The Transport Minister's presentation is provided for by the Road Traffic Code of 3 April 1981. (267/81) Pursuant to:

CHAPTER 1

Scope and definitions (6 JUNE 2013/407)

ARTICLE 1 (19/122002/1243)
Scope

1. This Regulation shall apply to vehicle traffic on the road to vehicles subject to vehicle law (1090/2002) .

2. This Regulation shall apply to military vehicles, with the exception of armoured vehicles, unless otherwise specified by the Ministry of Defence Regulation under the vehicle law.

3. The application of this Regulation to special transport is provided for separately.

ARTICLE 2 (6 JUNE 2013/407)
Definitions

1. The definition of vehicles, vehicle categories and vehicle dimensions and masses shall be governed by the law of the vehicle and its provisions. The definition of vehicle dimensions and masses is also laid down in the implementation of Regulation (EC) No 661/2009 of the European Parliament and of the Council as regards the type-approval requirements for the masses and dimensions of motor vehicles and their trailers, and Commission Regulation (EU) No 1230/2012 amending Directive 2007 /46/EC of the European Parliament and of the Council

For the purposes of this Regulation:

(a) On the coupling mass The actual mass of the towed vehicle, except for the towed vehicle, tractor trailer and centre-axle trailer, with the exception of the mass of the towing vehicle;

(b) The undivided load A load which cannot be transported in a road transport at a reasonable cost or the risk of damage caused by a vehicle or a combination of vehicles or a combination of vehicles, without causing damage to two or more loads or by a combination of vehicles without crossing the road; The generally permissible mass or measure value;

CHAPTER 2

Use and condition of the vehicle

ARTICLE 3 (24.4.1998)
Speed limits for vehicle categories

1. The maximum speed of the engine-driven vehicle without a trailer shall be:

(a) a package and a lorry (N categories), a special car and a category M tourism, body and service vehicle 80 km/h;

(b) a van (N 1 -category) and special car, veterinary, tourism, body and service vehicles of less than 1,8 tonnes, introduced in 1981 or later, or with less than 1,875 tonnes, introduced in 1995 or Later, 100 km/h;

(c) a vehicle (category N1) of a van (category N1) and a total mass of up to 3.5 tonnes of tourism, veterinary, body and maintenance vehicles equipped with unlocking brakes and at least the driver's airbag and during the driving time of the rv; For use with seats fitted with safety belts, 100 km/h;

(d) bus (M 2 And M 3 -80 km/h, but 100 km/h if the bus has been approved for use at this speed and does not have standing passengers;

1a. (g) baggage shall be affixed firmly;

(h) the tachograph measurement range reaches at least 125 km/h;

(i) behind the car is a yellow, diameter 240 mm diameter plate with a diameter of 20 mm diameter, with a 120 mm black mark with the highest number in the 100.

3. The maximum speed of the engine-driven vehicle, when coupled with a towed vehicle, shall be:

4. Engine-driven vehicle with its own wheels or by means of a trolley, the maximum permitted speed is 60 km/h, unless the vehicle is provided for or prescribed at a lower speed.

5. For the purpose of driving a motor vehicle on the road, the maximum speed prescribed by the authority for the construction or construction of the vehicle shall not be exceeded.

§ 3a (18/12/2011)
Speed shield

§ 4

Prohibition of unnecessary unnecessary idling of the engine-driven vehicle

1. For reasons other than the mandatory traffic barrier, the engine shall not be used for more than two minutes due to the non-mandatory traffic barrier. Derogations from the obligation to use seatbelt and safety helmet

Road traffic law (267/1981) Shall not apply to the obligation to use the seat belt:

(a) for the police, the border guard and not in the service of a prison service, in an official position, that the use of a seat belt may pose a risk or considerable harm;

(b) the surveyor of the vehicle;

(c) the divider of the mail, newspapers or other goods distributed in several places, the fireplace, the collector of waste or other products to be collected from several places, where the continuous distance of up to 100 metres and the use of the seat belt is substantial; Harm;

