance with the law

§ 20
Eligibility of a teacher providing primary education in other arts

The basic teaching in the field of general learning is eligible for the provision of a person who has the competence of the relevant art teacher provided for in this Regulation, or a person with other training or training suitable for the art sector concerned. Chapter 7

Outstanding provisions
