In accordance with the decision of the Parliament:

ARTICLE 1

The registry administrator shall include a register of records and service tasks as provided for in the register.

The Census Bureau is the Population Register Centre. The Population Register Centre also manages the electronic identity card of the central government and the services of certified e-business. Other tasks of the Census Centre shall be laid down separately.

The local authorities, as well as the local authorities of other registries, according to which they are expressly provided, shall be the magistrates. Matters falling within the competence of a taster shall be settled by the master or other official of the Register of Magistrates, who shall be empowered to decide in the Rules of Procedure of the Register.

Details of the tasks of the Population Register Centre and the Register of Magistrates are laid down by a decree of the Council of Ministers.

A decree of the Council of State may provide for the other organisation of the registry administration, the performance management, the appointment of the Deputy Head of Master, the eligibility criteria for posts, the filling of posts and other staff. The Rules of Procedure of the Population Register Centre and the Register of Magistrates provide more detailed information on the internal organisation of the agencies, the resolution of cases and other matters within the internal administration.

This Act shall enter into force on 1 December 1996.

This Act repeals the Law of 20 January 1984 on the Civil Service (20,84) With its subsequent modifications.

Before the entry into force of this Act, measures may be taken to implement it.

ARTICLE 6

Where the law, regulation or decision refers to the law of the law on the rule of civil law which has been repealed by this law, the corresponding provision of this Act or the Regulation adopted pursuant to it shall apply. The law, regulation or decision provides for or provides for a register office, with effect from the entry into force of this law, in the case of the magistrates and the provincial government in the province of Åland.

The staff of the registry offices will be transferred and the posts will be transferred at the time of entry into force of this Act to the Officers' Agency and to the magistrates. However, the staff of the registry office of the Åland Islands are transferred and the posts are transferred to the provincial government of Åland. No official consent shall be required for the transfer of posts.

The Board of Directors shall decide on the transfer of posts referred to in paragraph 2 and shall determine the name of the manager of the Master's office.