2. The obligation to use the protective helmet provided for in the Road Traffic Act does not apply to:

A) a three-wheeled moped (L 2e ), tricycle (L 5e ), light quadricycle (L 6e ) and not a four-wheel (L 7e Category) driver and passenger if the vehicle is equipped with a cockpit;

(b) a two-wheel motorcycle fitted with a safety-belt and a protective curvature or roof ( L3e ) and moped (L 1e Category) a driver and a passenger protected by a protective arc or roof;

(c) the driver of a disabled motorcycle or disabled person;

(d) traffic control or other official function if the helmet harms the performance of the mission;

(e) the surveyor of the motorcycle and moped;

(f) the driver and the passenger of a snowmobile operator in reindeer management or forestry, energy transmission or telecommunications networks or network inspection tasks;

(g) a passenger with a snowmobile in a trailer;

(h) the use of a vintage engine motorcycle, a moped and a snowmobile operator, in particular during a driving event.

Derogations from the use and driving time of the tachograph

1. On the harmonisation of certain social legislation relating to road transport and amending Council Regulations (EEC) No 3821/85 and (EC) No 2135/98 and Regulation (EC) No Articles 5 to 9 need not be complied with and the tachograph is not used:

(a) for agricultural, horticultural, domestic or fisheries undertakings, or without driver, within a maximum distance of 100 km from the location of the undertaking where the carriage of the vehicle is not: The driver's main activity and the vehicle are limited to the transport of own products sold in the market or otherwise in a particular place or in their own treatment of horses;

(b) in a vehicle and a combination of vehicles with a maximum authorised mass not exceeding 7,5 tonnes and used in a post office; (13/2001) , or the transport of materials or equipment which the driver needs in connection with his work, if the vehicle or the vehicle combination is used at a distance not exceeding 50 km from the location of the undertaking; and The driving of vehicles is not the driver's main job;

(f) in a vehicle with 10-17 seats and not used for commercial traffic;

(g) in a vehicle equipped for educational purposes in which the teaching takes place;

(h) the vehicle intended for the collection of milk from agricultural holdings and the return to agricultural holdings of milk containers or milk products intended for animal consumption;

(i) in a vehicle carrying money or valuables;

(j) the vehicle used for the transport of animal waste or carcasses used for human consumption;

(k) in a vehicle used exclusively in areas related to road nodes, such as ports, terminals and other transport terminals, in terminals and in railway terminals;

(l) in the vehicle used for the transport of live animals from a farm to local markets or slaughterhouses and, on the contrary, within a radius of 50 km from farms; and

(m) the circus or amusement park special vehicle.

Notwithstanding the provisions of the Regulation referred to in paragraph 1:

(a) the breaks of liner buses can be divided into 15-minute periods; and

(b) in the case of transport referred to in Article 3 (f) and (1) (a) and (1) of that Regulation, the daily driving time may be extended by a maximum of two hours from the date laid down in Article 6 of that Regulation and of daily rest periods; Shall be shortened by up to one hour in accordance with Article 8.

3. The derogations referred to in paragraph 2 shall apply only to vehicles used in Lapland or Oulu county or in municipalities with a population density of less than five inhabitants per square kilometre. In addition, they concern vehicles used for voyages, the beginning or end of which is one of the areas mentioned. However, the exemptions do not apply to vehicles used in Oulu or Kajaani.

The Regulation may also derogate from the Regulation referred to in paragraph 1 (1) in the case of live fish during the period from 15 April to 30 June and between 15 August and 31 October as follows:

(a) the maximum daily driving time shall be extended by a maximum of 2 hours;

(b) the average weekly limit of 45 hours is increased by a maximum of 10 hours;

(c) the combined driving time of two consecutive weeks shall be extended by a maximum of 20 hours.

