In accordance with the decision of the Parliament:

ARTICLE 1 (15/05/2015)
Industry

For the development and administration of education and early childhood education and training, the Ministry of Education and the Ministry of Education is the Ministry of Education and the Ministry of Education.

The Government Decree provides for training, early childhood education and other activities within the remit of the National Board of Education.

ARTICLE 2
Tasks

The role of the National Board of Education is to contribute to the development of training and early education within its remit, to promote the effectiveness of education and early childhood education and to monitor the organisation of education and training. (15/05/2015)

In addition, the Board of Education shall carry out the tasks assigned to it or assigned to it, and shall carry out the tasks assigned to it by the Ministry of Education.

The Ministry of Education has the right to withhold an educational policy which would otherwise be settled by the Board of Education.

Executive Board

The Board of Education is composed of a board of experts from education and early childhood education, whose functions, composition and setting are laid down by a decree of the Government.

Organisation

The Board of Education may have an activity unit for different tasks. The operating units are regulated by a Council regulation. However, there is always a unit in the National Board of Education for the purposes of teaching and early childhood education.

The internal organisation of the operational service shall be governed by the Rules of Procedure of the Board of Education. The Rules of Procedure shall also provide for the management of the Board of Education, the functions of the operational units, the duties of senior officials, the preparation of matters and the decision to be taken by the official.

§ 5
Contract-making right

Within the limits of the assessment of revenue and expenditure, the Board of Education may conclude contracts for the management of professional tasks belonging to its field of activity, as well as cooperation with organisations and persons carrying out research in the field of activity of the Agency.

ARTICLE 6
Payments

The Board of Education shall have the right to charge for the payment of the charges provided for in the (180/73) By Regulation. The level of direct payments shall be decided by the Executive Board. The direct payments may be made in such a way that they, on average, cover the costs for the purposes of the regulation for the purposes of the regulation.

Access to information

The National Board of Education shall have access to the information necessary for the performance of its tasks from other authorities.

Specifications and provisions

More detailed provisions and provisions on the implementation of this law shall be laid down in the Regulation and under its rules of procedure.

§ 9
Entry into force

This Act shall enter into force on 1 April 1991.

This law repeals the Law of 10 April 1987 on the Government of the Workers' Government and its Secret Service (488/87) And the Law of 30 August 1968 on the School Government and its subordinate (15/04/68) With their subsequent modifications.

Before the entry into force of this Act, measures may be taken to implement the law.

ARTICLE 10
Transitional provisions

As regards matters falling within the remit of the Board of Education, or in the form of a government or a school board, it shall apply to the Board of Education following the entry into force of this Act.

On the occasion of the entry into force of this Act, matters pending in the Board of Education and the Board of Education will be passed on to the Board of Education.

Entry into force and application of amending acts:

This Act shall enter into force on 1 January 1999.

An appeal before the entry into force of this Act, which, according to the provisions in force at the time of entry into force of this Act, shall be dealt with by the Board of Education, shall be treated according to the provisions in force at the time of entry into force of this Act.
