In accordance with the decision of the Parliament:
This law provides for the granting of aid to cover the costs of secondary school or vocational training of a student with a vocational training course. Support is referred to as school travel.
School travel allowance is paid out of state resources.
A student who lives in Finland is entitled to school travel support, who is a major student in Finland:
1) in the High School (19/1998) In the field of secondary education or training in training courses for immigrants and foreign languages; (30/04/2013)
(2) the law on vocational training (630/1998) Article 3 In the field of education;
(3) the law on vocational adult education (1998) In the form of an examination certificate for initial vocational training in the form of an examination certificate;
4) Law on Civil Protection (2006) In training leading to a vocational qualification; or
5) Law on the training centre for criminal sanctions (1316/2006) Of the European Parliament and of the Council.

However, school travel support is not eligible for a secondary education or apprenticeship or an apprenticeship or apprenticeship student.
The grant of school travel aid is conditional on a long school trip and a suitable means of travel which, in determining the regular monthly costs of the journey, will enable the student to use public transport, and The continuity of study.
School travel support may be granted if the student:
(1) the length of the parallel school trip is not less than 10 kilometres;
(2) the cost of the monthly school trip exceeds eur 54; and
(3) the mode of transport used by the public transport or the training organiser or, where the conditions laid down in Article 4a are met, other suitable means of travel. (21.1.2011)

No school travel allowance shall be granted to a student who:

(2) could live free of charge in an apartment maintained by the training organiser, unless a student can take up residence for special reasons; or
(3) receive support for the cost of the school trip under other law.
A decree of the Council of State may provide for specific reasons relating to health or family circumstances or other similar reasons, on the basis of which the student is considered not to be able to take on an apartment maintained by the training provider.
In the case of a student using public transport, travel costs are reimbursed according to the price of the ticket product intended for the month of the cheapest student in charge of the vehicle used.
At the time of the student mobility in public transport (869/2009) Without prejudice to paragraph 1 and paragraph 2 of Article 3 (2) of the common flag and payment system of the competent authorities referred to in Article 3 (2), The student passes through this transport.
On the basis of the length of the journey, the travel costs shall be determined by the distance travelled by the student in the course of his school journey by the student. Where a parallel school trip consists of two or more journeys, travel costs may be calculated separately from each piece of travel.
Where school travel aid is granted in accordance with Article 4a on the basis of its own travel mode, the travel costs are determined by the length of the journey between the home of the student and the institution. However, travel costs are not taken into account in so far as they are caused by a school journey of more than 100 kilometres.
The criteria for calculating the travel costs referred to in paragraphs 2 to 4 shall be laid down by a Regulation of the Ministry of Education and Culture. The monthly travel costs shall be calculated according to 21,5 days.
Costs arising from a separate travel portion of less than five kilometres shall not be replaced separately. However, the cost of travel expenses shall be reimbursed if a distance of at least 10 km includes separate journeys of less than 5 km, which are a total of at least five kilometres.

For students who use non-public transport or school transport organised by the training organiser, school travel allowances may be granted on the basis of their own travel mode, if:
(1) the student's school journey is more than five kilometres away from school transport organised by the public transport or training organiser;
(2) the daily school trip of the student and its expectations takes on average more than three hours per day; or
(3) the student has the opportunity to use public transport or school transport organised by the training organiser during the month on average up to six parallel school trips per week.
School travel aid may also be granted on the basis of own travel arrangements if:
(1) it is not possible for a student to use a public transport or a school transport organised by the training organiser, as a result of the fact that a school trip for a reason other than that referred to in paragraph 1 becomes too difficult or burdensome for the student; or
2) the student's school trip or the mode of travel varies several times during the academic year.
School travel expenses will be reimbursed at eur 54 per month plus the cost of the school trip plus eur 11. The student pays up to a maximum of EUR 43 per month in the form of monthly travel expenses, provided that Article 4 or paragraph 3 of this Article is not responsible ( Contribution of the student ). In the event of a student travelling to school, the proportion of the student's contribution in more than one mode of travel will be deducted from the travel costs of public transport. In the absence of travel costs for public transport, the student contribution shall be deducted from the costs of transport organised by the training organiser.
The aid shall be 70 % of the aid under Article 4 (1) if the aid is granted in accordance with Article 4a on the basis of its own travel mode, or if the travel costs are incurred by a total of 5 km or more of a number of separate entities referred to in Article 4 (6). Travel shares. (10/04/422)
School travel support is requested from the Social Insurance Institution. The application is submitted to the institution.
The institution must include in the application a study of the length of the student's school journey, as well as the possibility for students to use public transport or school transport organised by the organiser.
If there are no reasonable grounds for believing that the information in the report is incorrect, the study provided by the institution is binding on the People's Pensions Office. Where there are reasonable grounds for believing that the report contains incorrect information, the Social Insurance Institution may deviate from the report in its decision.
School travel aid is granted by the Social Insurance Institution. The calendar month entiters to receive school travel support if there are at least 18 days qualifying for school travel support. (12/02/1079)
School travel aid shall be granted for a maximum period of academic year. School travel aid shall be granted from the beginning of the month preceding the submission of the application. School travel aid may be granted in the course of the next or preceding academic year if the studies start or end in June, July or August.
The travel allowance shall be paid monthly to the student's mode of travel, either by the training organiser, the ticket seller, the operator of the ticket system or the European Union account declared by the student. (10/04/422)

A student mobility student may purchase a ticket product supported by school travel no earlier than 14 days before the date of commenting on the aid and no later than 14 days before the end of the studies eligible for the aid. (21.1.2011)

The decision to appeal to the decision of the People's Pension Support Office may be appealed against by the appeal to the Appeal Board. The letter of appeal shall be submitted to the National Pensions Office within 30 days of receipt of the decision by the appellant. (30.12.2003/1323)
If the appeal has arrived after the deadline provided for in paragraph 2, the appeal board or the right of insurance may, in spite of this, take a complaint if there have been compelling reasons for the delay. (21.2.2003/136)
The decision of the Social Insurance Institution shall, in spite of the appeal, be complied with until a decision has been taken by a final decision.
Paragraph 10 has been repealed by L 28.12.2011. .
The Social Insurance Institution may agree with the operator of the ticket vendors and the flag system operator referred to in Article 4 (2) of the terms and conditions for the sale of tickets to students at a reduced rate of school travel support. The procedure for the agreement is laid down in more detail by the Government Decree.
The student is obliged to inform the National Pensions Office of the information necessary for the granting of school travel support, as well as of the changes affecting school support. The institution shall be obliged to inform the National Pensions Office of the facts that have come to its attention, which may lead to the revision or withdrawal of school travel support.
The student is obliged to report his identity to the seller of the ticket when he purchases a ticket which entits him to a school travel allowance. (10/04/422)
Expenditure resulting from the implementation of this law to the National Pensions Office shall be counted as expenditure on the operating expenditure of the National Pensions Office and the expenditure resulting from the tasks set out in Sections 6 and 12.
Save as otherwise provided for in this Act, the School Travel Aid case shall follow the provisions of the Law on School Aid for the implementation, revision and suspension of study aid, recovery and recovery of the recovery claim, Self-rectification, removal of the decision, correction of the clerical error, receipt, use and transfer of information, exit and transfer, and funding.
More detailed provisions on the implementation of this law shall be adopted by the Regulation.
