Organisation
ARTICLE 1

The veterinary and food establishment shall, in accordance with the (1202/92) , in order to carry out the tasks

(1) to carry out laboratory and field studies and advice on the veterinary and animal health status of animals and the prevention, identification and treatment of animal health and disease prevention, diagnosis and treatment;

(2) prepare and procure the vaccines, serums and diagnostic materials necessary in the veterinary medicinal product, and perform the monitoring and distribution of the quality of these products;

(3) to carry out studies and control of the production of food and food products from animals, to carry out the export and import controls carried out by the plant, and to carry out the operation of the State meat inspection, as well as The approval and control of slaughterhouses and meat processing establishments, meat processing plants and meat processing plants, as expressly provided for; (25/04/1992)

ARTICLE 2

The operating organisation of the veterinary and food establishments shall be governed by the Rules of Procedure. (25/04/1992)

The establishment and, where appropriate, the sites of the regional laboratories of the installation shall be determined by the Ministry concerned. (24.10.1997-99)

The establishment of certain internal management tasks in the Ministry of Agriculture and Forestry Information Centre is valid, as is expressly provided for.

ARTICLE 3 (25/04/1992)

The functions referred to in Article 1 shall be carried out by the veterinary and food establishments, as specified in the Rules of Procedure.

Staff and its tasks
§ 4 (25/04/1992)

The Head of the Veterinary and Food Facility shall be the Director General.

The Heads of Unit are the Director, the heads of the research units and the other heads of unit.

§ 5

The Director-General shall be the head of the institution and shall be responsible for the financial, efficient and effective management of the institution's tasks. The Director-General should follow developments in this field and take steps to implement the necessary reforms and improvements.

The Director-General shall be assisted by a Steering Committee, whose composition and tasks shall be specified in the Rules of Procedure.

ARTICLE 6

The managers of the veterinary and food establishments shall be responsible for ensuring that the objectives assigned to an operational unit or activity forming part of their management are achieved effectively and economically.

In addition, the managerial role is to:

1) to lead and develop activities in the field;

(2) respond to the activities of its unit and its economic planning;

(3) to respond to the appropriate use of staff and other resources of its services;

(4) to respond to the necessary contacts and information activities necessary to carry out its duties;

(5) to respond to the development and working conditions of its staff; and

6) to promote cooperation between its staff.

Treatment and resolution of cases
§ 7

Matters covered by the veterinary and food establishments shall be settled by the Director General or any other official, as laid down in the Rules of Procedure. (25/04/1992)

Cases shall be decided on presentation or presentation, as specified in the Rules of Procedure.

§ 8

The Director-General shall decide on those matters which are not provided for in the Rules of Procedure or by any other official.

Unless otherwise provided for in the Rules of Procedure, the Director, the Director of the Research Unit or any other Head of Unit may delegate the matters of his decision to the official of his staff. (25/04/1992)

The Director-General may, in an individual case, solve a case which would otherwise have to be settled by his or her staff. The corresponding right shall be the civil servant referred to in paragraph 2 in matters which he has delegated to the official of his staff.

Eligibility requirements and fulfilment of posts
§ 9 (24.10.1997-99)

The requirements for the qualification of the veterinary and food establishments shall be:

(1) a master master's degree or a doctorate, as well as scientific and practical experience of the tasks of the institution, familiarity with administrative tasks and, in practice, proven management skills; and Management experience; and

(2) the Director and the Director of the Research Unit, a doctorate or a doctorate entitled to a doctorate, as well as scientific and practical experience in the field of activity and in practice demonstrated leadership.

ARTICLE 10

The President shall be appointed by the President of the Republic on a proposal from the Council. (24.10.1997-99)

The Director, the Director of the Research Unit and the other Head of Unit shall be appointed by the Director-General after hearing the management team. (25/04/1992)

Unless otherwise provided for in the Rules of Procedure or pursuant to the Rules of Procedure, other servants shall appoint or take over.

Side authorisation
ARTICLE 11 (24.10.1997-99)

A side authorisation shall be granted by the Ministry of the Ministry concerned. The appointing authority shall be authorised by the appointing authority, unless otherwise provided in the Rules of Procedure.

Freedom of conduct and replacements
ARTICLE 12 (24.10.1997-99)

The Director shall be granted leave of absence by the Ministry concerned. However, for more than a year, the freedom of service to which a civil servant has the right under the law or the term of office shall be granted by the Council of State. Under the Rules of Procedure or pursuant to the Rules of Procedure, an official shall be granted leave to the other official.

ARTICLE 13

An authority or an official who shall grant leave of office, subject to the conditions of the Rules of Procedure or in accordance with the rules laid down in the Rules of Procedure or in accordance with the Rules of Procedure, shall decide on the treatment of office during the period of leave or of the post.

The decision to take the temporary caretaker of a vacant post shall be taken by the authority which grants freedom of leave.

ARTICLE 14 (24.10.1997-99)

The Deputy Director shall be appointed by the Ministry concerned. Unless otherwise provided for in the Rules of Procedure, the Deputy Director of other officials shall appoint the overhead.

Outstanding provisions
§ 15

The Director is accused of misconduct in the Helsinki Court of Appeal. The other official of the veterinary and food establishments shall be charged with misconduct in the relevant district court.

ARTICLE 16

An official of the veterinary and food establishment shall not be the owner of the trade in or manufacture of products falling within the remit of the institution, as an influential shareholder or member, and shall not belong to the governing body of such a movement. Nor shall he be in the service of such a movement and shall not assist it as an expert.

§ 17

For the purposes of the veterinary and food establishment, third-party researchers and trainees may be recruited from the institution for a fee without being paid for, or are engaged in, a work placement and using equipment and equipment of the plant.

ARTICLE 18 (21.5.1999/694)

§ 19 (25/04/1992)

ARTICLE 21

More detailed provisions on the organisation of the veterinary and food establishment and the tasks, powers and procedures of the Agency's staff shall be laid down in the Rules of Procedure and, where appropriate, The Rules of Procedure of the operating entities.

The Rules of Procedure of the Veterinary and Food Safety Executive shall be confirmed by the Director General. The Rules of Procedure of the other unit shall be confirmed by the Head of the Unit.

Entry into force
§ 22

This Regulation shall enter into force on 1 January 1993.

Notwithstanding the provisions laid down in this Regulation, the holder of the suspended office of the State Veterinary and farm administration may be transferred or appointed to him as appropriate in the veterinary and food establishment. The eligibility criteria, as well as the posts to be filled in unannounced and without consultation of the management team.

The officials of the veterinary and farm government of the State which, at the time of entry into force of this Regulation, have the title of the professor and which are transferred to the post of this Regulation shall retain the title as long as they are: Flow.

Before the entry into force of this Regulation, measures may be adopted for the implementation of the Regulation.

Entry into force and application of amending acts:

25.3.1994/233:

This Regulation shall enter into force on 1 April 1994.

Notwithstanding the provisions of this Regulation, or in accordance with the rules of procedure to be adopted pursuant to it, the Director, acting as Head of the Control Department, shall continue to act in accordance with the Rules of Procedure, or As Head of the Operations Unit.

Before the entry into force of this Regulation, measures may be taken to implement it.

24 OCTOBER 1997/98:

This Regulation shall enter into force on 1 November 1997.

21 MAY 1999 694:

This Regulation shall enter into force on 1 December 1999.
