In accordance with the decision of the Parliament:

CHAPTER 1

General provisions

ARTICLE 1
Purpose of the law

This law establishes the international unit of measurement and specifies the conditions for the operation of the national metering system and the national calibration service.

It is the task of the national measure system to implement the international unit of measurement by maintaining and developing national measuring standards. It shall also be responsible for the transfer of units of measurement of the international measuring unit to other measuring instruments through national measures. It shall also, in conjunction with the national calibration service, ensure the provision of reliable and accurate measurements and calibrations.

Definitions

For the purposes of this law:

(1) Mittanimal The attachment, the measuring device, the reference substance or the measurement system which defines, implements, maintains or reproduces a large unit of measurement, or a large one or more benchmark;

(2) Traceability The link between the measurement result or the mittanimal connection to national or international measuring instruments or other comparable reference points through a non-open reference chain, where all comparisons have been made; Uncertainties;

CHAPTER 2

Units of measurement

ARTICLE 3
Measuring unit system

The basic units are in accordance with the international unit of measurement (Systéme International d " Unités):

1) length unit meter;

2) the mass unit in kilograms;

(3) time unit per second;

(4) electric current unit ampere;

(5) the unit of thermodynamic temperature;

(6) the unit of substance; and

7) Light power unit candela.

A decree of the Council of State may provide for a more precise definition of the basic units and other units of measurement to be defined, as well as the second-round units of base units and other units of measurement. (19/04/2013)

The decree of the Council of State may provide for more detailed adjustment of the period of time and temperature and the official Finnish time. (19/04/2013)

§ 4
Use of units of measurement

Legislative measurements shall be based on units of measurement according to the international unit of measurement. In addition, the measurement results shall be based on units of measurement where the measurement is economically relevant or has implications for public safety or health.

A decree of the Council of State may provide for units of measurement other than those based on the international unit of measurement. (19/04/2013)

CHAPTER 3

National indicator system

§ 5
National measuring standards

National measuring units shall be maintained by the base units and the other units defined thereunder. The maintenance shall be carried out by the national measuring laboratories referred to in this Chapter.

The Ministry of Employment and the Economy shall determine the extent to which the units of measurement referred to in paragraph 1 are to be regarded as national targets. ARTICLE 6
Traceability of the mileage

Implementation of the national indicator system

The VTT is responsible for the overall implementation and development of the national indicator system and directs and supervises it.

In the maintenance of the national metering system and in the performance of its tasks, VTT is assisted by National Measurement Laboratories, which are operated by VTT Measurement Technology (VTT) Measurement Technology (VTT) Measurement and Measurement Laboratories designated by VTT.

§ 8
Requirements for the national measure laboratory

(3) the laboratory shall have a comprehensive insurance cover, unless it is subject to a State injury security system in the event of damage.

§ 9
Tasks of the national measure laboratory

The national measure laboratory is responsible for maintaining the national measure and its traceability, and transferring the unit to other measuring instruments. In addition, they must carry out extensive research on the maintenance and development of national standards, participate in international comparisons and other international cooperation and work as an expert. Supervision of national measure laboratory

VTT monitors the national standard laboratories that it has designated.

An agreement with a national measure laboratory

The VTT shall be better suited to the performance of the tasks set out in Articles 9 and 12 and the reimbursement of any costs provided for in Articles 9 and 12. The VTT shall also be compatible with the national measure laboratory for the arrangements necessary to carry out its monitoring.

CHAPTER 4

National calibration service

ARTICLE 12
Organisation of calibration services

The role of VTT is to organise the availability of adequate and reliable calibrations. VTT also organises the availability of internationally traceable calibrations where no national measure has been established pursuant to Article 5 (2). (19/04/2013)

CHAPTER 5

Outstanding provisions

ARTICLE 13
Official calibration certificates

The VTT and the National Measurement Laboratory shall issue official calibration certificates for the calibration of the measuring instruments referred to in this Act. (19/04/2013)

Official calibration certificates shall also include certificates issued by the accredited calibration laboratories for the competence of the accredited calibration laboratories referred to in Article 12 (2). (2.6.2006/496)

Maintenance of certain national medals

CHAPTER 6

Entry into force

§ 17
Entry into force and transitional provisions

This Act shall enter into force on 1 January 1994.