§ 7a (19.5.1995/809)
Verification of tachograph

1. Article 7b (11.10.1996/714)
Some inspections and notifications

1. The police and the labour protection administration shall carry out checks on the minimum conditions for the implementation of Council Regulations (EEC) No 3820/85 and (EEC) No 3821/85 concerning social legislation relating to road transport activities and Directive 2006 /22/EC of the European Parliament and of the Council repealing Council Directive 88 /599/EEC. 2. In the Directive referred to in paragraph 1, Regulation (EC) No 561/2006 of the European Parliament and of the Council on the harmonisation of certain social legislation relating to road transport and Council Regulation (EEC) on recording equipment in road transport Notices and information referred to in Regulation No 3821/85 shall be provided by the Ministry of Industry and the Transport Safety Agency, in accordance with the instructions of the Ministry, where appropriate. § 8
Use of radio and television receivers

Paragraph 1 has been repealed by A 19.12.2002 .

2. The use of radio and television receivers and other sound equipment in the passenger car used for the authorisation of on-demand services (M 1 -class) and bus (M) bus (M 2 And M 3 ) shall be prohibited if the use of the device disrupts the passenger.

§ 9
Control device

ARTICLE 10
Brakes

2. Only liquid that is not adversely affected at a temperature of 40 ° C and which is appropriate for this purpose may be used as a brake barrier. The boiling point of the brake fluid shall be at least 200 ° C.

ARTICLE 12
Use of the emergency switch of the snowmobile

The emergency switch to the snowmobile shall be fixed to the driver before the engine starts, provided that the operational principle of the emergency switch requires affixing. Such an emergency switch shall be maintained while driving.

Aggressive axle

1. In the case of a vehicle or trailer which is not equipped with the prescribed technical requirements for a steering control, a driving axle equipped with a driver's or an automatic locking device on the driver's seat, axle Shall be kept locked at a speed exceeding 60 km/h.

2. If all the axles of the vehicle are controlled, the vehicle's vehicle position shall be in the direction of the vehicle in normal traffic.

ARTICLE 14
Vehicle towing

1. In the case of rope or tango using a vehicle which cannot or may not be transported by means of its own vehicle, the vehicle shall not be less than three and not more than six metres in the meantime. A clearly visible flag shall be attached to the central part of the rope or the bar. A vehicle whose brakes are out of order shall be towed only by means of a tank or beam, or by means of a vehicle and a vehicle whose control is out of order, only by means of a chariot or by means of a tow beam.

2. The simultaneous towing of two vehicles on the same towed vehicle is prohibited. Without a compelling reason, the towed vehicle shall not be heavier than the driving vehicle. The driver of a towed vehicle must have a driving licence for the carriage of such vehicles.

CHAPTER 3

Use of tyres and pins

§ 15
Tyres for all vehicles

The vehicle shall be equipped with tyres and rims required for the total mass of its data subject and the masses to the axles. Tyres in which the tissue is visible or are likely to explode shall not be used.

ARTICLE 16
Tyres for car, car trailer and towed equipment

1. The wheels of the vehicle shall not be used for tyres whose lack of balance may hinder the control. The depth of the surface of the consumption surface shall be in the tyres of the car, the trailer of the car and the towed device, with a maximum permissible speed greater than 40 km/h, to a minimum of 1,6 mm. In axles with wheels, this requirement does not apply to both wheels. 2. (c) a museum vehicle;

(d) in a vehicle or its trailer for which snow tyres are not available.

3. A person and a van (M 1 And N 1 Category) and a trailer not exceeding 3,5 tonnes (O 1 And O 2 ) and tyres to be installed on the same axle shall have the same dimensions, structure and characteristics. If in such a car or trailer other than belt rings are used, they shall be fitted to all wheels. In the case of a car, a car trailer or a towed device does not, on the same axle, be allowed to use different tyres to the extent that it can cause harm or danger.

4. In the event of a temporary use of the spare tyre in the car or its trailer, it shall not be subject to the provisions of paragraphs 2 and 3. However, the vehicle shall be transported with special care.

5. Passenger car (M 1 Or a trailer of a total mass not exceeding 3,5 tonnes (O 1 Or O 2 ) the pneumatic tyre shall not, without particular reason, deviate from the pressure corresponding to the tyre or vehicle manufacturer's recommended pressure down by more than 20 %.

