The presentation by the Minister for Social Affairs and Health of the Minister of Health of 8 December 1994 Article 32 of the ec Treaty Pursuant to paragraph 1:
The sale and control of alcoholic beverages in ships passing between Finland and the rest of the world and other means of transport are in force, as provided for in this Regulation.
For the purposes of this Regulation:
(1) the sale of alcoholic beverages, whether or not sold on the spot for consumption, or for retail sale in which a spirit drink is sold for export;
2) on board Finnish water or air transport between Finland and the rest of the world;
(3) a train or bus operated abroad by another means of transport.
For the purpose of this exercise, a sufficient number of trained and qualified staff shall be provided on board or otherwise.
The sale of alcoholic beverages shall not be used for staff who have not completed 18 years.
The sale of alcoholic beverages must be organised in such a way as to maintain order on board or other means of transport and to minimise the harm caused by alcohol.
The consumption of alcoholic drinks by passengers on board or other means of transport is prohibited. Similarly, the removal of the spirit drink shall be prohibited from the place of residence of the watercraft, or on the territory of the train operating abroad. (212.2010/1044)
The alcohol drink shall not be sold on the retail sale of the vessel to a person who is 20 years younger. However, the spirit drink may be sold for 18 years.
You can't have an alcoholic beverage with an 18-year-old.
Alcoholic beverages must also not be sold:
(1) disorderly or clearly intoxicated; and
(2) where there is reason to believe that an alcoholic beverage may be abused or its unauthorised disclosure or transmission.
The Agency for Social and Health Authorisation and Control may, when there are specific reasons, limit the sale or sale of the ship or any other means of transport, or lay down provisions on the supply of alcoholic beverages to passengers.
For the purposes of monitoring the provisions of this Regulation and of the provisions adopted pursuant to this Regulation, the Agency shall be entitled:
(1) access the premises and operations of the vessel or other means of transport and the documents necessary for the control;
(2) have access to the notifications, information and other documents necessary for monitoring purposes; and
(3) lay down provisions for keeping the accounts necessary for monitoring purposes and for the transmission of data for control purposes.
In the case of a Finnish vessel engaged in transport between Finland and the rest of the world, in which alcoholic beverages are sold to passengers, the carrier before the sale of the carrier must be authorised in the social and health sectors. A written notification to the Office for the identification of the carrier and the trader, as well as any other ship and its sales volume, as well as information on sales control and public order.
The sale of alcoholic beverages on board shall be prohibited at ports, airports or other parts of Finland.
The provisions of paragraph 1 shall not apply to watercraft in the territory of Finland, between domestic and foreign ports, without departing from a port outside the territory of the province of Ahvenan in one of the territory of the province of Åland. Similarly, paragraph 1 shall not apply to air transport in the territory of Finland between domestic and foreign airport.
Notwithstanding the provisions of paragraph 1, the Office for Social and Health Authorisation and Control may, subject to specific circumstances, may authorise the sale of alcoholic beverages, including in the port or in the port of Finland In the region between two Finnish ports. (212.2010/1044)

The customs authorities may, during the port mass of the vessel, be left to use small quantities of alcoholic beverages, as provided for by the customs authorities.
The Social and Health Authorisation and Control Agency may grant an application for a written request to passengers on a train operating abroad for an indefinite period of time or a temporary residence permit to the person under consideration of such activities. The necessary conditions and the required reliability.
The application shall be accompanied by the information provided by the Agency on the applicant and any other reports deemed necessary by the Agency.
You must not let a person who behave in a disturbed or disruptive manner be given a dose. A customer who behaves in a disruptive manner or whose intoxication is clearly discernible shall be removed from the liquor area.
There must be no commenting in the area of the driving range of a train travelling abroad before 5:00. The holding shall be stopped at least half of Finland's time at the latest.
On the basis of specific circumstances, the Office for Social and Health Authorisation and Control may, on application by the holder of the authorisation, authorise the granting of the authorisation in any period other than that provided for in paragraph 1.
The Agency for Social and Health Authorisation and Control may cancel the authorisation it has granted either for a fixed period or for a permanent period if:
(1) there has been a breach of this Regulation or of the provisions and guidelines adopted pursuant to this Regulation;
(2) the licensee shall be deemed to have lost the conditions or reliability of the authorisation; or
3) There have been cases of disorder or other irregularities in the area of liquor.
The police or the member of the railway staff concerned may, when required to maintain order in the area of custody, temporarily suspend the proceedings until the train is at the end of the station. The Centre for Social and Health Authorisation and Control shall be informed of the suspension without delay.
The storage spirit shall be controlled in a manner prescribed by the Office for Social and Health Authorisation and Control. (212.2010/1044)

The Agency for Social Affairs and Health may, for a specific reason, under any conditions, provisionally authorise the temporary authorisation of closed parties in a high-quality bus operating abroad, provided that: The operator shall require reliability.
The application shall be accompanied by the information provided by the Agency on the applicant and any other reports deemed necessary by the Agency.
There shall be no commenting on a bus operated abroad before nine o'clock. The holding shall be discontinued at the latest at one o'clock in Finland.
For specific reasons, the Agency for Social and Health Authorisation may, on application by the carrier, authorise the granting of authorisation in any period other than that provided for in paragraph 1. (212.2010/1044)
The supply of alcoholic beverages shall be controlled in a manner prescribed by the Office for Social and Health Authorisation and Control. (212.2010/1044)
Customs controls are laid down separately.
Any breach of this Regulation or of any provisions adopted pursuant to it shall be punishable as in the case of alcohol law Article 50a (1143/94) , unless the other law provides for a heavier penalty in the act.
Further provisions and guidelines on the implementation of this Regulation shall be provided by the Ministry of Social Affairs and Health.
This Regulation shall enter into force on 1 January 1995.
The authorisation given by the Ministry of Social Affairs and Health prior to the entry into force of this Regulation shall remain in force for the period specified in the relevant decision.
This Regulation shall enter into force on 9 December 2010.
