The presentation of the Minister for Education is governed by the Law of 3 March 1995 on vocational training (255/95) Pursuant to:

Chapter 1

Vocational education and training

ARTICLE 1
Professional higher education qualifications

Vocational qualifications are the basic qualifications of the Polytechnic University.

The status of professional qualifications in the system of higher education qualifications is provided for separately.

ARTICLE 2
Graduate varieties

The title of the training certificate shall be accompanied by the name of the education sector concerned. It may also be accompanied by an established professional title and abbreviation AMK.

The Ministry of Education confirms the qualifications.

ARTICLE 3
Professional specialisation

Professional specialisation studies are leading to further vocational training courses leading to vocational qualifications or other extensive complementary training programmes.

The role of vocational specialisation in the system of higher education qualifications is laid down separately.

Chapter 2

Criteria for vocational training

§ 4
Study structure

The studies leading to a vocational education qualification include:

(1) basic and vocational studies;

(2) freely chosen studies;

(3) qualified training; and

4) thesis work.

§ 5
Scope of studies

The criterion for measuring the studies is study week. Study week means the estimated average 40-hour contribution of the student to the achievement of the studies. The length of the academic year is about 40 credits.

The range of studies leading to a vocational qualification is 120, 140 or 160 credits. For a specific reason, the Ministry of Education can confirm the scope of the studies beyond 160 credits.

The range of vocational training courses is between 20 and 40 credits. For a specific reason, the Ministry of Education can confirm the scope of study for more than 40 credits.

ARTICLE 6
Training programmes

Studied vocational training courses will be organised as training programmes. The training programmes are designed and organised by the Polytechnic University, which are geared to the field of work and the development of the professional expertise of working life. There may be alternatives to the training programme.

The Ministry of Education shall set up the training programmes in such a way as to indicate the name of the training programme, the options for orientation, the scope of the training programme, the scope of the training programme in the course of credits and, where appropriate, the initial and vocational courses; and The scope of the training. The training programmes may also be established for a limited period.

§ 7
Student objectives

The overall aim of the studies leading to a vocational qualification is to provide the student with:

(1) comprehensive and practical basic knowledge and skills as well as their theoretical criteria for acting in the field of professional expertise in the relevant field;

(2) the conditions for monitoring and updating the development of the sector concerned;

(3) capacity for continuous training;

(4) adequate communication and language skills; and

(5) the capacity required for international action in the sector concerned.

The aim of the basic studies is to provide the student with a comprehensive overview of the role and importance of the role of the relevant function in society, at work and at international level, to familiarite the student with the general theoretical knowledge of the relevant function area. And to give him the language knowledge referred to in Article 8.

The aim of the vocational studies is to familiarise the student with the main problems and applications of the relevant professional function, as well as their scientific or artistic criteria, in such a way as to enable the student to Work in the field of expertise, development and entrepreneurship of the mission area.

The aim of the training is to familiarfy the student with a particular focus on practical work-related tasks and the application of knowledge and skills in working life.

The aim of the thesis is to develop and demonstrate the capacity of the student to apply his/her knowledge and skills in the field of practical expertise in professional studies.

§ 8
Language skills

The student shall, in the course of studies included in a vocational training course, show that he has achieved:

1) the knowledge of Finnish and Swedish in the language of the language knowledge required by civil servants; (149/22) Requires a university degree in a bilingual service area and is necessary for the pursuit of the profession and professional development; and

2) a written and oral knowledge of one or two foreign languages, which is necessary for the professional and professional development of the profession.

Paragraph 1 shall not apply to a student who has received his education in a language other than a Finnish or Swedish language, or a student who has received his education abroad. The language skills required for such a student are to be decided by the Polytechnic.

The Polytechnic University may, for a specific reason, exempt students from the language requirements laid down in paragraph 1 in part or in whole.

The language proficiency shown by the student is indicated in the diploma.

§ 9
Study periods and curricula

The studies and the lessons to be learnt will be organised in periods of study. Study periods are mandatory or alternative or free of choice.

The curriculum of the training programme shall provide for at least the objectives of each study period, the scope of the study, the scope of the study, the amount of teaching and training, and the performance required.

