Law on the student selection register, the national central repository and the baccalaureate

In accordance with the decision of the Parliament:

Chapter 1

Student selection register

ARTICLE 1 (30.12.2013/1262)
Register and controller

The student selection register shall consist of the following entries:

(1) the search register for universities;

2. The register of applications for vocational training, secondary education and other basic education .

The student selection register shall be maintained by the Board of Education. For the purposes of the register referred to in paragraph 1 (1), the universities and the vocational higher education institutions shall participate in the register as referred to in paragraph 1, and the organisers of supplementary training for vocational training, secondary education and basic education, as referred to in paragraph 1 (2). Duties of the controller

The National Board of Education is responsible for the compilation of the student selection register and the national implementation of search systems, as well as general information, guidance and counselling in connection with the recruitment and training of students.

Purpose:

The list of shopping lists for the student selection register shall be:

(6) the activities necessary for the selection of other students.

Information content

The student selection register may include:

(1) the name of the applicant, identity number or other similar unique identifier, nationality, sex, mother tongue and necessary contact details;

(2) information on the applicant's previous training and qualifications;

(3) information on applications and selection criteria for each applicant;

(4) information on the outcome of the selection, the receipt of the place of study and the registration or enrolment of the institution; and

(5) the consent of the applicant or the prohibition on the transmission of name and address data for information and marketing of training.

In addition to the information listed in paragraph 1, the student selection register may be stored in accordance with the information provided by the applicant in terms of occupational health information, as well as information on work experience and activities. This information is requested and stored only when necessary for the selection of students.

In addition to the information referred to in paragraphs 1 and 2, the entry register referred to in Article 1 (1) may include, in addition to the information referred to in paragraphs 1 and 2, any other information necessary for the purpose of the register which is relevant for the assessment of the suitability of the applicants. 2. Data sources

Transmission of information

ARTICLE 6
Data retention period

The student selection register shall be kept for five years from the date of the student selection decision.

Data reserves

Universities shall record the following information in the data storage:

(1) identification of the identity of the person or any other equivalent identifier;

(2) information on the conduct of professional university degrees, higher vocational qualifications, lower and higher education qualifications, and information on qualifications and their grades;

The Ministry of Education and Culture determines how each university keeps the contents of the repository up to date.

Transmission of information via data storage

The university shall disclose the information referred to in Article 6c (1) stored in the repository, which, according to Article 3, may be entered in the student selection register, the technical use made available to the student selection register.

The university shall designate the controller for any other transmission of information through data storage and shall be responsible for the legality of the donation.

The Ministry of Education and Culture may produce data repositories for the evaluation, development, statistical and other monitoring and guidance of training and research.

Chapter 2

Baccalaureate register

§ 7
Purpose and controllers

The baccalaureate shall be kept and used for the organisation of the baccalaureate, the retention of data on the examinations and examinations carried out in the case of examinations carried out, and the monitoring of the operation of the baccalaureate.

The baccalauream register keeps the baccalaureation board.

§ 8
Data sources, data content and storage period

The information necessary for the purpose of the examination of the Baccalaureate and the information on the upper secondary school education is collected in the register from the organisers of high school education. The controller shall indicate the records of the baccalaureate carried out in the register.

The baccalaureate register shall be deposited:

(1) the name, identification number, gender, mother tongue and the completed upper secondary school education for the tests;

(2) the grades and scores obtained by the trainees from different tests; and

(3) the date of completion or rejection, the examinations which have been renewed and the date of completion of the examination.

In addition to the information referred to in paragraph 2, the Baccalaureate can be stored in addition to the data necessary for the purpose of the register, for the purpose of the baccalaureate and for the manner and organisation of the examination.

Records of the baccalaureate shall be kept permanently.

§ 9
Transmission of information

In the case of student selection, the list of persons who have participated in the baccalaureate and applied for training referred to in Article 2 (1) shall be provided for the purpose of student selection.

The Baccalaureate may disclose the names of the candidates admitted for publication in the Baccalaureate.

Chapter 3

Outstanding provisions

Lesson number

The student number shall be the number of 11 digits which may be used for the identification, processing and transmission of the data referred to in this Act.

The student number is given when the person's personal data is first stored in the student selection register. When an apprentice is issued, identification of a person shall be used to identify the identity of the person or the corresponding unique identifier. The student number is permanent.

The student number may be entered in the student selection register, the national central repository of higher education institutions and the baccalaureate. The release of the student number shall be carried out in accordance with the provisions of this Act concerning the surrender of a personal identification number or an equivalent unique identifier.

Application of other provisions

In addition to this law, in addition to this law, the rules governing the processing of personal data are governed by the law of the student selection register, the national data repository and the baccalaureate.

More detailed provisions

The Regulation provides for more detailed provisions on the implementation of this law.

ARTICLE 12
Entry into force

This Act shall enter into force on 1 January 1999.

Before the entry into force of this Act, measures may be taken to implement it.

Before the entry into force of this Act, the baccalaureate register may be entered in the student selection register for persons who have participated in the baccalaureate and have applied to one of the training courses referred to in Article 2 (1) to (3).