§ 17
Use of sliding barriers in the tyres of the car and the connected towed vehicle

1. The tyres of the vehicle and of the towed vehicle shall be equipped with a nasal, snow chains or equivalent gliders that do not substantially harm the surface of the road. Nastarrings may be used from 1 November to 31 March or the second day of Easter until the next Monday, in the case of a later date. In any other period, the nasal tyres may be used on an alert vehicle, in a car and a trailer for the use of the armed forces, in a car used for road use and in a trailer and in a tow truck. Nastarrings may also be used during other periods of temporary transfer, repair or inspection of a car or a towed vehicle, as well as in all cars and towed vehicles, when the weather or weather is required.

2. A total mass of more than 0,75 tonnes and a trailer not exceeding 3,5 tonnes (O 2 ) shall be used in the case of nastarenkal in the case of a towing vehicle.

3. 6. The Traffic Safety Agency may grant a derogation to a single vehicle for the permitted period of use of nastarentyres. (12/01/1227)

7. In the case of a combination of vehicles with a mass of more than 44 tonnes, a total mass of less than 18 % of the mass of the vehicle combination for the axle or pullin axles shall be fitted with a vehicle for the period specified in Article 16 (2). Tyres and gliders of the L-category vehicle and its trailer

1. The depth of the consumption surface shall be at least 1,0 mm. Motorcycle (L 3e And L 4e ) and the tricycle (L 5e Class) shall not use a tyre whose balance may not be impaired by the steering.

2. In the case of a motorcycle, a moped, a tricycle, a four-wheel, a four-wheel and a light quadricycle, and the trailer of such a vehicle shall be fitted with flat tyres suitable for winter use within the period referred to in Article 16 (2). The exemptions from the obligation to use snow tyres under that article shall apply mutatis mutandis to motorcycles, mopeds, tricycles, quadricycles and light quadricycle, and the trailer of such a vehicle.

3. The use of sliding barriers in a motorcycle, a moped, a tricycle, a four-wheel, a light quadricycle, and a trailer for such a vehicle, is permitted under Article 17 on the conditions laid down in the passenger car.

Slip blocks of a bicycle, a bicycle trailer, a propeller and an animal

The tyres of the bicycles, the bicycle trailer, the propeller and the vehicle's tyres shall be equipped with a nasal, snow chains or equivalent gliders that do not substantially harm the surface of the road.

§ 19
Barriers to the tractor, engine work machine, off-road vehicle and their trailer

Maximum values for the mass of the vehicle and the vehicle combination and the mass of the vehicle and the axle

1. Vehicle or vehicle combination on the road not to the axle or to the axle or to the mass of the vehicle shall not exceed the value indicated in the vehicle register. CHAPTER 4

Use of a vehicle registered or introduced in the EEA State in Finland

1. When used in a country belonging to the European Economic Area, hereinafter referred to as EEA State , a vehicle registered or operated in Finland shall be subject to the provisions of this Chapter.

2. If the total number of road vehicles circulating in the Community exceeds the maximum authorised dimensions in national and international traffic for certain road vehicles circulating in the Community in 1993 or later, Maximum permissible values laid down in Council Directive 96 /53/EC on the maximum authorised weights in international traffic:

(a) in the three axle of the car, at least one axle shall be controlled;

(b) at least one of the axles shall be directed or controlled if the distance between the extreme axles of the towed vehicle exceeds the two axles in a two-axle range of 2,4 m or a three-axle in a distance of 2.8 metres; However, the rear axle of two axles shall not be guided.

This Regulation shall enter into force on 1 January 1993.

ARTICLE 57
Transitional provisions

1. The prohibition on suspension provided for in Article 5 of the Regulation applies to emergency vehicles and to motor vehicles subject to authorisation from 1 October 1993.

2. This Regulation shall enter into force on 1 January 2003.

2. The increase in the speed limit referred to in Article 3 (1) (c) of the Regulation concerns a vehicle which, in type approval or survey, has been identified as equivalent to the safety requirements in the said paragraph.

3. The provision of Article 5 of the Regulation applies to the tractor, the propulsion machine and the off-road vehicle from 1 June 2003, to which the provision in force at the time of entry into force of the Regulation applies.