ARTICLE 10
Maturing sample

For a university degree, a student must write a maturing sample in the field of study, showing familiarity with the industry and the Finnish or Swedish language skills. The College of Professional Qualifications shall decide on the ripening sample when the student does not require the language proficiency referred to in Article 8 (1).

Chapter 3

Other criteria for learning and teaching arrangements

ARTICLE 11
Study time

The vocational higher education institution shall organise the studies leading to a vocational qualification so that a full-time student can complete their studies in the corresponding period.

Paragraph 2 has been repealed by A 12.7.2001. .

ARTICLE 12
Accepting studies

The professional college shall ensure that, on the basis of the criteria laid down in the examination code, the student receives a degree in the course of carrying out his or her examination in another Member State other than that of a higher education institution or other institution in another institution. Studies and the replacement of studies and traineeships with other similar studies or equivalent traineeships or work experience.

ARTICLE 13
Certificates

The College of Vocational Training grants a student a diploma in the course of his examination.

At the request of the Polytechnic, the College shall issue a certificate to the student on the course of his studies, including the duration of his studies.

Chapter 4

Operational control

§ 15
Training function

The activities of the professional college shall be governed by the following fields of training:

1) natural resources;

(2) technology and transport;

(3) governance and trade;

(4) tourism, nutrition and economic sectors;

(5) social and health sectors;

(6) culture; and

The number of students in vocational higher education in the course of training leading to a vocational degree is determined on the basis of the average number of full-time students completing a vocational education qualification.

Chapter 5

Administration of the State University College

§ 17
Members of the professional college

The members of the State Polytechnic are the full-time teachers of the Polytechnic University, other full-time staff and full-time students in training leading to a vocational qualification.

A person who has been assigned to carry out more than half the duties required by the post shall be considered as a full-time teacher and other staff member.

As a graduate student, a student who has registered as a full-time student in the course of a school year or who participates in any other training course organised for the purpose of completing a qualification is considered as a student.

A foreign student participating in a student exchange shall also be considered as a student mobility student at least in the course of a semester.

ARTICLE 18
Government

In addition to what is laid down in this Regulation and separately, the Government of the Government of the Polytechnic shall:

(1) adopt an action plan and an economic plan;

2) make a proposal for the annual budget;

(3) decide on the organisation of the Polytechnic;

(4) set up other multi-member administrative bodies;

(5) decide on the general criteria for allocating appropriations;

(6) deciding on amendments to the training task;

(7) to decide on training courses;

(8) at least decide on the criteria for curricula and examination requirements;

(9) decide on the curriculum and working hours of the academic year;

(10) decide on the number of students to be admitted to a higher education institution;

(11) deciding on the student selection criteria;

(12) approve the rule of law and the qualification rule; and

(13) examine any other matter to which it is assigned or, depending on the nature of the case.

The Board of Directors shall be chaired by the principal of the Polytechnic and 11 other members. Two of the members represent professional university teachers, two other staff and two students. In addition, there should at least be members of the Board of Directors in the field of vocational education and training. The Ministry of Education, with its members and its alternates, shall, however, for a term of four years, be appointed by the members and alternates of the Board for a term of two years.

The members of the Board of Directors, other members of staff and students and their alternates shall be elected from the relevant professional college members.

§ 19
Headmaster

The principal task of the secondary school principal shall be to process and settle matters relating to the general administration and the economy of a professional college, unless otherwise provided for in this Regulation or in this Regulation or in the Circuit Code.

The principal shall be elected by the Board of Directors for a period of five years.

§ 20
Sub-government

The teachers, other staff and students of the administrative department responsible for organising the training in a multi-member administrative body responsible for the organisation of training shall be elected by the same number of staff, but not less than: Two members of the professional college, who together form the majority of the governing body and their alternates.

ARTICLE 21
Management rule

More detailed provisions and guidelines on the functioning, management and resolution of the State University College, as well as the implementation of the elections, will be adopted by the Ministry of Education and the Ministry of Education.

Chapter 6

Education and students (30.12.1998/1190)

§ 21a (30.12.1998/1190)
The academic year

The academic year shall begin on 1 August and end on 31 July. The teaching is given over the periods prescribed by the Polytechnic. The teaching shall be organised in such a way as to enable students to study in an appropriate order and in an effective manner.

§ 22
Student admission and application for student selection

Students are admitted to a vocational higher education or training programme. For specific reasons, students can also be included directly in the orientation of the training programme.

At the time of instruction by the Ministry of Education, the accepted student must inform the university of the receipt of a study. If he doesn't do it, the study place will be deemed to have been lost. If he is also admitted to the university, the notification shall be made to the university or university where he/she receives it. The professional college shall provide information on the reception of the place of study without delay in the Joint Register of Professional Universities. (30.12.1998/1190)

An applicant who is not satisfied with the choice of students may request a correction in writing from the professional university board within 14 days of the publication of the results of the selection. The results of the publication shall indicate how the applicant can obtain information on the application of the criteria followed in the selection of the information and how to request a corrigendum. The outcome of the appeal shall not be converted into a student to the detriment of the chosen person.

Application for amendment to the decision on the loss of the right to study

Dissatisfaction with the decision on the loss of the right to study may be requested in writing from the professional university board within 14 days of receipt of the decision.

ARTICLE 23
Adjusting the assessment of credits

The student is entitled to be informed of the application of the criteria to him. The student must be given an opportunity to get acquainted with the written or otherwise recorded study. They shall be kept for six months from the publication of the results.

A student dissatisfied with the assessment of his studies or any other studies carried out in the course of his studies may ask for an oral or written amendment to that effect from the person who has completed the assessment or from the teacher who has taken the decision. The request for adjustment shall be made within 14 days of the date on which the student has had the opportunity to obtain the results of the evaluation and the application of the criteria in person.

A student who is dissatisfied with the decision referred to in paragraph 2 may apply for an adjustment to the examination board within the meaning of Article 31 within seven days of the receipt of the decision.

§ 24
Kurinpito

A warning to the student will be decided by the principal. The Board of Directors is suspended for a limited period of time. Before the disciplinary proceedings are dealt with, the person concerned shall be informed of the infringement and shall provide him with the opportunity to be heard.

At a time when a student is pending before a public court, it is not for the same reason that disciplinary proceedings may be initiated or extended.

If the court has acquitted the student of the charge, the disciplinary proceedings may not be initiated or extended for the same reason other than that which is not a criminal offence, but which may lead to disciplinary action.

For the same reason, if the court has condemned the student to be punished, he must not be subject to disciplinary action. However, the student may be suspended if it is justified in relation to the offence or related aspects of the student.

If a student is under investigation as a suspect, the Board of Directors may decide to suspend his studies if it is justified in relation to the alleged offence committed by the student or the related facts.

Chapter 7

Teachers

ARTICLE 25
Teachers' language requirements

An instructor and a lecturer, as well as an hour teacher, are required to rule the language of the university or the language in which he has been ordered to teach.

A foreign citizen and a Finnish citizen who is not native may be appointed to the post of the High Teacher and the Lecturer or without prejudice to the fact that he has not demonstrated the knowledge of Finnish or Swedish. (30.12.1998/1190)

§ 26
Teachers' eligibility criteria

An appropriate postgraduate diploma or doctorate and a higher education qualification from the lecturer will be required by the top-teacher of the university.

Without prejudice to paragraph 1, a senior university degree or a person who has not completed a higher education qualification, notwithstanding paragraph 1, may, without prejudice to paragraph 1, appoint a higher education diploma or a person who has not completed a higher education qualification; The person is very well acquainted with the office or function of the post.

Paragraph 3 has been repealed by A 18.6.1998/437 .

In addition, at least three years' practical experience in the field of qualifications is required for a teacher and a lecturer, whose main teaching function is the organisation of vocational studies.

Before the post of an industrial and artistic industry, of the art industry, of the art industry, of the theatre, of the art and of the music sector, of the music sector or of the music industry, or of the music industry, the Polytechnic University may decide that candidates are required to: The artistic merit necessary for the performance of the task instead of the requirements laid down in the article.

An instructor shall be required, if possible, for the equivalent of the post and the post holder.

§ 27
Appointment of teachers of the State University College

The university lecturers and lecturers shall be appointed by the Board of Directors of the Polytechnic University, after the selection of the College of Quaestors referred to in Article 32.

The appointment of other teachers is laid down in the Executive Board.

ARTICLE 28
Teachers' duties

The function of a full-time teacher shall be, in addition to its teaching and training activities and other tasks related to them:

(1) develop training in the field and monitor the development of working life;

(2) participate in the drawing up of curricula and the choice of student selection;

(3) to take part in the training and professional training of the professional university; and

(4) treat the membership of the university's administrative bodies and the other tasks assigned to him or assigned to it.

In addition, over a period of three years following the appointment of a teacher and a lecturer, a teacher training course of at least 35 years of study shall be carried out, unless he or she is appointed for a post or a post. (18.06.1998/437)

Chapter 8

Outstanding provisions

§ 29
Application for authorisation

When applying for the authorisation of a professional and private professional college, the following shall be clarified:

(1) the name and address of the operator;

(2) the name of the Polytechnic;

3. The need for a professional college;

(4) educational establishments on which the professional college is based;

(5) information on contract training and educational institutions within the meaning of Article 26 of the Law on Higher Education;

(6) training mission;

7) cases provided for in Article 5 of the Law on University of Higher Education and on certain arrangements necessary for the implementation of the Law on the implementation of the Law on higher education (258/95);

(8) organisation of administration;

(9) teaching and other facilities;

(10) an estimate of the costs of establishment and operation and the financing plan; and

(11) the start of the activities of the Polytechnic University.

Where the applicant is a consortium of municipalities, the application shall be accompanied by the contract of the consortium. When the applicant is a private entity or a foundation, it shall submit a report on the identification of the entity or the foundation in the register and the statutes or rules of association.

The application shall be submitted to the Ministry of Education at least 20 months before the planned opening of the Polytechnic University. (18.06.1998/437)

When establishing the establishment of a State University College, the provisions of paragraphs 1 and 3 shall apply mutatis mutandis.

ARTICLE 30
Principal eligibility criteria

A postgraduate diploma or doctorate is required from the principal, the degree of familiarity with the competence of the university and the administrative experience. A senior university degree may also be appointed to the office or post of the principal if it is otherwise considered to be a particularly deserving post. In addition, the principal is required to control the teaching languages of the Polytechnic.

ARTICLE 31
Investigation board

At the Polytechnic School, there is one or more examination boards for the examination of requests for corrections in the field of study. The Qualifications Board shall be composed of the Chairperson, who shall be the High Teacher of the Polytechnic, and two other members, one of whom shall be the teacher of the Polytechnic. The chairman and members of the board of inquiry and their personal deputies shall be appointed by the Board of Directors of the Polytechnic University.

ARTICLE 32
National University College Selection College

The Government of the National Institute of Professional Training shall assign the College of the Selection Board to the post or post office of the College. The college of selection shall include the chairman, who shall be the High Teacher of the Polytechnic, and two other members, one of whom shall also be the High Teacher of the Polytechnic.

§ 33
Grants and donations of the State University College

Grants and donations to higher education institutions are kept separate from other resources in the Polytechnic. The receipt and use of grants and donations shall apply mutatis mutandis to the provisions of the General Council Decision on the reception and use of gifts and wills in government agencies and institutions (35/74) Prescribed.

§ 34
Fees for members of the administrative bodies of the State University

The President, the members of the Board of Directors and the other administrative body, the members of the Board of Directors and the other governing body, the members and the secretary of the administrative body, the allowance, the daily allowance and the commission's fees shall be valid for: The committees are provided.

ARTICLE 35
Provision of student selection information

For the purposes of the implementation of student selection, the professional college shall provide the educational authorities with the necessary information within the prescribed period, as specified by the Ministry of Education.

ARTICLE 38
More detailed provisions

More detailed provisions on the implementation of this Regulation shall be adopted by the Ministry of Education, where appropriate.

Chapter 9

Entry provisions

ARTICLE 39
Entry into force

This Regulation shall enter into force on 8 March 1995.

Some of the arrangements for implementing this Regulation are laid down separately.

For the purpose of applying for the authorisation of a municipal and private vocational higher education institution and the establishment of a State University College with effect from 1 August 1996, the provisions of Article 29 (3) may be derogating from the provisions of Article 29 (3), as The Ministry of Education is more specific.

Before the entry into force of this Regulation, measures may be taken to implement it.
